Abstract

Stability is a condition of a system whose components tend to fall into, or return to, an established relationship. Stability is the same as the absence of fundamental or chaotic changes in a political system, or changes that occur within agreed or predetermined boundaries. Development requires security and stability. The development itself must also include security and stability, even the development of security and stability is carried out together with development in other fields. This study uses descriptive qualitative methods, with data collection techniques in the form of literature studies by looking at previous studies, as well as online news as a supporting source. From the data obtained, it will be processed by linking it with the theories that have been previously designed. The approach to political stability as a form of government resilience can be seen from the government management system related to the economy, social, and state security, thus creating political stability in it. Singapore's government tends to have good governance so that it affects the level of the economy and the stability of the country itself, in contrast to Thailand and Myanmar which have a fluctuating index. Especially Myanmar, which has the smallest index for 10 years below the index of 20. This is influenced by the leadershipofr of the warring parties so that it has an impact on coups that often occur.

Abstract

This study examines how customary values and positive law are negotiated in the resolution of social conflicts within local communities amid ongoing processes of modernization. The objective of the research is to analyze the persistence, adaptation, and interaction of customary norms and formal legal systems from a legal anthropological perspective, while identifying the implications of such interactions for legitimacy, justice outcomes, and sustainable governance. The study employs a qualitative research approach grounded in a systematic literature review of classical and contemporary scholarship in legal anthropology, socio-legal studies, and conflict resolution. Through thematic content analysis, the research synthesizes recurring patterns, conceptual arguments, and empirical findings on legal pluralism, forum choice, and hybrid dispute-resolution mechanisms. The results indicate that modernization does not displace customary law but reshapes the conditions under which it operates, leading to negotiated and hybrid forms of legality. Customary mechanisms remain socially legitimate and effective, particularly for community-based disputes, while positive law is strategically mobilized for enforceability and external recognition. The key finding of this study is that social conflict resolution in plural legal contexts is best understood as a process of negotiated legality, in which customary values and state law are continuously reinterpreted and combined. These findings contribute to theoretical debates on legal pluralism and offer insights into the design of inclusive and sustainable conflict-resolution frameworks in modernizing societies.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi integrasi nasional dalam memperkuat ketahanan sosial di wilayah multikultural pascakonflik, dengan studi kasus di Kota Ambon (Maluku) dan Kabupaten Sanggau (Kalimantan Barat). Kedua wilayah ini dipilih karena memiliki latar belakang konflik sosial yang berbeda namun sama-sama merepresentasikan tantangan integrasi dalam konteks keberagaman etnis, agama, dan nilai budaya lokal. Penelitian menggunakan pendekatan kualitatif dengan data sekunder yang dianalisis menggunakan perangkat lunak NVivo 12 Plus melalui teknik analisis tematik. Temuan penelitian menunjukkan bahwa integrasi nasional di Ambon berhasil didorong oleh sinergi antara intervensi negara, seperti pendidikan damai dan forum kerukunan umat, dan revitalisasi nilai lokal Pela Gandong sebagai instrumen sosial rekonsiliasi. Sebaliknya, di Sanggau, strategi integrasi cenderung bersifat top-down dan belum mengakomodasi secara penuh nilai-nilai hukum adat Dayak, sehingga ketahanan sosial rentan terganggu oleh konflik agraria dan eksklusi budaya. Penelitian ini menyimpulkan bahwa keberhasilan integrasi nasional sangat bergantung pada pengakuan substantif terhadap nilai lokal serta kolaborasi antara negara dan masyarakat. Rekomendasi mencakup penguatan kebijakan berbasis budaya, desain pendidikan multikultural kontekstual, dan pelibatan aktif lembaga adat dalam proses pembangunan sosial.
