Abstract

The aim of this research is to obtain accurate data regarding the translation process, discover the difficulties faced by students in translating, and find out the steps taken to overcome difficulties translating Arabic. This research method uses a qualitative approach with data collection techniques in the form of observation, documentation and interviews with Arabic Language Education study program students and also lecturers who teach tarjamah courses. The results of the research show: 1) The process of translating Arabic in tarjamah courses at IAI AL-AZIS is carried out in various ways, such as lecturers recording voices and giving them to students to write and translate, also by forming small groups and then presenting or translating Arabic texts, then the lecturer corrects the reading from the student's translation results, after discussing the Arabic text and providing teaching regarding qawaid related to the Arabic text being studied. 2) The difficulties experienced by students during the process of translating Arabic texts can be divided into two parts, namely linguistic factors and non-linguistic factors. The linguistic factors in question are: morphological factors, syntactic factors, semantic factors and also restructuring factors. Meanwhile, non-linguistic factors include: internal factors and external factors. Key Words: Difficulty Translating, Arabic,Tarjamah Courses.

Abstract

International coffee trade plays a strategic role in the global economy, yet it faces complex legal challenges related to market access, regulatory divergence, and sustainability standards. This study examines the effectiveness of international trade law frameworks in governing coffee commodity exports, with particular attention to developing countries such as Indonesia. Using a qualitative approach, this research analyzes key legal instruments including World Trade Organization agreements, bilateral trade arrangements, and certification schemes such as fair trade and geographical indications. The findings reveal that while existing frameworks provide mechanisms for dispute resolution and market integration, significant gaps remain in protecting smallholder farmers and ensuring equitable value distribution. Furthermore, inconsistencies in non-tariff measures and sustainability requirements often create barriers to entry for exporters. The study proposes strengthening legal harmonization, enhancing institutional coordination, and integrating sustainability principles into binding trade regulations to support inclusive and resilient coffee trade systems globally. These reforms are essential to balance economic competitiveness with social justice and environmental protection in international coffee trade governance systems worldwide. Abstract

Akselerasi kegiatan ekonomi yang tidak terkendali sering kali berimplikasi pada pelampauan baku mutu lingkungan hidup, yang mengancam keberlanjutan ekosistem di Indonesia. Penelitian ini bertujuan untuk menganalisis urgensi dan efektivitas penegakan sanksi administratif sebagai instrumen hukum utama dalam mendisiplinkan pelaku ekonomi yang melanggar standar baku mutu lingkungan pasca berlakunya Undang-Undang Cipta Kerja. Metode penelitian yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konseptual. Data dikumpulkan melalui studi kepustakaan terhadap berbagai regulasi hukum positif, literatur akademik, dan hasil penelitian terdahulu yang relevan dengan penegakan hukum administratif lingkungan. Hasil penelitian menunjukkan bahwa sanksi administratif, yang meliputi paksaan pemerintah hingga denda administratif, telah diposisikan sebagai instrumen primum remedium untuk memberikan respons cepat terhadap pencemaran. Namun, efektivitasnya masih terhambat oleh disparitas nilai denda yang sering kali lebih rendah daripada biaya kepatuhan operasional, serta keterbatasan kapasitas institusional dalam pengawasan teknis di lapangan. Kesimpulan dari penelitian ini menekankan bahwa penegakan sanksi administratif memerlukan transformasi menuju sistem pengawasan digital yang transparan dan terintegrasi untuk meminimalisir celah negosiasi koruptif. Selain itu, formulasi sanksi denda harus mampu menginternalisasi seluruh kerugian lingkungan guna menciptakan efek jera yang nyata bagi korporasi. Penguatan integritas Pejabat Pengawas Lingkungan Hidup dan sinkronisasi kebijakan antara pusat dan daerah menjadi syarat mutlak agar kegiatan ekonomi nasional tetap berjalan selaras dengan prinsip pembangunan berkelanjutan dan perlindungan terhadap hak atas lingkungan hidup yang sehat bagi masyarakat.

Abstract

This study explores the relationship between corporate legal compliance and public service quality in the public sector through a systematic literature review approach. Legal compliance is recognized as a fundamental element of good governance, ensuring that public institutions operate within regulatory frameworks that promote accountability, transparency, and fairness. At the same time, public service quality reflects the effectiveness of government institutions in meeting citizens’ expectations, often measured through dimensions such as reliability, responsiveness, assurance, empathy, and tangibility. The findings of this review indicate that legal compliance plays a significant role in shaping service quality by establishing standardized procedures, reducing risks of maladministration, and enhancing institutional trust. However, the relationship is not purely linear, as it is influenced by organizational factors such as leadership, institutional culture, human resource capacity, and the integration of digital technologies. While compliance mechanisms such as audits and regulatory controls improve procedural accountability, they may not always guarantee improved service outcomes if applied rigidly. This study concludes that legal compliance is a necessary but insufficient condition for achieving high-quality public services. A balanced approach that combines regulatory adherence with flexibility, innovation, and citizen-centered practices is essential. Future research is encouraged to develop integrative models and empirical analyses to strengthen the linkage between compliance and service quality.
