Abstract

This study examines the role of digitalization in public procurement governance and its impact on enhancing the effectiveness of government investment in North Sulawesi. Employing a quantitative approach, this research utilizes secondary data from government reports, policy documents, and academic journals to assess the relationship between digital procurement systems and investment efficiency. The findings reveal a significant positive correlation between the implementation of digitalization and improved government investment effectiveness. Specifically, digital procurement enhances transparency, efficiency, and accountability, leading to better budget management and optimized public fund utilization. However, the study also identifies critical challenges, including limited infrastructure and insufficient human resource capacity, which hinder the full realization of digitalization benefits. To fully leverage digital procurement, policymakers must prioritize investments in technological infrastructure, strengthen institutional capacity, and provide targeted training programs for procurement personnel. This study contributes to the growing discourse on digital transformation in public sector governance and offers practical policy recommendations to enhance investment effectiveness through digital solutions.

Abstract

The background of this research focuses on the rapid development of information technology that has transformed various sectors, including public financial management. In North Sulawesi, the implementation of information technology in financial management is expected to enhance transparency, accountability, and efficiency. However, challenges such as inadequate infrastructure and limited human resource capacity may hinder effective implementation. The objective of this study is to evaluate the impact of information technology disruption on the efficiency of public financial management in North Sulawesi. The method employed is a quantitative approach with descriptive-analytical analysis, involving data collection from technology-based systems such as e-budgeting, SIPKD, and cloud-based financial management systems. The results indicate that the implementation of information technology significantly improves efficiency, transparency, and accountability in public financial management. Nevertheless, challenges related to infrastructure and human resource capacity remain obstacles to achieving optimal results. The conclusion of this research is that information technology disruption has great potential to enhance public financial management, but greater attention is needed towards infrastructure development and human resource training to ensure successful implementation.

Abstract

This study investigates the relationship between government expenditure and regional economic growth in Indonesia, focusing on its impact on per capita income and Gross Regional Domestic Product (GRDP). Utilizing a comprehensive panel data analysis across 508 regencies/cities from 2018 to 2022, the study employs Fixed Effect Model (FEM) to account for regional heterogeneity. The findings reveal that Personnel and Goods and Services Expenditures significantly enhance both per capita income and GRDP, while Capital Expenditure negatively impacts these economic outcomes, potentially due to the delayed returns of infrastructure investments. Interest Payments show a positive effect on per capita income, suggesting that efficient debt management may bolster economic performance. However, expenditures on subsidies, grants, and social assistance exhibit inconsistent impacts, indicating potential inefficiencies in resource allocation. This research provides critical insights for policymakers in optimizing public expenditure to foster equitable regional development and sustainable economic growth.

Abstract

This research article analyzes the performance of the tourism sector in North Sulawesi, focusing on the challenges and opportunities that influence the increase in tourist visits. The study highlights the significance of tourism as a strategic sector for economic growth, community welfare, and cultural preservation. Utilizing a qualitative methodology, the research examines various performance indicators, including productivity, service quality, responsiveness, responsibility, and accountability. The findings reveal that while North Sulawesi has substantial tourism potential, it faces significant challenges such as inadequate infrastructure, limited market diversification, and low innovation in tourism products. The dominance of Chinese tourists underscores the need for a diversification strategy to attract visitors from other regions. The study concludes with recommendations for enhancing tourism management practices, improving service quality, and fostering collaboration among stakeholders to ensure sustainable growth in the tourism sector.

