Abstract

Environmental pollution is currently a disturbing issue for the survival of life, including in shipping and port activities, therefore the Ministry of Transportation issued PM Number 39 of 2021 and PM Number 24 of 2022. Based on conditions in the field, it is known that these regulations have not been complied with, such as pollution control tools and materials, port personnel competence, and fulfillment of pollution prevention on ships as evidenced by a Certificate approved by a classification body recognized and appointed by the Minister. The purpose of writing this mandatory working paper is none other than to determine the suitability of conditions in the field with existing regulations. The study used the method gap analysis that compares existing conditions with expected conditions according to regulations. Based on the results of data analysis and discussion of the problems, it was concluded that the prevention of water pollution at the Bitung Ferry Port is still not in accordance with PM Number 39 of 2021 and PM Number 24 of 2022, so that proposals are needed in efforts to prevent pollution in the waters, namely to procure pollution prevention tools and materials, improve the competence of pollution prevention for personnel, and fulfill pollution prevention by ships as evidenced by a certificate.

Abstract

ASDP Ferry Port Bitung Branch is one of the ports located in North Sulawesi Province, precisely in Bitung City. This port has an important role in Bitung City, namely as an access for crossings between islands and provinces in the Sulawesi region. Currently, ASDP Ferry Port Birung Branch has not implemented a zone system in accordance with applicable regulations which has resulted in sterilization at the port and irregularities in the flow of passenger and vehicle traffic at the port. This is because the facilities in Zone A1, namely the ticket machine at the port gate, are still not functioning so that unauthorized vehicles can enter the port at will, the weighbridge is not functioning so that ships with excess loads can still board the ship and the toll gate is not functioning as a place to sell vehicle tickets so that drivers must get off first to buy tickets in the waiting room and there is no special lane for passengers who will get on or off the ship. The analysis of the problem then used an analysis guided by the Regulation of the Minister of Transportation Number 91 of 2021 concerning Zoning in Port Areas Used to Serve Ferry Transportation and the Decree of the Director General of Land Transportation Number SK,242/HK.104/DRJD/2010 concerning Technical Guidelines for Crossing Traffic Management as a guideline for the analysis of the addition of supporting equipment for the zoning system and flow patterns referring to the Regulation of the Minister Number 13 of 2014 concerning Traffic Signs. Based on the results of the analysis above, in order to create a safe and orderly crossing port, the ASDP Ferry Port, Bitung Branch can determine the zoning system and regulate the flow patterns of passengers and vehicles at the ASDP Ferry Port, Bitung Branch, in this case it is also necessary to add facilities and restore the function of several facilities such as Tollgates and weighbridges

Abstract

Tujuan penelitian ini untuk mengevaluasi pemenuhan standar sumber daya manusia dan peralatan pada VTS Center Batam di Distrik Navigasi Tipe A Kelas I Tanjungpinang Provinsi Kepulauan Riau. Penelitian ini menggunakan metode kuantitatif deskriptif dan teknik analisis data menggunakan analisis gap dengan melakukan analisis berdasarkan kesesuaian antara pendidikan dan sertifikat keahlian yang dimiliki serta peralatan VTS Center Batam dengan peraturan yang telah ditetapkan oleh Kemenpan RB dan Direktorat Jenderal Perhubungan Laut Kementerian Perhubungan yaitu dalam hal kesesuaian Pendidikan, sertifikat keahlian dan peralatan VTS Center Batam. Hasil penelitian menunjukan bahwa Pendidikan, sertifikat keahlian dan peralatan VTS Center Batam sebagian sesuai dengan peraturan yang berlaku namun masih terdapat yang perlu diperbaiki dan ditingkatkan yaitu belum seluruhnya staf VTS memiliki sertifikat yang dipersyaratkan seperti sertifikat VTS dan kualifikasi Pendidikan yang dipersyaratkan sesuai dengan Keputusan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia, serta peralatan yang perlu diperbaiki dan ditingkatkan agar tugas dan fungsi VTS Center Batam dapat berjalan maksimal. Berdasarkan hasil penelitian maka direkomendasikan Distrik Navigasi Tipe A Kelas I Tanjungpinang untuk memotivasi staf VTS Center Batam untuk memenuhi Pendidikan dan sertifikat keahlian, mengusulkan penambahan jumlah peserta diklat, dan memperbaiki serta meningkatkan peralatan yang ada di VTS Center Batam.

Abstract

The Beacon Light in the work area of the Tanjungpinang Type A Class I Navigation District is in the Riau Strait Region Beacon Light. Based on the results of the analysis, it is known that there are still many discrepancies in the Auxiliary Means of Navigation at the Riau Strait Regional Beacon Light with the regulation of the Minister of Transportation Number PM 25 of 2011 concerning Auxiliary Means of Navigation. This research aims to determine the suitability of the Auxiliary Navigation Officer and Fulfillment of the Needs of the Auxiliary Navigation Officer to improve the Competence of the Auxiliary Navigation Officer so that the Performance of the Beacon Light in the Riau Strait Region runs smoothly. The data analysis used is qualitative on primary data through documentation and interviews and secondary data in the study of legislation and books related to this research. Evaluation of Aids to Navigation in the Riau Strait Region is an important first step to create a qualified Aids to Navigation in accordance with the Minister of Transportation Regulation No. 25 of 2011. The results of this study can provide information about the suitability of Competence and the Number and fulfillment of the needs of Auxiliary Navigation Officers. The addition of personnel, training and education as well as the needs for Auxiliary Navigation Officers also need to be considered in order to create Auxiliary Navigation Officers in accordance with the Minister of Transportation Regulation No. 25 of 2011 concerning Auxiliary Navigation and create a smooth performance of the Riau Strait Region Beacon Light.
