Abstract

Potensi Sektor Pariwisata yang dikelola Pemerintah Provinsi Sulawesi Utara berbanding terbalik dengan kondisi realisasi retribusi daerah sektor pariwisata. Penelitan ini bertujuan untuk Menggambarkan kondisi pengelolaan pariwisata di Provinsi Sulawesi Utara, serta merumuskan Strategi peningkatan PAD melalui retribusi sektor pariwisata Pariwisata Provinsi Sulawesi Utara. Lokasi penelitian yang akan dilaksanakan adalah Dinas Pariwisata Provinsi Sulawesi Utara serta Objek Wisata yang menerima retribusi daerah yang dikelola langsung oleh Dinas Pariwisata Provinsi Sulawesi Utara. Waktu penelitian dilaksanakan pada Bulan Agustus 2022 s/d Desember Tahun 2022 Sedangkan tempat penelitian ini akan dilakukan di Dinas Pariwisata Provinsi Sulawesi Utara. Adapun untuk merumusan strategi penelti menggunakan Teknik Analisis SWOT dimana penggambaran pengelolaan wisata sebagai faktor eksternal dan strategi yang sementara dijalankan sebagai faktor internal. Penelitian ini lebih diarahkan pada Penelitian kualitatif. Hasil Penelitian yaitu meningkatkan pemeliharaan terhadap objek wisata, meningkatkan pemanfaatan teknologi untuk pengembangan pariwisata, sinergitas pemerintah terkait pengembangan wisata, menggencarkan promosi wisata, penambahan fasilitas pendukung pariwisata, mendorong pelaksanaan kalender iven pariwisata, meningkatkan jumlah atraksi di lokasi wisata, meningkatkan kampanye peduli lingkungan, meningkatkan keterjangkauan layanan internet, peningkatan kualitas SDM di bidang pariwisata, pelibatan masyarakat dalam meningkatkan kesadaran, kolaborasi akademisi, swasta, masyarakat, pemerintah dan media dalam pengembangan potensi pariwisata di Provinsi Sulawesi Utara.

Abstract

This research is focused on evaluating the implementation policy of persons with disabilities in fulfilling formal sector employment rights in the city of Bandung based on William N. Dunn's evaluation theory which includes 6 (six) criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. This study aims to analyze the evaluation of policies for the implementation of protection of people with disabilities in the fulfillment of formal sector employment rights in Bandung City and provide policy recommendations and policy implementation models related to the implementation of protection of persons with disabilities in the fulfillment of formal sector employment rights in Bandung City. The study used this using exploratory qualitative methods with an inductive approach. Interviews, documentary, observational, and triangulation techniques are the data collection techniques used in this study. The results of this study can be concluded that the evaluation of policies for the implementation of persons with disabilities in fulfilling the right to work in the formal sector in Bandung City has not been optimal, this can be seen that the policies that have been running since its publication until this study was made have not met the six criteria, namely effectiveness, efficiency, adequacy, similarity, responsiveness, and accuracy. Based on the analysis of these results, this study proposes policy recommendations, namely increasing government collaboration and integrity, strengthening the role of the government, accelerating the revision of West Java Provincial Regulations related to persons with disabilities which will later be elaborated through the Bandung Mayor Regulation, synchronization of precise and accurate data and information, and preparation of policies supporting the West Java Provincial Government Regional Regulation on Persons Disability. The policy implementation model is leadership, communication, policy substance, supervision, and resources.

Abstract

The aim of this research is to analyze the Implementation of Regional Rice Policy in Alleviating Poverty in Malinau Regency, North Kalimantan Province and identify inhibiting and supporting factors for the Implementation of Regional Rice Policy in Alleviating Poverty in Malinau Regency, North Kalimantan Province. This research uses a qualitative descriptive research design, adapting the theory of Implementation as a Political and Administrative Process, proposed by Merilee S. Grindle 1980. This qualitative research uses a triagulation analysis method for data produced through observation studies, interviews and documentation. The research results show 1) The success of policy implementation in terms of process has been carried out well this is shown in the process of grain being purchased from farmers through Perusda Intimung and then managed and packaged into regional rice products in Malinau Regency to the distribution of rice to target beneficiary households (RTS-PM) and The success of the policy objectives has been implemented well in the context of the financial resources managed for the RASDA program amounting to 5,000,000,000 (five billion rupiah) from the Malinau Regency Regional Budget and Revenue (APBD); 2) Policy Implementation (Implementability) in terms of policy content and implementation environment is also good, this is proven by the systematic policy of rules, standards and policy objectives which have been regulated in various regulations ranging from regional regulations, regent regulations and even technical implementation guidebooks. Apart from that, the benefits of this rice subsidy have been felt by the community in providing food supplies and reducing poverty rates in Malinau Regency in line with the high commitment of the Regional Government which has made this Regional Rice Policy an innovative regional program that is sustainable and continues to be improved.

