Abstract

This study aims to analyze the implementation of development communication in village infrastructure development by the Lamongupa Village Government, Wawonii Tengah District, Konawe Kepulauan Regency. The main focus of this research is to understand how development communication is used to enhance community participation and support sustainable village development. The research method employed is a case study with a descriptive qualitative approach. Data were collected through observations, in-depth interviews, and document analysis conducted from November 2024 to January 2025. The analysis was carried out based on the concept of development communication, particularly the aspects of the right to communicate, democratization of communication, and the traditional knowledge system. The findings indicate that the Lamongupa Village Government has effectively implemented development communication in infrastructure development. The village government has provided opportunities for the community to participate in the planning and monitoring of development projects, including the improvement of a 580-meter village road, which has positively impacted accessibility and the local economy. Additionally, integrating cultural values and traditions into development communication has enhanced community acceptance of development policies. This study concludes that the application of inclusive development communication, grounded in local wisdom, can improve the effectiveness of infrastructure development and stimulate village economic growth. These findings highlight the importance of participatory communication in fostering sustainable village development.

Abstract

Pembangunan infrastruktur merupakan fondasi utama dalam mendorong pertumbuhan ekonomi dan kesejahteraan masyarakat. Di antara berbagai jenis infrastruktur, pembangunan jalan memiliki peran sentral dalam menghubungkan wilayah, memperlancar mobilitas barang dan jasa, serta membuka akses terhadap layanan publik. Namun demikian, keberhasilan proyek pembangunan jalan tidak hanya ditentukan oleh aspek teknis dan pendanaan, melainkan juga oleh kemampuan komunikasi di antara para pemangku kepentingan. Penelitian ini menggunakan metode studi literatur dengan pendekatan kajian pustaka dan model naratif. Data dikumpulkan melalui analisis dan perbandingan terhadap berbagai sumber terpercaya, seperti jurnal internasional bereputasi dan e-book terkait.  Hasil penelitian menemukan bahwa komunikasi dalam konteks pembangunan infrastruktur adalah proses strategis yang mencakup pertukaran informasi, klarifikasi peran, koordinasi, serta partisipasi aktif dari seluruh pihak yang terlibat. Proyek jalan yang tidak dikelola dengan komunikasi yang baik cenderung menghadapi berbagai tantangan, mulai dari miskomunikasi teknis, keterlambatan pelaksanaan, konflik sosial, hingga penolakan dari masyarakat setempat. Oleh karena itu, penting untuk menganalisis peran komunikasi dalam setiap tahapan pembangunan jalan.

Abstract

This study examines the implementation of good governance principles in driving the optimization of public services through a literature review. The main focus is on the four key principles of transparency, accountability, participation and responsiveness which are believed to improve the quality of public services. This research uses literature study method with literature study approach and narrative model. Data were collected through analysis and comparison against various trusted sources, such as reputed international journals and related e-books. The results of the study found that the implementation of good governance principles, such as transparency, accountability, participation, and responsiveness, proved to be highly effective in encouraging the optimization of public services. The literature review of several research journals found Public Service Quality Optimization and some Supporting factors, the role of Good Governance in Improving Government Performance and Economic Growth, need for services, accountability, and barriers in the implementation of public service improvement technologies and Media requirements.
