Abstract

Penerapan Peraturan Gubernur Nusa Tenggara Timur Nomor 8 Tahun 2011 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Pendidikan dan Pelatihan Koperasi dan Usaha Mikro Kecil dan Menengah pada Dinas Koperasi dan Usaha Mikro Kecil dan Menengah Provinsi Nusa Tenggara Timur adalah dalam rangka untuk meningkatkan efektivitas kerja organisasi pada UPT Diklat Koperasi dan UMKM. Penelitian ini berusaha untuk melihat dampak kebijakan organisasi terhadap efektivitas organisasi dengan menggunakan enam elemen variabel dari kebijakan dan praktik manajemen. Keenam elemen tersebut adalah penetapan tujuan strategis, pencarian dan pemanfaatan sumber daya, lingkungan prestasi, proses komunikasi, kepemimpinan dan pengambilan keputusan, serta adaptasi dan inovasi organisasi. Penelitian kualitatif ini menggunakan pendekatan studi kasus. Teknik analisis data yang digunakan adalah analisis data model Miles dan Huberman, yang terdiri atas reduksi data, display/penyajian data, dan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa efektivitas organisasi pada UPT Diklat koperasi dan UMKM belum berjalan secara baik, hal ini dapat dilihat dari beberapa hal antara lain, belum adanya tenaga spesialisasi pengelola diklat dan tenaga khusus (sarjana) di bidang perkoperasian dan kondisi lingkungan kerja (lingkungan prestasi) pada UPT Diklat koperasi dan UMKM yang belum efektif. Penempatan pegawai juga belum tepat, mutasi ke UPT Diklat Koperasi dan UMKM tidak memperhatikan latar belakang pendidikan dan spesialisasi/keahlian pegawai sehingga membutuhkan waktu dalam proses penyesuaian serta menurunkan jumlah pelaksanaan diklat dikarenakan keterbatasan alokasi dana.

Abstract

Terdapat 9 kasus kematian neonatus di tahun 2015 di Puskesmas Oesao.Ditinjau dari aspek sumber daya manusia, aspek  peralatan, aspek obataspek bangunan, aspek SOP belum memenuhi syarat. Penelitian ini bertujuan untuk menganalisis pengaruh manajemen sumber daya secara parsial dan simultan terhadap mutu pelayanan neonatus.Jenis penelitian yang digunakan dalam penelitian ini adalahObservasional Analitik desain cross sectional. Lokasi penelitian di Puskesmas Oesao Oesao Kabupaten Kupang. Populasi dalam penelitian ini adalah semua ibu yang memiliki neonatus di wilayah kerja Puskesmas Oesao dari bulan Januari sampai September 2015 sebanyak 396 orang ibu, teknik pengambilan sampel menggunakan teknik sampling acak sederhana dan sampel penelitian sebanyak 67 ibu yang memiliki neonatus. Hasil analisis univariat menunjukkan bahwa aspek SDM, spek peralatan, aspek obat, aspek bangunan, aspek SOP dan mutu pelayanan neonatus termasuk dalam kategori baik. Hasil Analisis bivariat menunjukkan bahwa secara parsial ada pengaruh antara aspek SDM (p value = 0,004), aspek obat(p value = 0,004) terhadap mutu pelayanan neonatus. Hasil analisis multivariat menunjukkan bahwa secara simultan ada pengaruh antara Aspek SDM (p value = 0,004) dan aspek obat (p value = 0,004) terhadap mutu pelayanan neonatus. Public Health Center Oesao was considered under perform in term of aspect of human resources, aspects of equipment, aspects of medicine, aspects of the building, and on procedural aspects. At same time, there were 9 cases of neonatal deaths in 2015. This study aimed to analyze the influence of resource management partially and simultaneously on the quality of neonatal care. This type of research used in this study was observational analytical cross-sectional design. The population in this study are all mothers who had newborns in PHC Oesao from January to September 2015 as many as 396 people a mother, a technique of sampling using simple random sampling and samples are 67 mothers with newborns. Results of univariate analysis showed that the human resources aspect, spec equipment, medicine aspects, aspects of the building, the quality aspects of the draft SOP neonatal care included in both categories. The results of the bivariate analysis showed that partial no influence between aspects of HR (p=0.004), Aspects of Medicines (p=0.004) on the quality of Neonatal Care. Multivariate analysis showed that simultaneously there is influence between the human resources aspect (p=0.004) and Aspects of Medicine (p=0.004) on the Quality Neonatal Services. It was recommendet to further enhance regular supervision to improve the quality, quantity, resource management and quality neonatal care.

