Abstract

Pendanaan riset kesehatan dan medis sangat penting untuk mendorong inovasi dan meningkatkan kualitas layanan kesehatan global. Namun, skema dan regulasinya berbeda antar negara, khususnya dalam sumber dana, distribusi, dan pengawasan yang memengaruhi efektivitas riset dan akses hasilnya bagi masyarakat. Penelitian ini bertujuan untuk menganalisis dan mengkaji sistem hukum pendanaan riset kesehatan di Indonesia, serta menganalisis dan mengkaji perbandingan sistem hukum pendanaan riset kesehatan di negara Amerika Serikat.Metode yang digunakan adalah yuridis normatif dengan pendekatan perundang-undangan dan analisis. Pembahasan dan analisis pada penelitian ini sistem hukum pendanaan riset kesehatan di Indonesia masih menghadapi keterbatasan anggaran dan keterlibatan sektor swasta yang rendah, menghambat inovasi medis dan efektivitas riset. Sebaliknya, Amerika Serikat memiliki dukungan pemerintah dan sektor swasta yang kuat, serta perlindungan hak kekayaan intelektual yang efektif. Sistem pendanaan riset kesehatan di Indonesia terbatas oleh anggaran kecil dan minimnya sektor swasta, sementara Amerika Serikat memiliki dukungan yang lebih baik. Saran untuk Indonesia adalah meningkatkan anggaran, melibatkan sektor swasta, memperkuat perlindungan hak kekayaan intelektual, dan meningkatkan kerjasama internasional

Abstract

Artificial intelligence (AI) has emerged as a promising technology in the field of healthcare, enabling the development of innovative solutions that enhance the quality and efficiency of medical services. The application of AI in the management of patient data has facilitated the acceleration, optimization, and precision of this process, which can subsequently improve the quality of healthcare services. This study aims to analyse the legal challenges that arise with the use of digital technology and artificial intelligence in patient data management, and to identify relevant legal solutions to overcome these problems. The study employs library research techniques, analysing statutory provisions and drawing on both written and unwritten positive law to examine legal issues. The results show that the integration of AI and digital technology in healthcare has yielded significant advantages, including enhanced efficiency, precision in diagnosis, and the harnessing of big data for patient care. However, a number of significant challenges remain, particularly with regard to the safeguarding of personal data. The formulation of an ethical framework for the utilisation of AI, the establishment of rigorous safety standards and the continuation of research in this domain are vital to enhance the advantages and mitigate the risks associated with the deployment of AI. It is imperative that health institutions and AI developers implement robust cybersecurity standards and periodic assessments for potential system vulnerabilities.

Abstract

Occupational Skin Diseases (OSDs) represent a significant global health issue. This study aims to analyze OSD research trends from 2014 to 2023 through a comprehensive bibliometric analysis. The search was carried out in the Scopus database using keywords: "occupational skin disease" OR "work-related skin disease" OR "occupational dermatosis". A total of 491 documents were analyzed using VOSviewer and Biblioshiny. The results show an increase in publications with a peak in 2021, dominated by developed countries such as Germany and the United States, but the contribution of developing countries is starting to be seen. The focus of research shifted from classic contact dermatitis to the issue of COVID-19 and the use of personal protective equipment. The University of Osnabrück and the journal Contact Dermatitis are the main contributors. The analysis uncovered gaps in longitudinal research, insufficient research on the informal sector, and limited interventions in developing countries. Future research is suggested to focus on innovative prevention strategies, climate change impacts, and the utilization of new technologies, with an emphasis on international collaboration. This study highlights the importance of OSD research's adaptation to new challenges in the workplace and the need for a more inclusive global approach.

Abstract

Dermatitis is a common inflammatory skin condition that can significantly impact patients' quality of life. Studies on the prevalence and risk factors of dermatitis in Indonesia remain limited. To analyze the prevalence, demographic distribution, and the relationship between occupation and types of dermatitis in a dermatology clinic from 2020 to 2024. This retrospective study utilized medical record data of dermatitis patients who visited a dermatology clinic from 2020 to 2024. The variables examined included age, gender, occupation (2020–2023), case type (new/existing), and dermatitis diagnosis. Statistical analysis was conducted using the chi-square test to identify the relationship between occupation and dermatitis diagnosis. There was a significant decrease in dermatitis prevalence from 9.75% during the 2020–2023 period to 4.63% in 2024. The 25–44 year age group had the highest number of cases, with a predominance of female patients. The chi-square test showed a significant association between occupation and dermatitis diagnosis (χ² = 70.259; p < 0.05). Dermatitis remains a significant health issue with a distinct demographic distribution. Improvements in data collection and diagnosis classification are necessary for a better understanding and the development of effective prevention strategies. These findings have important implications for clinical practice and health policy in Indonesia, particularly in terms of workplace prevention and management of dermatitis.

Abstract

This study aims to evaluate the effectiveness of the Badan Penyelenggara Jaminan Sosial (BPJS) health system in addressing claim discrepancies in relation to health service standards in Indonesia. As a social security administration agency, BPJS Health faces various challenges concerning claim discrepancies, which can impact the quality of healthcare services provided to the community. Health insurance claims refer to submissions made by healthcare facilities to BPJS for reimbursement of healthcare service costs. These claims are submitted collectively on a monthly basis, accompanied by supporting documents. Upon submission, the claims undergo a verification process conducted by BPJS Health verifiers, whose role is to assess the accuracy and completeness of the administrative accountability for services provided to patients. Following claim verification, the insurer at the healthcare facility receives one of four claim status outcomes: eligible claim status, ineligible claim status (pending), post-claim verification status, or disputed claim status. This study employs a normative juridical research method, involving the collection and analysis of primary, secondary, and tertiary legal materials. The findings reveal several factors contributing to claim discrepancies, including hospitals’ and healthcare professionals’ limited understanding of claim procedures, as well as inefficiencies in BPJS Health’s monitoring and evaluation system. The study also highlights that claim discrepancies often have a negative impact on patient satisfaction and the overall quality of healthcare services. To enhance the effectiveness of the BPJS Health claims system, improvements are needed, including systematic reforms, increased dissemination of information, targeted training programs for healthcare workers, and the strengthening of monitoring and evaluation mechanisms. These measures will contribute to improving the efficiency and reliability of healthcare services in Indonesia.

Abstract

Health research is crucial for enhancing medical services and improving community welfare in Indonesia. However, challenges such as uneven allocation, limited transparency, and insufficient integration of research findings into health policy continue to hinder the effectiveness of research funding. This study aims to evaluate the policies and decision-making processes involved in the procurement of health research budgets in Indonesia and propose legal formulations to ensure that these funds are managed in a fair, transparent, and accountable manner. The study utilizes an empirical juridical research method with legislative, conceptual, and comparative approaches. Data were gathered through interviews, observations, and literature studies, followed by descriptive-analytical analysis using case studies and legal theories on utility, legislation, and legal reform. The findings reveal that the allocation of health research budgets has not fully adhered to principles of equity, and research outcomes are often not incorporated into policy. Budget allocations are still influenced by political interests, and cross-agency coordination remains weak. Legal reforms are necessary to make the budget management process more participatory, measurable, and evidence-based. Transparent and adaptive legal reforms are crucial to optimizing state budget use in health research. Additionally, establishing a digitized surveillance system, multi-stakeholder forums, and enhancing the capacity of research and bureaucratic sectors are essential to fostering an inclusive and sustainable medical innovation ecosystem.
