Abstract

This study aims to determine the influence of competency development and performance on the professionalism of Civil Servants (ASN) in the Padang Lawas Regency Government both partially and simultaneously. The population of this study consists of all ASN employees in the Padang Lawas Regency Government, with a sample size of 100 people. The data analysis method is quantitative, using SPSS Version 23. The results of the study are as follows: 1). Based on the hypothesis test, it can be explained that competency development has a significant effect on employee professionalism in the Padang Lawas Regency Government. The influence of competency development on employee professionalism is 40.6%, indicating a significant effect. 2). Based on the hypothesis test, it can be explained that performance significantly affects employee professionalism in the Padang Lawas Regency Government, with the influence of performance on employee professionalism at 42.7%. 3). Based on the hypothesis test, the combination of competency development and performance together significantly affects employee professionalism in the Padang Lawas Regency Government by 57.1%. The remaining 42.9% is influenced by other factors or variables not included in the research model.

Abstract

This study aims to determine the influence of community participation and organizational culture on tourism development in Padang Lawas Regency. The research method used is quantitative, with a sample size of 80 people. Data collection methods include literature review, interviews, questionnaires, and documentation. Data analysis was conducted to test the hypotheses using correlation analysis with SPSS. The results of the study show that the community participation factors examined, including as a goal (objective), as a legally valid action (authoritative choice), and as a hypothesis, have a positive and significant effect on tourism development in Padang Lawas Regency. The analysis shows that community participation influences tourism development by 0.406 with significance at the 0.000 level, indicating a positive and significant contribution of community participation to tourism development. Therefore, the hypothesis stating that the influence of community participation on tourism development is determined by dimensions of community participation, which include decision-making, program implementation, monitoring and evaluation, and the utilization of results, is proven to have a positive and significant effect on tourism development, contributing 40.6%. Similarly, organizational culture, which encompasses academic culture, socio-cultural aspects, and democratic practices, also shows a positive and significant contribution to tourism development with a beta value of 0.427. This indicates a positive and significant contribution of organizational culture to tourism development. Overall, community participation and organizational culture contribute positively and significantly by 58.2% to tourism development, while the remaining 41.8% is influenced by other variables not examined in this study.

Abstract

The aim of this research is to determine the extent of the influence of service quality and school facilities on teacher performance in elementary schools in the Huta Raja Tinggi Subdistrict, Padang Lawas Regency. The research uses a quantitative approach. The population consists of 317 individuals, with a sample size of 63 teachers. The analysis method used is quantitative analysis with the SPSS 25 application. The research findings show that the influence of service quality on teacher performance is significantly 65.3%. This indicates that the better the service quality, the higher the teacher performance. Meanwhile, the influence of school facilities on teacher performance is significantly 31.8%. The research findings imply that the better the school facilities, reflected in work tools, work equipment, and social facilities, the better the teacher performance. Additionally, the combined influence of service quality and school facilities on teacher performance is 89.8%, while the remaining 10.2% is influenced by other variables not tested in this study.

Abstract

Teacher performance is essentially the ability of teachers to transfer knowledge and societal values to students through the learning process. Teacher performance is reflected in how teachers plan, implement, and assess the teaching and learning process, which is influenced by their work ethic and professional discipline in the learning process. The research method used is quantitative with a correlation descriptive approach. Data collection was done using a questionnaire. The results show that motivation significantly affects teacher performance in public elementary schools in the Barumun Selatan Subdistrict, Padang Lawas Regency, with a t-value for the motivation variable of 6.855 > 1.035 and a significance level of 0.000 < 0.05, and a correlation coefficient of 0.545 (54.50%). The better the work motivation, the higher the teacher performance will be. Work discipline also significantly affects teacher performance in public elementary schools in Barumun Selatan Subdistrict, with a t-value for the work discipline variable of 5.236 > 1.989 and a significance level of 0.000 < 0.05, with a correlation coefficient of 0.417 (41.70%). The higher the work discipline, the better the teacher performance will be. Motivation and work discipline, simultaneously, have a significant influence on teacher performance in public elementary schools in Barumun Selatan Subdistrict, with an F-value of 262.625 > the F-table value of 3.105. 85.90% of the variation in teacher performance can be explained by motivation and work discipline together, while the remaining 14.10% is explained by other factors, such as personality competence and social competence variables.