Abstract

Penelitian ini bertujuan: menggambarkan implementasi kebijakan pembangunan kelembagaan pemerintah kecamatan, dan menganalisis efektif atau tidaknya implementasi kebijakan, serta faktor-faktor yang mendukung keberhasilan implementasi kebijakan yang ada. Metode penelitian yang digunakan adalah metode kualitatif. Fokus penelitian meliputi pelimpahan kewenangan kepada Camat; karakteristik wilayah kecamatan; dan indikator ekonomi makro yang meliputi keadaan PDRB; struktur ekonomi; dan kondisi kemiskinan masyarakat. Instrumen penelitian yang digunakan adalah wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pelimpahan sebagian kewenangan dari Bupati Sikka dan Walikota Kupang kepada kecamatan belum berjalan efektif. Faktor penyebabnya adalah  isi kebijakan yang bersifat umum atau tidak bersifat konkrit sesuai dengan karakteristik wilayah kecamatan dan beban kerja kecamatan. Selain itu faktor-faktor yang pendukung lainnya adalah faktor sumberdaya manusia, faktor prasarana/sarana dan faktor dukungan anggaran yang rasional belum sesuai dengan kebutuhan dan beban kerja kecamatan masing-masing.Kata Kunci: Implementasi kebijakan publik, pembangunan kelembagaan pemerintah kecamatan

Abstract

Abstract

The purpose of this study was to describe and analyze the Malacca District DPMPTSP Strategic Plan in Increasing Investment in Malacca District. This study uses several concepts including the concepts of planning, strategy, investment, regional autonomy, development plans, investment attractiveness, and regional investment climate. The method used in this research is descriptive qualitative where the data is taken from several techniques such as observation, interviews, and documentation. Data analysis using SWOT analysis model. The results of this study indicate that ;1) All informants know that there is already legal certainty that serves as an umbrella for investors/entrepreneurs. However, this is not proportional to the number of apparatus/personnel in DPMPTSP which is still considered very minimal because there are only 18 employees with civil servant status; 2) All informants said that the security conditions in Malacca Regency are always conducive, the socio-political conditions are still conducive so that investors can comfortably run their business and also the culture of the community is not too affected by the presence of entrepreneurs/investors; 3) The wheels of the economy in the community are running well; 4) The availability of labor is still quite a lot, but it is not supported by an adequate background and the wages of labor used so far are still below the UMP standard; 5) Existing infrastructure in the form of public roads, clean water and electricity piping networks built by the regional government and the condition of physical infrastructure is still good and good and is still being used today; 6) The absence of a regional regulation that regulates the mapping of investment potential; 7) There is no general investment plan (RUPM) in Malacca Regency yet; 8) Lack of coordination among OPD in Malacca Regency; and 9) The official DPMPTSP website is not yet available.

Abstract

This research aims at figuring the effectiveness of corporate social responsibility of PT. Inti Kencana in Malaka Regency. There are some concepts used in the research. They are development concept, public policy concept, concept of effectiveness, and corporate social responsibility. This research is included into a qualitative research where the data were taken using qualitative approach and described in a qualitative manner. The result of the research shows that that; 1) All informants understand the CSR program carried out by PT. IDK; 2) It is called right on target if CSR activities are given to people in need. In this stage, almost all informants are of the opinion that the CSR program of PT. IDK is right on target; 3) Timeliness, if the assistance provided coincides with the time when it is needed. At this stage, several informants said that the CSR assistance was not timely because the building that was built took a long time so that it was not finished immediately, was there and was immediately used because it still needed a process; 4) In the stage of achieving the objectives, almost all of the informants agreed that the objectives of CSR development had been achieved; 5) All informants are of the opinion that there has been a real change in the community with the development through the CSR program by PT. IDK.

