Abstract

Dalam Era 5.0 Society yang dipenuhi teknologi digital dan transformasi global, industri makanan dan produk halal menghadapi tantangan harmonisasi standar global yang semakin mendesak. Perbedaan signifikan dalam definisi halal, persyaratan sertifikasi, dan metode pengujian antar-negara telah menciptakan hambatan dalam perdagangan internasional dan memunculkan ketidakpastian bagi produsen serta konsumen. Penelitian ini bertujuan untuk mengeksplorasi bagaimana Era 5.0 Society memengaruhi pentingnya harmonisasi standar halal global dan bagaimana teknologi dapat digunakan untuk mencapai tujuan tersebut. Dengan menganalisis tren konsumen yang semakin cerdas dan eksigen terkait produk halal, penelitian ini akan mengidentifikasi peran teknologi, terutama blockchain, dalam memantau rantai pasokan dan memverifikasi status halal produk secara transparan. Harmonisasi standar halal di Era 5.0 Society bukan hanya masalah industri, tetapi juga isu sosial dan ekonomi yang relevan. Dalam konteks ini, penelitian akan mengulas potensi ekonomi dari industri halal dan bagaimana harmonisasi standar halal global dapat mendukung pencapaian tujuan pembangunan berkelanjutan terkait dengan pangan yang aman, berkualitas, dan kesehatan. Penelitian ini memiliki implikasi penting bagi pemangku kepentingan, termasuk pemerintah, industri makanan, dan lembaga sertifikasi, untuk mengatasi kompleksitas harmonisasi standar halal di Era 5.0 Society. Dengan fokus pada konsumen yang semakin cerdas dan eksigen, penelitian ini akan memberikan wawasan dan rekomendasi yang dapat digunakan untuk memajukan industri halal menuju masa depan yang lebih adil dan transparan.

Abstract

Halal certification in the food and beverage industry represents a complex multidimensional ecosystem in Indonesia, encompassing consumer perceptions, regulatory challenges, and strategic economic implications. This comprehensive library research explores the intricate dynamics of halal certification through a systematic analysis of contemporary scientific literature published between 2019-2024. Utilizing content and comparative analysis methods, the study investigates consumer awareness, regulatory frameworks, economic dimensions, and technological transformations in halal certification. Research findings reveal significant consumer awareness, with 87.2% of Muslim consumers considering halal certification a primary product selection criterion. The study identifies structural challenges in regulatory implementation, methodological complexities in verification processes, and the strategic economic potential of halal-certified products. Technological information platforms emerge as crucial mechanisms for enhancing transparency and accountability. The research recommends a holistic, collaborative approach integrating perspectives from religious scholars, food technologists, and management experts to develop a credible, sustainable halal certification ecosystem.

Abstract

Halal Product Guarantee in Indonesia has gone through various of regulation changes starting from KMA No. 518 and 519 of 2001 to Law No. 33 of 2014 then updated in the cluster of law No. 11 of 2020 on Job Creation and most recently is Government Regulation no. 39 of 2021 as the basis for the halal certification self-declaration mechanism for micro and small enterprises (MSEs). However, this rule change and creates the impression of dualism institution between the Fatwa Committee and MUI Fatwa Commission in the process of determining the halal fatwa of a product. So this paper focuses on the study of institutional dualism in issuing halal fatwa statements on the halal certification self-declaration mechanism. This research is classified as a library study (library research) with the main source a document of Himpunan Hasil Ijtima' Ulama Fatwa Commission throughout Indonesia VIII -2024. The results of this study show that the existence of the Fatwa Committee in the self-declaration mechanism makes institutional dualism in issuing halal fatwa. Where previously halal fatwa was only issued by MUI then certified by BPJPH.