Abstract

Jakarta, currently undergoing a transition from its status as a Special Capital Region to the Special Region of Jakarta following the enactment of the DKJ Bill by the Indonesian House of Representatives on Thursday, March 28, 2024, will no longer serve as the nation's capital once the new National Capital City (IKN) is officially inaugurated. Jakarta, with its dynamic urban life, must continue to progress and develop to better serve and support its residents, ensuring a prosperous, safe, and peaceful life. The city’s development should focus on human resource development based on local wisdom, considering its dense population, social complexity, and limited natural resources compared to other regions. Harmonious urban development can be achieved through positive interaction between the government and local wisdom, along with policies oriented toward social, cultural, and environmental sustainability. This approach aims to make Jakarta a livable and globally competitive city while preserving its unique cultural identity.

Abstract

This study examines the implementation of good governance principles in bureaucratic reform to improve the quality of public services in Indonesia. Using a qualitative approach and literature review, the research explores key factors in principles such as transparency, accountability, public participation, innovation, and equity in building a more effective, efficient, and responsive public service system. The findings indicate that bureaucratic reform based on good governance can enhance public satisfaction, reduce corruption, and optimize the use of information technology in public services. However, significant challenges remain, including organizational culture resistance, disparities in access to technological infrastructure between urban and rural areas, and low human resource competence levels. The study recommends greater public participation, increased transparency through the use of information technology, human resource skill development, and the introduction of stricter monitoring systems. It is hoped that these findings will provide valuable insights for policymakers in implementing comprehensive and long-term bureaucratic reforms.

Abstract

This study explores the role of digitalization in improving public services, particularly in waste management in DKI Jakarta. Through an in-depth analysis of the JAKI application and a review of relevant literature, this study identifies the potential and challenges of implementing digitalization in waste management. The results show that digitalization through JAKI has contributed positively to increasing transparency, public participation, and efficiency in waste management. However, there are still a number of challenges such as limited access to technology, slow bureaucratic processes, and low public participation. To overcome these challenges, this study recommends several strategies, such as developing a comprehensive digital platform, training and educating the public, integrating data efficiently, improving technology infrastructure, and partnering with third parties. Thus, it is expected that digitalization can be an effective solution to address waste management problems in DKI Jakarta and improve the quality of life for the community.

Abstract

This research discusses the functions of government in public service delivery and community empowerment based on Ndraha's theory (2003). The primary functions of government include high-quality public services, while secondary functions focus on community empowerment. Law No. 25 of 2009 regulates public complaint mechanisms as a form of public participation to improve service quality. The Jakarta Kini (JAKI) application, developed by the DKI Jakarta Provincial Government, serves as a smart governance-based platform for managing public complaints. JAKI's results indicate a 97.9% resolution rate, with 89% of complaints submitted through the application. Challenges such as digital literacy and technical issues need to be addressed to ensure JAKI remains effective in achieving transparent, responsive public services based on good governance principles.

Abstract

Efforts to protect and empower Indonesian Migrant Workers have been carried out through various forms, such as One-Stop Integrated Services and Socio-Economic Empowerment. These efforts prioritize a centralized administration system and community development to overcome various problems faced by Migrant Workers, Former Migrant Workers and their Families. This study uses the literature study method with a content analysis approach. It concludes that efforts to protect and empower have been carried out in various places in Indonesia, and various forms have been implemented. Starting from the administrative side, information socialization, family strengthening, increasing the capacity of PMI abroad and consolidating former PMI. However, these efforts still seem to stand alone. They are not integrated between protection and empowerment, which should be a whole unit in the service of Indonesian Migrant Workers, including the lack of involvement of the private sector and NGOs in efforts to protect and empower.

Abstract

The implementation of good governance principles is crucial in efforts to enhance the quality of public services at the local government level. In this context, the principles of transparency, accountability, participation, and responsiveness serve as important foundations for creating better public services. This research aims to explore how the application of these principles can drive improvements in the quality of public services, as well as to identify the challenges faced in their implementation. Case studies drawn from several local governments in Indonesia provide a clear picture of good governance practices and their impact on public services. Through case studies in various regions, this research reveals how the application of these principles can increase public satisfaction with public services. Data obtained from surveys and field research will be analyzed to provide a clear overview of the relationship between good governance and the quality of public services.

Abstract

This research discusses public service management in Indonesia with a focus on service quality, management implementation and performance measurement. Through a qualitative approach, this research reviewed various literature sources that identified factors that influence the quality of public services, such as technology, human resources and service processes. It found that the implementation of digital technology and e-government can improve efficiency and transparency, while the development of HR competencies through training is also very important. However, challenges such as inequality between urban and rural areas, cumbersome bureaucracy, and lack of professionalism of state apparatus are still obstacles. The research also emphasizes the importance of community participation in public service improvement. Overall, public service management in Indonesia requires continuous efforts in bureaucratic reform, improving the quality of human resources, and utilizing technology to realize services that are more efficient, transparent, and responsive to community needs.
