Abstract

Upaya Pemerintah Kota Surabaya dalam mengatasi keresahan masyarakat akan keberadaan pedagang kaki lima di Kota Surabaya yakni dengan program penataan dan pemberdayaan Pedagang Kaki Lima melalui Sentra Wisata Kuliner. Penelitian ini bertujuan untuk menganalisis strategi yang dilakukan oleh Dinas Koperasi Usaha Kecil dan Menengah dan Perdagangan dalam Pemberdayaan Pedagang Kaki Lima pada Sentra Wisata Kuliner Convention Hall Kota Surabaya. Teori yang digunakan adalah analisis SOAR Stavross dan Hinrichs dengan metode penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa strategi yang dilakukan telah berhasil diwujudkan sesuai harapan yang dibuktikan dengan adanya pencapaian – pencapaian yang didapatkan SWK Convention Hall, para pedagang menjadi inovatif, kreatif dan berdaya saing serta SWK Convention Hall menjadi percontohan bagi SWK lainnya melalui kolaborasinya dengan IKD (Ikatan Karya Difabel).

Abstract

Improving critical thinking skills is an important skill that needs to be developed in the 21st century which has the main goal of achieving science education. Critical thinking skills can be developed through ongoing training for students during the learning process. This study aims to see the potential of the Reflective learning model for improving students' critical thinking skills by using the Quasi-experimental method with the Pretest-Posttest control group design. The research subjects were 30 students in class VIII odd semester 2021/2022 at SMPN 12 Palangka Raya.  The ability of students' critical thinking skills experienced a significant increase where students obtained an average score of 25.33%. The conclusion that can be drawn based on the analysis of research data states that the increase in students' critical thinking skills in science learning, especially in the material of the human digestive system by using reflective learning models, has experienced a significant increase. The reflective learning model has the potential to improve students' critical thinking skills.

Abstract

This article explores the relationship between bureaucracy and politics in the context of administrative reform in Indonesia, focusing on the implementation of the merit system at the Ministry of Human Rights (HAM) following its separation from the Ministry of Law and Human Rights in 2024. The merit system is a crucial tool for establishing a professional, neutral, and competency-based bureaucracy. This study employs a qualitative approach using descriptive case studies. Findings reveal that despite initial efforts such as merit-based civil servant recruitment significant challenges remain, including political interference, lack of integrated personnel data, and budget constraints. Policy recommendations include strengthening oversight, digitizing human resource management, and encouraging public participation to ensure accountability. This research highlights the importance of consistent, objective standards in applying the merit system to achieve good governance.
