Abstract

Rendahnya kepatuhan pada standar pelayanan sangat berpengaruh besar bagaimana penyelenggaraan pelayanan publik itu baik atau buruk. Hal tersebut dapat dinilai efektivitasnya, efesiensinya dan sudah memenuhi harapan masyarakat atau belum baik dari sisi objektivitasnya maupun akuntabilitasnya. Penelitian ini merupakan penelitian yuridis empiris, yang menganalisis permasalahan dengan cara memadukan bahan-bahan hukum (data sekunder) dan data primer yang diperoleh dari lapangan. Data penelitian yang digunakan adalah kualitatif, disajikan secara deskriptif dengan menguraikan dan menjelaskan keadaan subjek dan objek yang erat dengan penelitian ini. Penelitian ini dilakukan di Kantor Ombudsman Republik Indonesia Perwakilan Nusa Tenggara Timur. Hasil penelitian menunjukan bahwa (1) Pelaksanaan wewenang Ombudsman RI Perwakilan Nusa Tenggara Timur dalam pengawasan pelayanan publik terbagi menjadi 3 (tiga) pengawasan yang dilakukan yakni: a. pengawasan preventif dan b. pengawasan represif (2) Faktor-faktorn yang mempengaruhi pelaksanaan pengawasan terdiri dari faktor pendukung dan faktor penghambat

Abstract

The purpose of this research is to analyze the services of the population and civil registration offices towards ownership of identity cards, family cards and birth certificates for citizens of North Central Timor District. This research method is empirical juridical legal research, which is field research that examines the applicable legal provisions and the reality that occurs in the community. The aspects to be researched in this research are conducted through interviews, observation and documentation. The results showed that the service of DISDUKCAPIL TTU Regency was good enough, so that there was an increase in residents who wanted to take care of population documents, by looking at indicators of the five dimensions of public services, namely Tangible (Physical Evidence), Reliability, Responsiveness, Assurance, Empathy. Factors that hinder, namely: public awareness, distance, power outages resulting in disrupted networks, damage to tools/machines. Efforts of DISDUKCAPIL TTU Regency; conducting socialization related to the importance of ownership of population documents, conducting online ball pick-up activities, providing special services to people with disabilities, coordinating with parties related to public services to be able to get services from DISDUKCAPIL.

Abstract

This researcher aims to understand the management of parking fees in increasing the regional income of the city of Kupang and the efforts made by the regional government of the city of Kuapang in optimizing the receipt of parking fees. This type of research is empirical research, using a qualitative approach method, where the researcher describes data from the results of observations and research that has been carried out in Kupang City. The data collection techniques used are interviews and observations, then descriptive analysis is carried out. Parking lot management to increase local revenue is carried out through planning, organizing, activating/implementing and supervising or controlling activities. Efforts to increase local revenue through parking fees by establishing regulations and policies relating to parking fees, enforcing regulations, increasing supervision, educating the public, and evaluating the management of parking fees. Suggestions for the government to pay more attention to regional levies, especially Kupang City regional parking levies, in making regulations, enforcing regulations and increasing awareness of parking fees and providing education to the community as well as periodic evaluations for parking managers and officers so that they are obedient in carrying out their duties in accordance with applicable regulations. with a full sense of responsibility, and for the community to comply with regulations regarding regional levies, especially Kupang City regional parking levies to increase local revenue.

Abstract

Penelitian ini dilatarbelakangi masih banyaknya keluhan masyarakat terhadap pelayanan Administrasi Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rote Ndao antara lain dibutuhkan waktu yang lama untuk mendapatkan dokumen. Sumber penelitian ini penulis menggunakan data primer dan data sekunder. Adapun teknik pengumpulan data dalam Penulisan hasil ini penulis menggunakan teknik wawancara, observasi, dan dokumentasi. Penduduk Kabupaten Rote Ndao sebanyak 147.385 jiwa yang terdiri atas 74.226 laki-laki dan 73.159 perempuan. Tujuan penelitian ini adalah untuk mengetahui Pelaksanaan Tugas dan fungsi dinas kependudukan dan catatan sipil kabupaten Rote Ndao serta faktor yang mempengaruhi pelayanan administrasi kependudukan. Penelitian ini menunjukan bahwa Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rote Ndao telah melakukan Tugas dan Fungsi secara maksimal berdasarkan undang-undang nomor 24 tahun 2013. Adapun faktor yang mempengaruhi pelaksanaan tugas dan fungsi Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rote Ndao Antara lain kurangnya sumber daya manusia, kurangnya sarana prasarana serta kurangnya kesadaran masyarakat akan pentingnya pengurusan Kartu Keluarga dan kartu Tanda Penduduk. Pelaksanaan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rote Ndao dilakukan secara terpusat sehingga terkadang dipengaruhi oleh gangguan server/jaringan. Berdasarkan data yang diperoleh, Dinas Kependudukan dan Pencatatan Sipil telah melaksanakan pelayanan terjadwal di Dinas Kependudukan dan Pencatatan Sipil Kabupaten untuk 11 kecamatan yang ada di Kabupaten Rote Ndao dan dilakukannya pelayanan secara langsung di setiap desa per kecamatan guna memperlancar pelayanan kepada masyarakat.