Abstract

Penelitian ini bertujuan guna mengetahui besarnya pengaruh kualitas kinerja dan pelayanan Personel Aviation Security terhadap kepuasan penumpang di Bandar Udara Internasional Kualanamu Sumatera Utara. Metode penelitian ini memanfaatkan pendekatan kuantitatif asosiatif. Jumlah sample sebanyak 100 orang responden penumpang yang akan berangkat dengan pesawat udara dengan teknik Non Probability Sampling dengan menggunakan metode Sampling Aksidental. Penelitian ini menyimpulkan yakni pengujian hipotesis secara parsial terhadap variabel kualitas kinerja menunjukkan besarnya thitung > ttabel (3.185 > 1.984) dan nilai signifikansi 0.002 < 0.05, sehingga hipotesis kualitas kinerja memiliki pengaruh sebesar 35.8% terhadap Kepuasan Penumpang. Selanjutnya, pengujian hipotesis secara parsial terhadap variabel pelayanan menunjukkan besarnya thitung > ttabel (3.317 > 1.984) dan nilai signifikansinya 0.001 < 0.05, sehingga hipotesis pelayanan berpengaruh positif sebesar 37.2% terhadap Kepuasan Penumpang. Pengujian hipotesis secara simultan menghasilkan nilai Fhitung sebesar 42.382 dengan pvalue = 0.000. Hal ini membuktikan bahwa pvalue < level of significance (α=5%) dan Fhitung > Ftabel. Pada penelitian ini juga didapatkan persamaan regresi linier berganda memiliki nilai konstan sebesar 19.827 yaitu apabila variabel Kualitas Kinerja (X1) dan variabel Pelayanan (X2) bernilai 0, maka Kepuasan Penumpang (Y) bernilai 19.827. Sejalan dengan hasil nilai koefisiensi determinasi (Adjusted R2 Square) yang didapatkan sebesar 45.5 %. Hal ini mempunyai arti yaitu variabel Kualitas Kinerja (X1) dan Pelayanan (X2) mempengaruhi Kepuasan Penumpang (Y) sebesar 45.5%, sedangkan sisanya yaitu 54.5% dipengaruhi oleh variabel lain diluar persamaan regresi pada penelitian ini.

Abstract

Employee work effectiveness is a crucial factor in determining the success of an organization, particularly in government agencies. Competence and communication are two key aspects that play a role in improving the quality of employee performance. This research was conducted at the Population Control and Family Planning Office of South Tapanuli Regency to determine the extent to which these two variables influence work effectiveness. The results are expected to contribute to human resource development and more optimal organizational governance. The objectives of this research are: To determine the partial and simultaneous influence of competence and communication on employee work effectiveness at the Population Control and Family Planning Office of South Tapanuli Regency. The problem statement is: To what extent do competence and communication partially and simultaneously influence employee work effectiveness at the Population Control and Family Planning Office of South Tapanuli Regency? The research method used a quantitative method with 33 respondents from the Population Control and Family Planning Office of South Tapanuli Regency. Data analysis was performed using SPSS Version 23. Research Results: 1). The results show that competence has a positive and significant effect on employee work effectiveness. The contribution of competence to work effectiveness is reflected in the Beta value of 0.475 or 47.5%. This finding strengthens the theory that knowledge, skills, and work attitudes are the main keys in improving organizational performance. Thus, improving employee competence is a strategic factor for achieving optimal work effectiveness. 2). In addition, the results of the study also show that communication has a positive and significant influence on employee work effectiveness. The contribution of communication to work effectiveness is reflected in the Beta value of 0.410 or 41.0%. This finding confirms the importance of communication in creating understanding, coordination, and harmonious work relationships. With open, clear, and effective communication, employees can work more focused, efficient, and productive. 3). Simultaneously, competence and communication are proven to have a significant influence on employee work effectiveness. The coefficient of determination (R Square) value of 0.782 indicates that both variables are able to explain the variation in work effectiveness by 78.2%, while the remaining 21.8% is influenced by other factors outside this study. This finding proves that the third hypothesis is acceptable. The combination of adequate competence and effective communication is the main determinant of employee success in carrying out their duties. These two variables complement each other, with competence providing capacity and work quality, while communication fosters coordination, understanding, and collaboration. Given their significant contributions, improving employee work effectiveness requires strategies to strengthen competence and improve communication systems within the organization.

