Abstract

Penelitian ini membahas implementasi smart governance di Kabupaten Manggarai sebagai bagian dari konsep smart city di Indonesia. Smart governance merupakan elemen kunci dalam tata kelola kota cerdas, yang bertujuan meningkatkan efektivitas, efisiensi, transparansi, dan partisipasi publik melalui pemanfaatan teknologi informasi dan komunikasi. Kabupaten Manggarai telah mengadopsi program smart city berdasarkan regulasi yang ditetapkan, namun masih menghadapi berbagai tantangan seperti keterbatasan infrastruktur, keterbatasan sumber daya manusia, dan pemahaman masyarakat yang rendah. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus untuk menganalisis pelaksanaan smart governance. Data diperoleh melalui wawancara dengan pemangku kepentingan utama, observasi langsung, serta analisis dokumen dan regulasi terkait. Teknik analisis data dilakukan dengan triangulasi untuk memastikan validitas temuan. Hasil penelitian menunjukkan bahwa Kabupaten Manggarai telah memiliki kerangka regulasi yang mendukung smart governance, termasuk Peraturan Bupati No. 59 Tahun 2022. Namun, implementasinya masih menghadapi kendala, terutama dalam aspek ketersediaan sumber daya manusia yang terampil, infrastruktur telekomunikasi, dan pemanfaatan teknologi oleh masyarakat. Upaya peningkatan kapasitas SDM, penguatan koordinasi antar-organisasi, serta optimalisasi infrastruktur digital menjadi strategi utama yang perlu dilakukan untuk meningkatkan efektivitas penerapan smart governance di Kabupaten Manggarai. Dengan perbaikan berkelanjutan, smart governance di Kabupaten Manggarai berpotensi memberikan dampak positif bagi pelayanan publik dan tata kelola pemerintahan yang berbasis digital.

Abstract

Background Bureaucratic reform in Indonesia positions the merit system as a fundamental principle in the management of the State Civil Apparatus (ASN) in order to achieve a professional, neutral, and service-oriented bureaucracy. However, its implementation at the local level continues to face substantial challenges, particularly due to political intervention and relational bias. This study aims to examine the distortion of the merit system in civil servant transfers in Timor Tengah Selatan Regency, East Nusa Tenggara Province, and to identify the dominant forms of relational bias and their implications for bureaucratic performance and public service delivery. Methods This study adopts a qualitative approach using a case study design. Six informants were purposively selected, comprising civil servants who had experienced job transfers as well as individuals with in-depth knowledge of local bureaucratic and political dynamics. Data were collected through in-depth interviews, non-participant observation, and document analysis, and were analyzed using data reduction, data display, and conclusion-drawing techniques supported by triangulation. Results The findings reveal that civil servant transfers in Timor Tengah Selatan Regency are not fully based on considerations of competence and performance, but are strongly influenced by post-election political interests, personal proximity, kinship ties, and patronage. The role of the Position and Rank Consideration Board (Baperjakat) tends to be largely administrative and has not functioned effectively as an objective decision-making mechanism. Non-merit-based transfers have adversely affected civil servant motivation, weakened professional work culture, and potentially diminished the quality of public services. Conclusions This study concludes that the failure to implement the merit system is not merely attributable to regulatory weaknesses, but primarily to the lack of political will to uphold civil servant neutrality and professionalism. Accordingly, strengthening oversight mechanisms, enforcing strict sanctions, and transforming local political culture are essential to ensure the effective implementation of bureaucratic reform at the regional level.

Abstract

Abstrak: Policy paper merupakan alat penting dalam advokasi kebijakan publik, memberikan rekomendasi berbasis bukti secara ringkas untuk pembuat kebijakan. Namun, keterbatasan pengetahuan dan keterampilan dalam penulisan policy paper di kalangan peneliti Litbang Kabupaten Alor menjadi hambatan dalam mendukung pengambilan kebijakan yang efektif. Program Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk meningkatkan pemahaman dan keterampilan 30 staf Litbang melalui pelatihan yang mencakup ceramah, diskusi interaktif, dan simulasi. Peserta memperoleh hardskill, seperti teknik penulisan policy paper yang mencakup analisis masalah, formulasi opsi kebijakan, dan penyusunan rekomendasi berbasis bukti, serta softskill, seperti kemampuan berpikir kritis, komunikasi kolaboratif, dan pengambilan keputusan strategis. Hasil evaluasi menunjukkan peningkatan rata-rata skor peserta dari 48% pada pre-test menjadi 82% pada post-test, mencerminkan keberhasilan pendekatan partisipatif dalam pelatihan. Selain itu, lebih dari 75% peserta aktif terlibat dalam diskusi dan simulasi praktik, yang memperkuat keterampilan teknis dan kolaborasi mereka. Program ini menegaskan pentingnya pelatihan berkelanjutan dan pendampingan untuk menghasilkan policy paper yang inovatif dan strategis guna mendukung tata kelola pemerintahan yang efektif. Abstract: Policy papers are essential tools in public policy advocacy, providing concise, evidence-based recommendations for policymakers. However, limited knowledge and skills in policy paper writing among researchers at Litbang Kabupaten Alor have hindered effective policy decision-making. This Community Service Program (PkM) aimed to enhance the understanding and skills of 30 Litbang staff through training sessions comprising lectures, interactive discussions, and simulations. Participants acquired hard skills, such as policy paper writing techniques involving problem analysis, formulation of policy options, evidence-based recommendations, and soft skills, including critical thinking, collaborative communication, and strategic decision-making. Evaluation results indicated a significant improvement in participants' scores, from an average of 48% in the pre-test to 82% in the post-test, reflecting the success of the participatory approach employed during the training. Additionally, more than 75% of participants actively engaged in discussions and practical simulations, further strengthening their technical and collaborative skills. This program underscores the importance of continuous training and mentoring to produce innovative and strategic policy papers that support effective governance.
