Abstract

The Bajo Mola Raya settlement on Wangi-wangi Island, Wakatobi Regency, is experiencing development that does not align with spatial planning aspects. This research aims to analyze the development of existing residential land use in the Mola Raya area in accordance with the Regional Spatial Plan (RTRW) of Wakatobi Regency; to identify the factors causing the development of residential land use in the Mola Raya area in accordance with the Regional Spatial Plan (RTRW) of Wakatobi Regency, which consists of external and internal factors. External factors include: (a) population growth; (b) community economy; and (c) community socio-culture, while internal factors consist of (d) supervision; (e) licensing; and (f) enforcement. The method used is the map overlay technique. This analysis begins with the results of on-screen digitization of Google Earth imagery from 2018. Then, an overlay technique was performed with the spatial planning map of the Wangi-Wangi Island residential area and a descriptive presentation of the results from the FFA analysis, interviews, and FGDs. The results of this study indicate that the development of residential areas not in accordance with the RTRWK is found in Mola Utara Village with a conformity of 76.53% and Mola Nelayan Bakti Village with 76.87% conformity to the spatial planning of the Wangi-Wangi Island residential area. Furthermore, the factors most influencing the development of the Bajo Mola Raya settlement were found to be the increase in population, the economy of the community, and the socio-cultural aspects of the society. The internal factors indicate a lack of supervision, licensing, and enforcement from the local government.

Abstract

 This research aims to analyze the level of regional disparity using the Williamsom Index analysis, as well as to analyze the socio-economic aspect experiencing that disparity by examining economic development and human resource development. The research results indicate the presence of regional disparity in Southeast Sulawesi Province. The results of the Williamson Index measurement show that Southeast Sulawesi still has a high level of disparity and has experienced fluctuations over the past the years. The highest level of disparity occurred in 2012 at 0,71 (almost perfect disparity) and the lowest in 2019 at 0,44 (moderate disparity). It experienced fluctuations with an increase in disparity peaking in 2013 at 0.67.(disparitas sangat tinggi). The Gini Index measurement also indicated a gap in 2010 of 0.59, categorized as highly unequal. Regional disparities in Southeast Sulawesi Province occur due to differences in regional resource potential and management. The region's inability to pursue development acceleration has resulted in continued isolation, leading to persistent economic capability differences that impact other developments, primarily in road infrastructure, human resource development, and regional progress.

Abstract

Rapid urbanization and climate change exacerbate the urban heat island (UHI) effect, which challenges environmental quality in tropical cities. However, empirical studies on microclimates in medium-sized cities are still limited. This study aims to analyze variations in air temperature and relative humidity in four types of land use (education, housing, terminals, markets) in Baruga District, Kendari, and identify the contributing factors. A quantitative and experimental field approach was used by measuring temperature and humidity at 30 points using data loggers. Measurements were taken during the day and afternoon for two weeks, then analyzed using descriptive statistics, One-Way ANOVA, and Tukey HSD test. The results showed significant temperature differences during the day (F(3, 116) = 4.21, p = 0.007), with the market area being the hottest (34.50°C) and the terminal being the coolest (32.18°C). Areas with large green spaces (education and residential) were cooler. There were no significant differences in the afternoon or in relative humidity. In conclusion, land use significantly affects the urban microclimate during the day. Impervious surfaces increase temperature, while vegetation plays a crucial role in UHI mitigation. This emphasizes the importance of integrating green spaces into tropical urban planning.
