Abstract

Abstract: Tingkat perceraian pasangan suami istri di Indonesia terus merangkak naik, bahkan per Agustus 2020 jumlahnya sudah mencapai 306.688 kasus sehingga berdampak langsung terhadap anak-anak dari keluarga yang bercerai, khususnya pada anak dari Suku Rote Thie di Desa Tanah Merah Kabupaten Kupang. Pada tahun 2019 angka perceraian di Kabupaten Kupang masih tinggi dengan jumlah 92 kasus. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, validitas data diuji mengggunakan teknik triangulasi dan teknik analisis data model interaktif dari Miles dan Huberman (1992). Hasil temuan diketahui bahwa bahwa dampak perceraian orangtua dari keluarga suku Rote Thie terhadap anak di Desa Tanah Merah Kabupaten Kupang dari sisi hukum terkait dengan status hubungan suami-istri, dampak sosiologis menyangkut interaksi sosial dengan orangtua dan penerimaan keluarga besar dari kedua belah pihak terhadap mereka, serta jarak sosial dalam interkasi sosial dengan masyarakat dan komunitas sosial, dampak ekonomi dimana kebutuhannya relatif tidak terpenuhi dan dampak psikologis dimana anak-anak korban perceraian keluarga Suku Rote Thie di Desa Tanah Merah cenderung mengalami perasaan tidak menentu karena anak-anak ini hidup dalam pergunjingan masyarakat sekitar. Abstract

ABSTRACTIntroduction: Oral health service quality has been severely impacted by the COVID-19 pandemic, including in Kupang, one of the cities in the east part of Indonesia. Like in other cities, community health centers (Puskesmas) are the frontline to provide dental healthcare, including avoiding the spread of COVID-19. The objective of this study therefore is to analyze the correlation between oral health service quality  (patient safety, effectiveness, patient centeredness, waiting time, efficiency, and equity) and patients’ satisfaction during COVID-19 pandemic. Methods: Cross sectional design was used to investigate the correlation of oral health services quality and patients’ satisfaction. Structured questionnaire was used to measure patients’ satisfaction. The number of samples involved in this study were fifty people. This study employed a non-probability sampling technique known as incidental sampling. The results of this research were obtained using multivariate multiple logistic regression analysis. Results:  Patients involved in this study consist of women (60%), teenager (50%), adult (40%), educational background is senior high school (56%), junior high school (20%), employment statuses are farmer (30%) and student (28%), monthly average income is < 2 million rupiahs (and government insurance user accounting for 70%). Based on statistical analysis, there is a significant relationship between oral health service quality and patients’ satisfaction (p = 0,002). Conclusion: Patients are satisfied with oral health service quality in Kupang city during COVID-19 pandemic particularly on an equity aspect.Keywords: oral health service quality, patient satisfaction, community health center, COVID-19 pandemic

