Abstract

This research aims to determine human resource development strategies based on the implementation of PANRB Ministerial Regulation Number 1 of 2023 concerning Functional Positions in the Protocol and Communication Section of Batu City Leadership. The problem is focused on development strategies in the form of training, education and coaching. This research refers to the implementation of functional position competency development as stated in competency development in Article 46 of PANRB Ministerial Regulation Number 1 of 2023. The research method used is descriptive qualitative by analyzing human resource development strategies. Data was collected through interviews with department heads. and staff in the Leadership Protocol and Communications Section. This study concludes that the implementation of the development strategy has been implemented and improvements are needed at certain points during activities.

Abstract

This research aims to determine the application of the e-catalog system implemented by the Batu City Goods and Services Procurement Section, especially in the process of procuring goods and services within the Batu City Government. Apart from that, to analyze more deeply about a partnership process, especially for UMKM in Batu City, related to the existence of an e-catalog. By implementing the e-catalog, it provides space for movement in partnerships between government agencies and UMKM in Batu City. The problem focuses on the partnership process which includes: use of digital technology, transparency of UMKM, dependence on government and administrative requirements. This research refers to the implementation of an e-catalog system related to the partnership process with UMKM. The research method used is descriptive qualitative by analyzing human resource development strategies. Data was collected through interviews with staff in the Batu City Goods and Services Procurement Section as well as the head of Batu Orange Cake UMKM. This study concludes that the partnership has been implemented and needs to be improved at certain points during the partnership process.

Abstract

This study aims to determine the optimization of the DPRD budgeting function in the perspective of good governance in the Batu City DDPRD. The problem is focused on optimizing budgeting which includes: community participation, accountability, transparency and value of money. As well as inhibiting factors that refer to the government's internal control system (SPIP). This study refers to the concept and elements of good governance as an analysis of the discussion of the problem. The research method used is descriptive qualitative by analyzing budgeting optimization using elements of good governance. Data were collected through interviews with Batu City DPRD Members, Mrs. Susanti Leverika, who serves as a member of Commission C. This study concludes that in optimizing budgeting, the Batu City DPRD has implemented the principles of good governance and there needs to be budget integration in evaluation.

Abstract

MSMEs in the national economy have a role as the main actors in economic activities. Micro, Small and Medium Enterprises (MSMEs) as a concrete player in the people's economy feel a strategy to be developed, because this sector is able to provide employment opportunities that are able to absorb the expected high workforce. The aim of this research is to examine local government strategies in increasing the productivity of MSMEs in Bumi Aji village, Batu city. The research method used in this research uses an exploratory descriptive type with a qualitative approach. The results of the research are the Petama Department of Small and Medium Enterprise Cooperatives and the Department of Industry and Trade which are the technical implementers in empowering MSMEs for processed mangoes. Second Resource development. Third, capital facilitation, fourth, expanding market access, fifth, facilitation of establishment permits, sixth, capital facilitation for MSMEs is regional bank loans, apart from that there are several other facilities, namely through the provision of Working Capital Credit, CSR. The strategy to expand market access is carried out, among others, through exhibition events at local, regional and national levels, printed (and electronic) media as well as the implementation of regulations regarding the requirements for establishing a mini market business, there must be five local MSME products. The next strategy is for the Batu City Government to provide socialization about the GAH MSME partnership. for all business information. Abstract

Abstract Administrative ethics plays a strategic role in determining the quality of public services, which should not only focus on fulfilling administrative needs but also reflect key principles such as justice, equality, accountability, loyalty, and social responsibility. These principles serve as a critical foundation for realizing good governance, particularly at the village (kelurahan) level as the frontline of public service delivery. This study is intended to analyze the role of administrative ethics in optimizing the quality of public services at the office of Tanjungrejo urban village in Malang City, focusing on four main dimensions: equality, justice, loyalty, and responsibility. A descriptive qualitative approach was employed, using observation, interviews, and documentation techniques, with the village head, structural officials, and community members as informants. The findings indicate that the application of ethics in the dimensions of equality and justice has been carried out optimally through services that follow procedures and are free from discrimination. Employee loyalty is generally well demonstrated, although issues of discipline remain. Meanwhile, the majority of staff show a strong sense of professional responsibility in carrying out their duties. These findings affirm that the consistent implementation of administrative ethics can significantly improve the effectiveness and quality of public services, while also strengthening accountability and public trust in local government institutions.