Abstract

Virgin Coconut Oil (VCO) is increasingly valued for its nutritional and therapeutic properties, offering a strategic opportunity for micro, small, and medium enterprises (MSMEs) in North Sulawesi, Indonesia. Yet, limited standardization, weak branding, and inconsistent pricing hinder competitiveness. This study analyzes how pricing strategy, brand equity, and product quality individually and jointly influence consumer purchase decisions for VCO products in North Minahasa Regency. Using a quantitative, associative-causal design, data were collected from 100 consumers selected through purposive sampling. Multiple linear regression reveals that product quality exerts a positive and significant influence on purchase decisions (p < 0.05), whereas pricing strategy and brand equity show no significant individual effects. Nevertheless, all three variables together significantly affect purchase behavior (F = 6.166, p = 0.001), explaining 16.2 percent of total variance. The findings underscore that consumers prioritize functional attributes; purity, clarity, and durability over price or brand cues. Policy-wise, the study recommends value-based pricing, consistent quality control, and long-term brand building to strengthen MSME competitiveness in Indonesia’s coconut industry.

Abstract

This study examines a model of how product strategy, brand equity, and service quality influence purchase intention among tourists visiting Linow Lake, Tomohon City, North Sulawesi, Indonesia. Using a causal associative design, data were collected online via a structured questionnaire (Google Form) from 100 respondents selected through purposive non-probability sampling. Product strategy was measured through product variety, quality, design, features, packaging, size, and return; brand equity through brand awareness, perceived quality, brand association, and brand loyalty; and service quality through reliability, responsiveness, assurance, empathy, and tangibles. Purchase intention was assessed through indicators related to planned purchase/visit intention, patience/willingness, and information search. All measurement items were valid (r-count > r-table) and reliable (Cronbach’s alpha > 0.6). Classical assumption tests indicated normal residual distribution, no multicollinearity (VIF < 10; tolerance > 0.10), and no heteroscedasticity. Multiple linear regression results show that product strategy and brand equity have positive and significant effects on purchase intention, while service quality is not statistically significant in the regression model. Simultaneously, the three predictors significantly explain purchase intention. The findings highlight the importance of strengthening tourism product attributes and brand equity to enhance tourists’ purchase intention toward Linow Lake as a destination.

Abstract

This study aims to examine the gap between the performance of the marine and fisheries sector and subnational fiscal capacity, and to formulate an institutional framework for integrating blue finance instruments into the provincial budgeting system (APBD) of North Sulawesi. An explanatory sequential mixed‑methods design was employed. The quantitative phase applied descriptive analysis and simple linear regression to time‑series data (2021–2025) from Statistics Indonesia and fiscal reports to assess the relationship between fisheries exports, sectoral GDP, and local own‑source revenue. The qualitative phase used thematic analysis of regional development plans, fiscal policy documents, and academic literature on sustainable finance to identify regulatory, institutional, and financial constraints. The results reveal a development paradox: although fisheries exports grew rapidly (CAGR ≈ 10.4% during 2021–2024) and showed a strong positive correlation with sectoral GDP, this growth did not translate into higher fiscal autonomy, as more than 60.48% of regional revenue still originated from central government transfers. Based on these findings, the study proposes a Blue Economy Financing Framework that combines marine asset valuation, bankable project identification, and innovative instruments such as municipal blue bonds and environmental impact bonds to expand fiscal space and support sustainable marine‑based development.

Abstract

Research on promotional strategies, brand equity, product innovation, and purchase intention in marketing is a crucial area of study. This research aims to enhance marketing strategies, particularly for MSMEs producing nata de coco in North Minahasa Regency, in supporting and improving their business processes. The study utilizes a sample drawn from the population. Given the large size of the population and the impracticality of studying the entire group, a sample size of 100 respondents was selected, meeting the minimum requirements for sampling. This research employs a causal associative approach to analyze the relationships among variables, both simultaneously and partially. The variables examined in this study include: promotional strategy (X1), measured through indicators such as promotional messages, promotional media, and timing (Kotler & Keller, 2016); brand equity (X2), measured by brand awareness, perceived quality, brand association, and brand loyalty; and product innovation (X3), with indicators including transactional interest, referential interest, preferential interest, and exploratory interest. The results of the study indicate that promotional strategies, brand equity, and product innovation have both partial and simultaneous (combined) effects on the purchase intention of nata de coco MSME products in North Minahasa Regency.