Abstract

Pengaruh implementasi kebijakan pemimpin dalam kinerja pegawai Dinas Pendidikan Kabupaten Padang Lawas Utara merupakan tolak ukur untuk mencapai tujuan yaitu menjadikan kantor di Dinas Pendidikan Kabupaten Padang Lawas Utara sebagai lembaga yang memiliki standar kinerja yang bisa memuaskan masyarakat. Jumlah populasi sebanyak 49 orang pegawai. Jumlah sampel dari jumlah populasi yaitu sebanyak 49 orang.”. Pengumpulan data dalam penelitian ini dengan studi pustaka, dokumentasi, kuesioner dan wawancara. Tekhnik analisis data Analisis Regresi Linier Berganda, Uji-T (Parsial), Uji-F (Serempak), Uji Koefisien Determinasi R2. Hasil menunjukkan bahwa Pengaruh implementasi kebijakan pemimpin berpengaruh signifikan sebesar 0,826 atau 82,6% terhadap kinerja pegawai indikator meliputi Strategi yang jelas dan dikomunikasikan dengan baik, Kepedulian dengan anggota dan lingkungan. Merangsang anggota untuk meningkatkan kompetensi, Menjaga kekompakan, Perbedaan dan keyakinan, Kemampuan Motivasi, Kemampuan Komunikasih, menunjukkan pengaruh terhadap kinerja pegawai Pada di Dinas Pendidikan Kabupaten Padang Lawas Utara, pengaruhnya dengan kategori sangat kuat.

Abstract

Penilaian Kinerja ASN bertujuan untuk menjamin objektivitas pembinaan ASN yang didasarkan pada sistem prestasi dan sistem karier. Penilaian dilakukan berdasarkan perencanaan kinerja pada tingkat individu dan tingkat unit atau organisasi, dengan memperhatikan target, capaian, hasil, dan manfaat yang dicapai, serta perilaku ASN. Kepemimpinan yang baik akan menghasilkan kinerja yang baik sebaliknya peranan kepemimpinan yang buruk dapat menimbulkan kinerja yang buruk bagi pegawai, terhadap suasana dan kondisi kerja sehingga menimbulkan ketidak maksimalan kerja. jumlah populasi sebanyak 30 orang. Sampel dalam penelitian ini yaitu jumlah populasi sebanyak 30 orang pegawai sekaligus menjadi sampel karena kurang dari 100 orang. Pengumpulan data dalam penelitian ini dengan studi pustaka, dokumentasi, kuesioner dan wawancara. Tekhnik analisis data Analisis Regresi Linier Berganda, Uji-T (Parsial), Uji-F (Serempak), Uji Koefisien Determinasi R2Berdasarkan hasil penelitian yang telah dilakukan dan pengolahan data diperoleh hasil bahwa lingkungan kerja berpengaruh terhadap penilaian kinerja pegawai Dinas Pendidikan Dan Kebudayaan Kabupaten Padang Lawas dengan kategori sangat kuat sebesar 90,6%.