Abstract

The border communities of Indonesia and Timor Leste present intriguing social and cultural phenomena. The social relations between these border communities in both countries remain strong due to kinship ties and historical proximity, despite being separated by national administrative boundaries. The aim of this study is to analyze the cross-cultural communication patterns of the Indonesia-Timor Leste border communities through Facebook social media and to explore the meanings attached to digital interactions on social media by these communities. This qualitative research adopts an interpretive paradigm, employing a media ethnography methodology. Data collection was carried out through observations and in-depth interviews with community members, including youth, women, and community leaders. The findings indicate that social media has brought about a transformation in cross-cultural communication within the border communities, where Facebook has "replaced" conventional communication that previously relied on physical visits for socio-cultural activities between the Indonesia-Timor Leste border populations. The border communities also perceive the use of Facebook as a space to strengthen kinship, preserve cultural identity, and support local border economic activities. However, this study also identifies negative impacts of Facebook use, such as disputes arising from misinterpretations in digital communication, which are often resolved through culturally-based conflict resolution mechanisms. Overall, this research demonstrates that social media not only functions as a communication tool but also as a cultural space in which the Indonesia-Timor Leste border communities maintain their connectivity, identity, and solidarity. ABSTRAK Masyarakat perbatasan Indonesia dan Timor Leste menyimpan fenomena sosial dan budaya yang menarik. Relasi sosial masyarakat perbatasan di kedua negara ini tetap terjalin erat karena adanya ikatan kekerabatan dan kedekatan historis, meskipun terpisah oleh batas administratif negara. Tujuan dari penelitian ini adalah menganalisis pola komunikasi antarbudaya masyarakat perbatasan Indonesia–Timor Leste melalui media sosial Facebook dan mengeksplorasi makna yang dilekatkan masyarakat perbatasan terhadap interaksi digital di media sosial. Penelitian kualitatif ini menggunakan paradigma interpretatif, dengan metode etnografi media. Teknik pengumpulan data dilakukan melalui observasi, dan wawancara mendalam dengan masyarakat, termasuk pemuda, perempuan, dan tokoh masyarakat. Temuan penelitian menunjukkan bahwa media sosial telah membawa transformasi dalam komunikasi antarbudaya pada masyarakat perbatasan di mana Facebook “menggantikan” komunikasi konvensional yang mengandalkan kunjungan fisik untuk aktifitas sosial budaya di kalangan masyarakat perbatasan Indonesia-Timor Leste. Masyarakat perbatasan juga memaknai penggunaan Facebook sebagai ruang untuk memperkuat kekerabatan, mempertahankan identitas budaya, dan mendukung kegiatan ekonomi lokal perbatasan. Namun, penelitian ini juga menemukan dampak negatif dari penggunaan Facebook berupa perselisihan akibat salah tafsir dalam komunikasi digital, yang kerap diselesaikan melalui mekanisme penyelesaian konflik berbasis budaya. Secara keseluruhan, penelitian ini menunjukkan bahwa media sosial tidak hanya berfungsi sebagai alat komunikasi, tetapi juga sebagai ruang budaya di mana masyarakat perbatasan Indonesia-Timor Leste mempertahankan keterhubungan, identitas, dan solidaritas mereka.

Abstract

This study aims to examine and interpret the meanings and values embedded in jujur marriage as practiced by the Wewewa community. Employing a qualitative ethnographic approach, data were collected through participant observation, in-depth interviews, and focus group discussions involving seven key informants selected purposively based on their cultural knowledge and social roles. Data were analyzed through stages of reduction, categorization, interpretation, and verification. The findings reveal that jujur marriage embodies three interrelated meanings: symbolic meaning, which reflects social status and respect for women; relational meaning, which strengthens kinship ties and social alliances; and spiritual-cultural meaning, which emphasizes the role of ancestors in sanctifying marriage. Furthermore, this tradition is underpinned by core values of responsibility, political legitimacy, cultural identity, familial solidarity, and religiosity. In conclusion, jujur marriage functions as an integrated cultural system that regulates marital relations while simultaneously reproducing indigenous values across generations, thereby sustaining the social structure and cultural identity of the Wewewa people in a changing social context.

