Abstract

Penelitian ini bertujuan menguraikan resistensi sosial atas praktik politik uang dalam pemilihan kepala desa Karanganyar, Kabupaten Malang. Sejauh ini eksistensi resistensi terhadap praktik politik uang sangat variatif, melaui pendidikan politik, pemberdayaan masyarakat hingga pelaporan terduga penyuap kepada pihak berwajib. Berbeda dengan literatur-literatur terdahulu, kajian ini mengupas restrukturisasi resistensi dari motif, jaringan bawah tanah hingga menuju permukaan. Penelitian ini menggunakan metode kualitatif deskriptif karena ingin mengupas, menelaah, mendeskripsikan hingga menganalisis perjuangan dari warga yang resisten secara murni dalam perhelatan pemilihan kepala desa Karanganyar kecamatan poncokusumo kabupaten malang tahun 2023. Dengan menggunakan teori Scoot tentang resistensi sebagai pisau analisis utama, penelitian ini mengasilkan temuan bahwa terdapat dua bentuk resistensi warga Karanganyar terhadap politik uang yaitu resistensi terbuka dan resistensi tertutup. Resistensi terbuka tampak dari adanya edukasi politik secara publik, pemasangan banner dan penjagaan pos. Sedangkan resistensi tertutup dapat dilihat dari penolakan individual, hingga edukasi dari rumah ke rumah. Temuan ini lantas memperbarui penelitian sebelumnya yang massif terhadap pendidikan politik, baik melalui tokoh masyarakat maupun melalui lembaga resmi dalam menstimulisasi resistensi.

Abstract

The waste polemic in Batu City requires waste management at the village level. TPS 3R Temas Sae and TPS 3R Dadaprejo are the result of government policies in recent years. Both of these TPS 3Rs have the potential for development to create ideal governance. The purpose of this study is to compare the current governance systems in the waste reduction process. Through a qualitative approach with descriptive type, this research analyzed and reviewed the comparison results based on the concept of good environmental governance. Furthermore, the results of this study state that TPS 3R Temas Sae and TPS 3R Dadaprejo have their own advantages and disadvantages. Both multi-level interaction aspects are still weak in establishing cooperation with private actors. While the aspect of policy internalization is still the same around the problem of low capacity and capability of the workforce in reading internal needs. And related to sustainable development TPS 3R Temas Sae excels in more innovative processing results, ranging from processing into bar soap, processed mangosteen, organic fermented medicine, maggot cultivation, cat feed, fish feed to organic fertilizer. While TPS 3R Dadaprejo is in the form of maggot and compost. However, TPS 3R Dadaprejo has approved the SI PAPAH application as an information center to retribution

Abstract

This study aims to analyze the strategies used by the KPNL Malang agency to improve the performance of the state civil apparatus in the digitalization era. The research used qualitative research methods. The results showed that improving Apparatus performance at KPKNL Malang was analyzed from 3 variables, namely: (1) continuous improvement, implementation of FWS (flexible working space) based on the circular letter of the Minister of Finance Decree Number 223/KMK.01/2020 concerning Implementation of Workplace Flexibility (FWS) within the Ministry of Finance. (2) To improve the quality of results, internally, the KPKNL Malang agency uses the e-peform performance reporting application, and externally, KPKNL Malang opens more channels for public complaints through online channels and social media openly accessible on the official KPKNL Malang account. (3) human resource development: In increasing the capacity of the Apparatus, the KPKNL Malang agency requires completing 20 training hours/per year for each Apparatus, which can be pursued through offline training at the training centre or online / independently in the KLC application.
