Abstract

Traditional markets play an important role in the Indonesian economy, especially in supporting micro, small and medium enterprises (MSMEs). However, in recent decades, the existence of traditional markets has been increasingly threatened by the expansion of modern retailers that offer more competitive prices, shopping convenience, and attractive promotions. This competitive imbalance raises legal issues related to the protection of traditional market traders so that they can continue to compete fairly. Therefore, this study aims to examine existing legal arrangements and challenges in their implementation to protect traditional market traders. This research uses a normative legal research method, which focuses on analyzing relevant laws and regulations, such as Presidential Regulation No. 112/2007, Law No. 5/1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition, and various Regional Regulations (Perda) that regulate zoning and licensing of modern retail. In addition, this study also examines various concrete cases that reflect the weak implementation of legal protection for traditional market traders. The results show that although regulations have regulated the protection of traditional market traders, their implementation still faces various obstacles, such as weak supervision, lack of sanctions against zoning violations, and lack of support in modernizing traditional markets. Therefore, it is necessary to strengthen policies, improve supervision, and provide incentives for traditional market traders in order to survive in the midst of competition with modern retailers. With more effective legal protection, it is expected that traditional markets can still contribute to the national economy and the welfare of the community.

Abstract

Abstrak Permasalahan yang berhubungan dengan sampah kini semakin memburuk, disebabkan oleh rendahnya kesadaran masyarakat dalam memilah serta mengelola sampah khususnya sampah rumah tangga. Program pengabdian ini dirancang untuk meningkatkan pengetahuan dan keterlibatan masyarakat dalam pengelolaan sampah rumah tangga melalui pendekatan yang edukatif, seperti memberikan penyuluhan hukum. Sasaran dari kegiatan ini adalah kelompok ibu-ibu rumah tangga di Kelurahan Tomulobutao dengan jumlah peserta 25 orang. Metode yang diterapkan dalam kegiatan ini mencakup kegiatan observasi dan penyuluhan hukum sebagai salah satu upaya untuk memberikan pemahaman kepada kelompok ibu-ibu. Dari pelaksanaan kegiatan ini, diperoleh hasil bahwa kelompok ibu-ibu tidak hanya diberikan pemahaman terkait cara mengelola sampah dengan baik, tetapi juga diberikan pemahaman mengenai sanksi hukum bagi mereka yang tidak mengindahkan aturan. Oleh karena itu, diharapkan kegiatan yang dilakukan dapat memotivasi kelompok ibu-ibu untuk menangani sampah secara bijak dan berkelanjutan. Kata kunci: kesadaran; masyarakat; pengelolaan; sampah. Abstract Waste-related problems are worsening due to low public awareness regarding waste sorting and management, particularly household waste. This community service program is designed to increase public knowledge and involvement in household waste management through an educational approach, including legal counselling. The target group of 25 housewives in Tomulobutao Village was a group of housewives. The methods used in this activity included observation and legal counselling as an effort to provide understanding to the group. The results showed that the group of mothers was not only provided with an understanding of how to manage waste properly but also about the legal sanctions for those who disregard regulations. Therefore, it is hoped that this activity will motivate the group of mothers to manage waste wisely and sustainably. Keywords: : awareness; community; management; waste.
