Abstract

Science has a very important role in the development of human civilization, both in providing an understanding of the world and in creating solutions to social, economic, and technological problems. This study aims to analyze the concept, characteristics, structure, and nature of science by referring to various recent studies. The results of the study indicate that science not only functions as a tool to obtain objective and testable knowledge, but also as a means to respond to ever-growing social needs. Through the application of systematic scientific methodology, science can contribute innovation and practical solutions that are beneficial to society. The discussion in this study emphasizes that science, with all its characteristics, must continue to develop to face new challenges that arise along with the progress of the times. In addition, this study also reveals the importance of the role of the structure of science consisting of various interrelated disciplines, creating a collaborative space to produce a more holistic understanding. In conclusion, a deep understanding of the concept, characteristics, structure, and nature of science is very important to strengthen its application in social life, as well as provide a positive impact in creating better social change.  ABSTRAKIlmu pengetahuan memiliki peran yang sangat penting dalam pengembangan peradaban manusia, baik dalam memberikan pemahaman terhadap dunia maupun dalam menciptakan solusi terhadap masalah sosial, ekonomi, dan teknologi. Penelitian ini bertujuan untuk menganalisis konsep, ciri, struktur, dan hakikat ilmu pengetahuan dengan mengacu pada berbagai penelitian terkini. Hasil penelitian menunjukkan bahwa ilmu pengetahuan tidak hanya berfungsi sebagai alat untuk memperoleh pengetahuan yang objektif dan dapat diuji, tetapi juga sebagai sarana untuk merespons kebutuhan sosial yang terus berkembang. Melalui penerapan metodologi ilmiah yang sistematis, ilmu pengetahuan dapat menyumbangkan inovasi dan solusi praktis yang bermanfaat bagi masyarakat. Pembahasan dalam penelitian ini menekankan bahwa ilmu pengetahuan, dengan segala karakteristiknya, harus terus berkembang untuk menghadapi tantangan baru yang muncul seiring dengan kemajuan zaman. Selain itu, penelitian ini juga mengungkap pentingnya peran struktur ilmu pengetahuan yang terdiri dari berbagai disiplin ilmu yang saling berhubungan, menciptakan ruang kolaborasi untuk menghasilkan pemahaman yang lebih holistik. Kesimpulannya, pemahaman yang mendalam mengenai konsep, ciri, struktur, dan hakikat ilmu pengetahuan sangat penting untuk memperkuat penerapannya dalam kehidupan sosial, serta memberikan dampak positif dalam menciptakan perubahan sosial yang lebih baik.

Abstract

This article presents a literature review on organizational innovation in the public sector, focusing on the factors that drive organizational transformation to improve the efficiency and quality of public services. Innovation in the public sector is not only related to new technologies, but also involves changes in organizational culture, supportive leadership, and effective knowledge management. This article examines the role of an organizational culture that is open to change and creativity, and transformational leadership in driving the implementation of innovation. In addition, this study also discusses the importance of policy innovation to achieve good governance, namely a more transparent, responsive, and accountable government. Although bureaucratic challenges and resistance to change remain obstacles, the literature shows that supportive policies, employee training, and appreciation for innovation can overcome these obstacles. This article concludes that the public sector needs to create an organizational culture that supports innovation to respond to the dynamics of community needs, as well as improve the quality of service and efficiency in government administration. ABSTRAKArtikel ini menyajikan literatur review mengenai inovasi organisasi dalam sektor publik, dengan fokus pada faktor-faktor yang mendorong transformasi organisasi untuk meningkatkan efisiensi dan kualitas pelayanan publik. Inovasi dalam sektor publik tidak hanya berkaitan dengan teknologi baru, tetapi juga melibatkan perubahan budaya organisasi, kepemimpinan yang mendukung, serta pengelolaan pengetahuan yang efektif. Artikel ini mengkaji peran budaya organisasi yang terbuka terhadap perubahan dan kreativitas, serta kepemimpinan transformasional dalam mendorong implementasi inovasi. Selain itu, penelitian ini juga membahas pentingnya inovasi kebijakan untuk mencapai good governance, yaitu pemerintahan yang lebih transparan, responsif, dan akuntabel. Meskipun tantangan birokrasi dan resistensi terhadap perubahan masih menjadi hambatan, literatur menunjukkan bahwa kebijakan yang mendukung, pelatihan pegawai, dan penghargaan terhadap inovasi dapat mengatasi hambatan-hambatan tersebut. Artikel ini menyimpulkan bahwa sektor publik perlu menciptakan budaya organisasi yang mendukung inovasi untuk merespons dinamika kebutuhan masyarakat, serta meningkatkan kualitas pelayanan dan efisiensi dalam penyelenggaraan pemerintahan.

Abstract

Fiscal decentralization is a major component of Indonesia’s governance reform, intended to improve public service efficiency, strengthen accountability, and promote equitable development. This paper describes the relationship between fiscal decentralization, local government capacity, and accountability, as well as their implications for public service quality, poverty alleviation, and fiscal disparities. Using a descriptive literature-based approach, this study synthesizes empirical findings from national and international peer-reviewed research relevant to the Indonesian context. The findings reveal that fiscal decentralization can enhance public service delivery and regional development when accompanied by strong institutional capacity, robust accountability systems, and performance-based fiscal transfer mechanisms. Conversely, in regions with weak administrative capacity, decentralization tends to increase recurrent spending and potential corruption. Policy reforms in fiscal design and local governance are essential to ensure the effectiveness and equity of fiscal decentralization.

Abstract

This study aims to analyze the direction, effectiveness, and continuity of the fiscal policy of the Padang Panjang City Government as regulated in three main legal instruments: Regional Regulation (Perda) Number 4 of 2023 on the 2024 Regional Budget (APBD), Perda Number 1 of 2024 on Regional Taxes and Levies, and Perda Number 3 of 2024 on the Amendment to the 2024 Regional Budget. This research employed a qualitative descriptive approach using document analysis and triangulation of recent academic literature. The findings reveal that the 2024 regional budget structure remains heavily dependent on central government transfers (81.8%), while locally generated revenue (PAD) contributes only 18.2%. However, the implementation of digital-based local tax policy under Perda Number 1 of 2024 and productive expenditure reallocation under Perda Number 3 of 2024 demonstrate a strong commitment to fiscal efficiency and transparency. The study concludes that Padang Panjang’s fiscal policy aligns with the principles of prudential fiscal management, though institutional capacity and financial digitalization need strengthening to achieve sustainable fiscal autonomy.