Abstract

ABSTRACT The Boti Dalam indigenous community in South Central Timor Regency, East Nusa Tenggara Province, continues to uphold the traditional Halaika belief system, which positions the Usif (king) Boti as both the spiritual leader and the guardian of social order. The study aims to explore the forms and meanings of the Usif Boti’s transcendental communication within Halaika rituals and to examine its contribution to maintaining social order and community harmony. The research adopts a constructivist paradigm with an ethnographic approach, and the data were collected through participant observation and in-depth interviews with the Boti King, community leaders, and members of the Boti Dalam community. The findings show that the Usif Boti’s transcendental communication is expressed through prayers and decrees addressed to Uis Neno (the sky deity) and Uis Pah (the earth deity) across various stages of life, particularly within the agricultural cycle. This form of communication is regarded as a sacred invocation that carries spiritual and moral legitimacy, and is therefore followed by all members of the Boti Dalam community. Through rituals such as onen (prayer), including the ninth-day observance (neon leuf) and the harvest thanksgiving (poi pah), the Usif Boti’s transcendental communication functions as a symbolic force that unites the community, sustains social order, and reinforces the value of fraternal love (lais manekat). The study concludes that the transcendental communication of the Usif Boti plays a central role as a symbolic instrument that supports social and economic harmony and order within the Boti Dalam community. ABSTRAK Masyarakat adat Boti Dalam di Kabupaten Timor Tengah Selatan, Provinsi Nusa Tenggara Timur, masih mempertahankan sistem kepercayaan tradisional Halaika yang menempatkan Usif (raja) Boti sebagai pemimpin spiritual sekaligus penjaga keteraturan sosial. Tujuan penelitian antara lain mengeksplorasi bentuk dan pemaknaan komunikasi transendental Usif Boti dalam ritual Halaika, serta menelaah kontribusinya dalam membangun keteraturan sosial dan harmoni komunitas. Paradigma penelitian yang digunakan adalah konstruktivistik dengan pendekatan etnografi, dan data dihimpun melalui observasi partisipan serta wawancara mendalam dengan Raja Boti, tokoh masyarakat, serta warga Boti Dalam. Hasil kajian menunjukkan bahwa komunikasi transendental Usif Boti terwujud melalui doa dan titah yang dipersembahkan kepada Uis Neno (dewa langit) dan Uis Pah (dewa bumi) dalam berbagai tahapan kehidupan, khususnya dalam siklus pertanian. Komunikasi transendental Usif Boti dikonstruksi sebagai doa sakral yang mengandung legitimasi spiritual dan moral, sehingga ditaati oleh seluruh warga masyarakat Boti Dalam. Melalui ritual seperti onen (sembahyang) baik pada momentum hari kesembilan (neon leuf), maupun syukuran panen (poi pah), komunikasi transendental Usif Boti berfungsi sebagai simbol yang mengikat komunitas, menjaga keteraturan sosial, serta meneguhkan nilai kasih persaudaraan (lais manekat). Penelitian ini menyimpulkan bahwa komunikasi transendental Usif Boti memiliki peran sentral sebagai instrumen simbolik yang dapat menopang harmoni dan keteraturan sosial dan ekonomi dalam masyarakat Boti Dalam.

Abstract

Background Bureaucratic reform in Indonesia positions the merit system as a fundamental principle in the management of the State Civil Apparatus (ASN) in order to achieve a professional, neutral, and service-oriented bureaucracy. However, its implementation at the local level continues to face substantial challenges, particularly due to political intervention and relational bias. This study aims to examine the distortion of the merit system in civil servant transfers in Timor Tengah Selatan Regency, East Nusa Tenggara Province, and to identify the dominant forms of relational bias and their implications for bureaucratic performance and public service delivery. Methods This study adopts a qualitative approach using a case study design. Six informants were purposively selected, comprising civil servants who had experienced job transfers as well as individuals with in-depth knowledge of local bureaucratic and political dynamics. Data were collected through in-depth interviews, non-participant observation, and document analysis, and were analyzed using data reduction, data display, and conclusion-drawing techniques supported by triangulation. Results The findings reveal that civil servant transfers in Timor Tengah Selatan Regency are not fully based on considerations of competence and performance, but are strongly influenced by post-election political interests, personal proximity, kinship ties, and patronage. The role of the Position and Rank Consideration Board (Baperjakat) tends to be largely administrative and has not functioned effectively as an objective decision-making mechanism. Non-merit-based transfers have adversely affected civil servant motivation, weakened professional work culture, and potentially diminished the quality of public services. Conclusions This study concludes that the failure to implement the merit system is not merely attributable to regulatory weaknesses, but primarily to the lack of political will to uphold civil servant neutrality and professionalism. Accordingly, strengthening oversight mechanisms, enforcing strict sanctions, and transforming local political culture are essential to ensure the effective implementation of bureaucratic reform at the regional level.