Abstract

The purpose of this research is to analyze the settlement of disputes over violations of civil servant discipline by the Kupang State Administrative Court. This research method is normative legal research. The location of this research was conducted at the Kupang State Administrative Court Office. The type of data used in this research is normative research, the data used is secondary data. Data collection techniques that will be carried out are through literature studies and also interviews with sources, namely judges. Data processing techniques in this research conduct studies or analyses in a descriptive juridical and prescriptive juridical manner on legal materials. The result of this research is that the types of employment disputes examined, decided and resolved by PTUN Kupang are generally 2 (two) types, namely disputes due to disciplinary punishment and disputes due to rotation, mutation / promotion and / or filling positions. The subject of litigation specifically for employment disputes is an active and/or former civil servant acting as a plaintiff against a state administrative body or official. The state administrative decision being challenged or the object of the dispute is a decision relating to disciplinary punishment or rotation, transfer/promotion or filling a position against a Civil Servant. The procedure or process of examining civil service disputes at the PTUN is basically the same as examining state administrative disputes in general, namely through 3 (three) processes, namely, the Administrative Process, the Examination Process and the Trial Process, with an examination using a choice of procedural law, namely the Ordinary Procedure, Fast Procedure or Short Procedure.

Abstract

The State Civil Apparatus or commonly referred to as ASN has been in the spotlight lately, where the changes in the new laws and regulations greatly affect the two (2) management of ASN, which includes Civil Servants (PNS) and Employees Government with Work Agreement (PPPK). This study aims to find, examine and discuss in more detail related to the Amendment of Law Number 20 of 2023 concerning Civil Servants, more specifically related to the Rights of Civil Servants and PPPK which have been regulated in this Law. The research method used is the cutative descriptive method. This type of research is normative legal research, the source of data obtained by researchers is sourced from legal materials, journals, and literature that supports this research. The legal materials used are primary, secondary and tertiary legal materials, while the literature includes contemporary and classical books. Data obtained by researchers through legal materials, then read, examined, analyzed, and explained quantitatively using scientific logic. The results showed that the granting of rights to Civil Servants and Government Employees with Work Agreements, was in accordance with their respective positions in the field of employment. However, the rights of the two management are dynamic and uncertain, because they are very dependent on changes in the laws and regulations ratified, so that there is a need for permanent regulations related to the rights of the two management, in order to fulfill the rights of each employee, which is in accordance with the Laws and Regulations.

Abstract

This study uses an empirical juridical research method with sources. So the data collection techniques used: 1. Interviews are data collection by means of direct questions and answers to information using a list of questions as interview guidelines related to the topic of this study. 2. Document/literature studies are library research conducted by collecting documents in the form of books, legislation, journals and other written materials related to the research topic. The results and conclusions, the implementation of the authority of the village deliberative body in Mburukulu Village, Pahunga Lodu District, East Sumba Regency, did not run smoothly when viewed from the involvement and activeness of members of the Village Deliberative Body both in supervising the implementation of government in managing village finances and organizing village government. And the inhibiting factors in the implementation of the authority of the Village Deliberative Body are: a. human resources, b. infrastructure, c. interaction between members of the Village Deliberative Body, village officials, and the village community, d. understanding of the functions and authorities as members of the Village Deliberative Body, e. economy

Abstract

The village owned enterprise agency (BUMDes) was established in accordance with the needs and potential of the village. The establishment of a village owned enterprise agency (BUMDes) can be one of the strategies that should be considered in the effort to build a village. Operational BUMDes can provide profits and add revenue to the village’s finances. Currently, Bantang Cama village enterprise agency in Cunca Lolos village has not been operated effectively because its role in increasing the income of the village is not clearly seen. The problem formula in this study is: (1) How efficient is the management of the village owned enterprise agency in increasing the village income? (2) What are the factors that hinder the management of the village owned enterprise agency in increasing the village income? This research is empirical and is descriptive and analyses primary data to determine the effectiveness of the management of the village owned enterprise agency increasing the village income. Data collection using interviews, observations and documentation techniques. The results of this research show that: (1) The management of BUMDes Bantang Cama Village Cunca Lolos is not effective and (2) The impeding factors include the limited human resources of managers, the lack of incentives for the manager, the support of the public is not maximum, the transparency and accountability of the managers BUMDes is very low.

Abstract

This article discusses guidelines for determining and enforcing village boundaries in Wolonterang Village, Doreng District, Sikka Regency. This research was carried out with the aim of finding out the implementation of the provisions of Article 10 and Article 15 as well as what factors hinder the implementation of Article 10 and Article 15 of Minister of Home Affairs Regulation Number 45 of 2016 in Wolonterang Village. The type of research used is empirical research, namely research carried out through field research. by conducting interviews The results of the research show (1) the implementation of the provisions of Article 10 and Article 15 of Permendagri Number 45 of 2016, namely: the determination and confirmation of village boundaries in Wolonterang Village is not in accordance with Minister of Home Affairs Regulation Number 45 of 2016 concerning Guidelines for Determination and Confirmation of Village Boundaries, (2 ) factors that hinder the implementation of Article 10 and Article 15 of Minister of Home Affairs Regulation Number 45 of 2016, namely internal factors, communication factors, human resource factors, external factors, knowledge factors, means and facilities factors
