Abstract

Artikel ini membahas konsep kebebasan berpendapat dalam dua negara dengan sistem hukum yang berbeda, yakni Indonesia dan Singapura. Kebebasan berpendapat merupakan hak fundamental yang diakui secara internasional dan dilindungi oleh instrumen hukum di berbagai negara. Di Indonesia diakui dalam Pasal 28E UUD 1945 dan di Singapura diakui dalam Pasal 14 Konstitusi Singapura. Tujuan penelitian ini adalah untuk membandingkan bagaimana regulasi kebebasan berpendapat diterapkan di kedua negara tersebut. Metode yang digunakan adalah adalah metode yuridis normatif, yang berfokus pada kajian terhadap peraturan perundang-undangan yang relevan, literatur terkait, serta pendapat ahli. Hasil penelitian menunjukkan bahwa kebebasan berpendapat di Indonesia diatur dalam beberapa undang-undang seperti UU No. 9 Tahun 1998 tentang Kemerdekaan Menyampaikan Pendapat di Muka Umum, serta UU ITE yang membatasi kebebasan tersebut dalam konteks digital. Meskipun kebebasan ini dijamin oleh konstitusi, implementasinya sering terhambat oleh interpretasi peraturan yang tumpang tindih dan pembatasan yang ketat. Di sisi lain, Singapura menerapkan pembatasan yang lebih ketat terhadap kebebasan berpendapat. Konstitusi Singapura mengakui hak tersebut, namun memberikan ruang bagi parlemen untuk membatasi berdasarkan keamanan negara, moralitas, dan ketertiban umum. Pembatasan ini dijabarkan melalui berbagai undang-undang seperti Official Secrets Act dan Sedition Act, yang secara signifikan menghambat kebebasan berekspresi di ranah publik dan digital.

Abstract

This article aims to provide a qualification of quality public services, so that it becomes a reference for government agencies engaged in the public sector. The Ombudsman has compiled an assessment of public administration compliance, the results show that 10.92% or 64 public services at the ministry, agency and local government level are of low quality. Based on this, this article focuses on analyzing the qualifications of quality public services based on Law Number 25 of 2009 concerning Public Services. The results of this study indicate that, regarding the qualifications of quality public services are contained in the Implementation Behavior in Service Article 34 of Law No. 25 of 2009, which states that public servants must behave fairly and non-discriminatory, careful, polite and friendly, firm, reliable and responsible to the community as service recipients. The method used in this research is normative juridical method based on secondary, primary and tertiary legal materials collected through literature study

Abstract

This study examines and proposes several roles that Central Kalimantan Indonesian Ulama Council [Henceforth (MUI)] can play in encouraging Muslim participation in regional elections [Henceforth (Pilkada or Pemilukada)] through the perspective of fatwa on prohibition of abstention [Henceforth (golput)]. As a religious institution, MUI holds a strategic role in guiding Muslims on political issues, particularly regarding Pemilukada. In a democratic system, participation is crucial for electing leaders who can ensure people’s welfare and fulfill their responsibilities. The fatwa on the prohibition of golput, issued by MUI, serves as a normative foundation for Muslims to exercise their voting rights in Pilkada. This study utilized normative juridical by reviewing various secondary sources and literature relevant to the topic. The findings reveal that Central Kalimantan MUI can promote political awareness among Muslims in the region, with MUI actively participating in public outreach and campaigns about the importance of political participation. Furthermore, collaboration with local institutions such as the Indonesian Da’wah Institution, religious counselors, and media platforms is key in promoting Muslim voter participation through the fatwa on the prohibition of golput. This study also found that the fatwa has been highly effective in raising awareness among Muslims about the significance of their political involvement in regional elections.

Abstract

The main objective of this counseling is to raise students' awareness about the dangers of online gambling and the importance of being wise when using social media. Presentations, discussions, were used to engage students in this activity. Starting from the rise of online gambling cases in Indonesia, the results of the activity show that students better understand the adverse effects of online gambling and the associated legal consequences. In addition, students showed greater awareness on how to use social media properly.

Abstract

This study is aimed to evaluate the predictive performance of several machine learning models in classifying low birth weight (LBW) infants. This classification is necessary, as low birth weight is linked to many health hazards for newborns. This study conducted machine learning to examine socio-economic variables, maternal health, and additional pertinent aspects that influence low birth weight (LBW) in developing countries, such as India, Indonesia, Jordan, and the Philippines. The independent variables were type of residence, number of household members, mother's education level, mother's occupation, father's occupation, welfare status, number of births for the last 5 years, mother's age at first birth, mother's smoking status, birth order, infant's alive status, number of antenatal care visit, and type of antenatal care. The total eligible sample included 12,393 respondents of Indonesia, 21,681 of India, 6,365 of Jordan, and 5,704 of the Philippines. The findings demonstrate that several machine learning models, including Support Vector Machines (SVM), Random Forest, and Decision Trees, exhibit differing degrees of accuracy in predicting low birth weight (LBW) across India, Indonesia, Jordan, and the Philippines. For example, SVMs exhibited superior performance, although Naive Bayes attained elevated sensitivity. The results indicate that customized strategies reflecting regional attributes are necessary for enhancing prediction precision in LBW classification. This underscores the need of accounting for local socio-demographic variables when using machine learning models in healthcare study.