Abstract

This study explains the impact of the demolition design on Alor fishermen's socio-economic conditions. This research was done in Alor, East Nusa Tenggara. This study focuses on the transition in managing government affairs in the budget sector from the District Government to the Provincial Government. The author uses Wolman's opinion in Faquet regarding repeal in the distribution of government affairs as an analytical tool. This theory classifies government affairs into two aspects: efficiency and governance management. This study is a qualitative study involving interviews, documentation, and observation. Miles and Huberman's data analysis approaches were employed to validate study outcomes. Based on economies of scale, the study reveals that the demolition design has no impact on the socio-economic conditions of Alor fishermen. Based on externalities (both positive and negative), the study shows that more negative impacts arise from the arrival of people outside the district (migrant fishermen) in terms of fishing because they dominate more in terms of supervision. In contrast, immigrant fishermen are less controlled and supervised strictly. Other dominance covers the market and areas in Alor Regency. The analysis shows that the provincial government has above-average economic (potential) and administrative capabilities for management quality. Abstract

This research was conducted to determine the strategy for increasing local taxes implemented by the Regional Revenue Agency of Timor Tengah Utara Regency. The results of this research show that the regional taxes of North Central Timor Regency have not been running optimally because of the 9 (nine) types of taxes not all of them have contributed to the Regional Original Income. A strategy for increasing local taxes through intensification and extensification is needed. Intensification includes 1) aspects of institutional arrangement, 2) aspects of management which include processing regional tax data, determining regional tax data as well as collecting and collecting local taxes. 3) personnel aspects. while the extensification aspect is related to data collection and verification as well as socialization of local taxes. Furthermore, the ratio of the contribution of local taxes to the regional revenue of North Central Timor Regency is still insufficient, the local taxes that contribute the most to local revenue are street lighting taxes while the least contributed taxes are groundwater taxes. In the implementation of regional taxes, there are several supporting factors in the form of the availability of adequate facilities and infrastructure, adequate budget and cooperation with State-Owned Enterprises (BUMN) and Regional-Owned Enterprises (BUMD), while the inhibiting factor is the low awareness of taxpayers, unscrupulous officials. dishonest and not yet integrated local tax information system with regional income.

Abstract

Used Edward III's policy theory, this study aims to analyze Communication (X1), Resources (X2), Bureaucracy (X3), and Disposition (X4) affect the performance of public policy implementation in the placement and protection of Indonesian Migrant Workers from NTT impact on the transmission of sexually transmitted infections HIV AIDS in NTT (Y). Conducted in Kupang City by taking PPTKIS Citra Bina Tenaga Kerja (CBTM) as a recruiting, training and sending agent. Respondents were 93 people from 122 populations, who departed in 2016-2017 and returned in 2019-2020. Research sample is purposive and snowball sampling. The results show that implementation performance (Y) has not gone well. Statistical analysis used SPSS 26: 1) X1 has a parameter coefficient (original Sample 0.280) against (Y), where the effect was positive and significant (t = 2.946>t-table 1.662); 2) X2 has a parameter coefficient (original sample -0.153) against (Y), where the effect was positive and significant (t = -1.629<t-table 1.662 ); 3) X3 has a parameter coefficient (original sample 0.052) against (Y), where the effect was positive and significant (t = 1.001 <t-table 1.662); 4) X4 has the lowest parameter coefficient (original sample 0.116) (Y), where the effect was positive and significant (t = 2.267>t-table 1.662). The strongest variable influencing policy implementation is communication.
