Abstract

Decentralization of natural resources in Indonesia aims to improve people's welfare through regional autonomy in natural resource management. However, this policy faces challenges such as unequal distribution of benefits, overexploitation, and potential corruption. This study aims to analyze the impact of natural resource decentralization on community welfare using a Systematic Literature Review (SLR) approach. Data were collected from reputable journals using bibliometric techniques with VOSviewer and Publons/Perish software to map research trends. The results show that decentralization can improve people's welfare if it is supported by good governance, community participation, and strict regulations. Conversely, under conditions of weak governance, decentralization exacerbates social inequality and damages the environment. Comparative studies with other countries, such as Brazil and India, show that the success of decentralization depends on oversight mechanisms and the involvement of local communities. The conclusions of this study emphasize the importance of transparency, equitable distribution of benefits, and strengthening the capacity of local governments to manage natural resources sustainably. Policy recommendations include increased accountability, a natural resource endowment mechanism, and stricter oversight of resource exploitation.

Abstract

The implementation of e-government in Indonesia has become a key pillar in the digital transformation of government, aiming to improve the quality of public services. Despite significant progress in the adoption of digital technology, Indonesia is still faced with various challenges, such as infrastructure gaps between urban and rural areas, limited human resource competencies, and bureaucratic obstacles that slow down adaptation to new technologies. This research maps innovations in e-government in Indonesia and compares them with best practices in developed countries, such as South Korea and Singapore, which have successfully implemented digital systems inclusively and effectively. Based on a mixed qualitative and quantitative approach, this research evaluates the impact of digital innovations on efficiency and public participation in public services. The results show the importance of cross-sector collaboration, capacity building of state apparatus, and simplification of regulations to accelerate the adoption of inclusive e-government. By using advanced technologies such as artificial intelligence and blockchain, Indonesia can strengthen a responsive and sustainable e-government system. This research provides strategic policy recommendations to support the improvement of efficient and equitable public services across Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak transformasi digital dan implementasi sistem informasi terintegrasi terhadap peningkatan kualitas laporan kinerja di Kementerian Pertahanan. Transformasi digital dalam sektor publik, khususnya pada institusi strategis seperti Kementerian Pertahanan, memegang peranan penting dalam mendukung transparansi, akuntabilitas, dan efisiensi proses pelaporan. Metode penelitian yang digunakan adalah survei kuantitatif yang diikuti dengan analisis data deskriptif terhadap kinerja laporan berbasis digital. Pengumpulan data dilakukan melalui penyebaran kuesioner kepada pegawai Kementerian Pertahanan dan dianalisis dengan pendekatan statistik untuk mengidentifikasi perubahan signifikan dalam kualitas dan ketepatan laporan setelah penerapan sistem terintegrasi. Hasil penelitian menunjukkan bahwa sistem informasi terintegrasi mampu meningkatkan akurasi dan efisiensi pengumpulan data, mengurangi kesalahan manual, serta mendukung keterbukaan informasi antar-departemen, sehingga mendukung pengambilan keputusan yang lebih tepat. Selain itu, penelitian ini mengidentifikasi tantangan seperti kebutuhan pelatihan berkelanjutan bagi pegawai untuk meningkatkan keterampilan digital dan dukungan manajemen dalam adopsi teknologi. Kesimpulan dari penelitian ini menyatakan bahwa penerapan transformasi digital di Kementerian Pertahanan memberikan dampak positif signifikan pada efisiensi dan kualitas laporan kinerja, meskipun masih diperlukan kebijakan pengelolaan digitalisasi yang mendukung keamanan informasi dan kontinuitas proses teknologi. Penelitian ini memberikan rekomendasi untuk memperkuat pelatihan SDM serta penetapan kebijakan yang mendukung tata kelola digitalisasi dalam sektor publik yang berkelanjutan.
