Abstract

Soginti Village located in Paguat District, Paguat District, Pohuwato Regency in 2024 was affected by a natural disaster, namely a flood that harmed residents. In order to overcome this, proper handling is needed through the formation of village regulations. The purpose of this activity is to develop innovative work results that have utility value and benefits for the wider community, improve the quality of research and community service in the Gorontalo State University environment which is superior and competitive and ready to face global challenges. Implementation method. Implementation method The activity was carried out through the Real Work Lecture (KKN) program which is an activity based on Community Service in Soginti Village through mentoring, workshops and tree planting. The results of the implementation of this community service, namely KKN, have implemented 3 work programs, namely the creation of Disaster Resilient Village Regulations, Workshops on optimizing the role of government officials in the formation of participatory village regulations to support the strengthening of disaster resilient villages and Planting of living kitchens. The program implemented in Soginti Village received support from the government and community members so that it could run well.

Abstract

The purpose of this study is to provide a clear picture of the mode of selling illegalpharmaceutical drugs online, as well as to examine the form of legal protection for consumers in thesale of illegal pharmaceutical drugs online. This research was conducted at the office of the Foodand Drug Supervisory Center of Gorontalo Province. This research uses normative researchmethods but is supported by empirical data and uses a qualitative approach through descriptiveanalysis methods of secondary data. Through a legal approach, this research examines existingregulations and sanctions for lawbreakers related to illegal drugs and a conceptual approach tobuild an ideal model of legal protection. The results show that the mechanism for selling illegalpharmaceutical drugs online is carried out through various modes, including falsification ofdistribution permits, use of unregistered digital platforms, and misuse of information technology.The form of legal protection for consumers on the sale of illegal pharmaceutical drugs online mustbe strengthened through clear regulations and strict law enforcement. Although consumerprotection laws and health laws have provided a legal basis for consumers to protect themselvesfrom unfair trade practices, there are still many challenges in implementing and enforcing laws thatare less effective and have been unable to keep up with the times.

Abstract

Penelitian ini berfokus untuk memberikan ide dalam penyelesaian sengketa pemilihan kepala desa, melalui penguatan dan fungsionalisasi produk hokum di daerah yaitu Peraturan Daerah (Perda). Artinya, tulisan ini akan mengeksplorasi bagaimana mekanisme pengaturan Perda, khususnya substansi yang mengatur penyelesaian sengketa melalui pendekatan kearifan lokal. Tujuan penelitian untuk memperkuat serta mempertimbangkan budaya dan konteks lokal dalam pembentukan Perda khususnya berkaitan dengan penyelesaian sengketa Pilkades, agar ide yang dikembangkan sesuai norma yang tumbuh serta hidup di masyarakat dan regulasi dimaksud memberi manfaat bagi masyarakat secara luas. Metode yang digunakan adalah normatif, mencakup penelitian asas hukum, sistematika hukum, taraf sinkronisasi vertikal dan horizontal serta penelitian sejarah hukum. Analisis data menggunakan statute approach atau pendekatan undang-undang dengan menelaah regulasi mengenai UU Desa beserta aturan pelaksana lainnya. Selain itu, pendekatan lain adalah historical approach, dengan menelaah latar belakang pembentukan, tujuan, termasuk alasan pemberlakuannya, dan case approach guna menambah referensi yang kemudian diolah menggunakan teknik Deskriptif Analitis. Hasil riset dimana fungsionalisasi Peraturan Daerah Dalam Penyelesaian Sengketa Pemilihan Kepala Desa Di Indonesia dimana Perda mengamanatkan pengaturan mengenai mekanisme penyelesaian sengketa Pilkades dengan mencantumkan bentuk sengketanya yang bermacam-macam. Tak hanya mekanisme penyelesaian sengketa yang diatur dalam Perda, namun pula pula mengenai lembaga atau pihak yang menangani penyelesaian sengketa yang dipisahkan dengan panitia pemilihan. Selain itu, Perda juga perlu memuat aturan yang disertai ancaman pidana terhadap pelanggaranya, sehingga tak hanya pengaturan mengenai penyelesaian sengketa secara administrasi melainkan juga pemberlakuan sanksi pidana dalam Perda

Abstract

The phenomenon of black campaigns in the digital sphere has emerged as a new challenge in safeguarding the integrity of elections in Indonesia. The rapid development of information technology has made the dissemination of hate speech and negative campaigning increasingly difficult to control, while the existing legal framework has not yet become fully responsive to these developments. This study is motivated by the normative disharmony between Article 280 paragraph (1) of Law Number 7 of 2017 on General Elections and Article 28 paragraph (2) of Law Number 11 of 2008 on Electronic Information and Transactions (ITE Law), both of which are relevant to the regulation of political campaign behavior in digital spaces. The objective of this research is to analyze the relevance, interrelationship, and effectiveness of these two provisions in shaping a coherent legal normative system governing black campaigns. The research employs a normative legal research method with statutory, interpretative, and conceptual approaches. Data are collected through library research, encompassing statutory regulations, legal literature, and official documents issued by electoral management bodies. Data analysis is conducted qualitatively through grammatical, systematic, and teleological interpretation in order to assess the harmony of legal norms and their implications for legal practice in the field. The findings indicate that there is a disharmony between the two legal norms. The Election Law functions as lex specialis but has a limited scope in terms of legal subjects, whereas the ITE Law operates as lex generalis with broader applicability. This normative inconsistency generates legal ambiguity and creates challenges in law enforcement against perpetrators of digital black campaigns. In conclusion, harmonization and normative integration between the Election Law and the ITE Law are necessary to ensure that Indonesia’s digital electoral legal system becomes more adaptive, clear, and effective in addressing black campaign practices while upholding justice and ethical standards in digital democracy.
