Abstract

This study examines the implementation of the principles of direct, general, free, secret, honest, and fair elections (LUBER JURDIL) in the 2024 elections for the Regional People's Representative Council (DPRD) of Kupang City. This research uses an empirical legal method with interviews as the primary data source conducted at the Election Commission (KPU), Election Supervisory Body (BAWASLU), and Kupang City Police Department. The findings indicate that the implementation of LUBER JURDIL in Kupang City has generally been effective, although several challenges such as lack of voter education, logistical delays, vote-buying, and voter data manipulation were encountered. Additionally, low voter participation hinders efforts to achieve fair and democratic elections. This study proposes increasing voter education and outreach, strengthening the integrity of election organizers, and fostering collaboration among relevant institutions to ensure a more transparent, accountable, and credible election process.

Abstract

Although Law Number 6 of 2014 concerning Villages gives authority to the Village Head and Village Consultative Body to be able to form Village Regulations, in fact no Village Regulations have been produced. The objectives of this activity include: a) providing knowledge about aspects that need to be regulated in Village Regulations; b) providing knowledge about the process of forming Village Regulations; c) providing knowledge and skills to find and determine problems that can be regulated in a Village Regulation; and d) providing knowledge about the systematics, sentences and legal language in Village Regulations. This activity was carried out using the survey method, briefing and interactive question and answer/dialogue which were divided into two stages, namely the preparation stage and the implementation stage. This activity involved 40 participants consisting of the Village Head, Village Apparatus, Village Consultative Body (BPD), and the community. The training activity on Village Regulation drafting techniques in Penfui Timur Village is a solution for solving the problems faced. Through this activity, it is hoped that there will be an increase in knowledge and skills in drafting Village Regulations in Penfui Timur Village.

Abstract

This study examines the collaboration between the Village Government and the Village Consultative Body in village development in Wolwal and Wolwal Tengah villages, Alor Barat Daya District, Alor Regency. Using empirical legal methods including field observations, in-depth interviews with village heads, village consultative body members, and community leaders, and document analysis this study identifies patterns of collaboration in planning, implementing, monitoring, and evaluating development programs. The results show that although formal collaboration follows the principles of partnership, consultation, and coordination through participatory forums (Musdus, Musdes, Musrenbang), there are still major challenges that need to be addressed: (1) weak coordination and differences in priorities between the village head and village consultative body; (2) shallow community participation; (3) limited human resource capacity (most officials only have a high school education); (4) inadequate infrastructure (e.g., uncertified village offices, damaged facilities); and (5) non-independent village consultative body supervision. This study concludes that to optimize development outcomes, it is necessary to strengthen institutional capacity, increase community involvement, and have a more professional monitoring mechanism to achieve transparent, accountable, and sustainable village governance.
