Abstract

Abstract Rural tourism is an alternative tourist destination because of its attractive potential, so that many rural areas are visited. Community service carried out by the community service team for the Master of Public Administration study program, Fisip Undana, aims to provide education to the community related to the development of rural tourism through collaboration. Based on the results of a situation analysis of the existence of collaboration in developing destinations in the Buraen sub-district, the problems encountered are; (a) still weak participatory planning in the development of tourist destinations; (b) Tourism destination infrastructure development policies have not been carried out systematically and continuously; (c) the pattern of collaboration is still limited to cooperation between governments, other sectors namely the private sector and the community have not been involved. The solution offered from partner problems is to carry out a community service activity through the form of education. The activities carried out are socializing and providing knowledge to the audience about; (a) the importance of participatory-based planning in the development of rural tourism destinations; (b) incremental policies in the development of rural tourism destinations; (c) collaborative development of rural tourism destinations. While the PkM program assessment method is through program evaluation and outcome evaluation. Based on the results of PkM activities, it is known that all participants understand the socialization material about; (a) participatory-based planning in the development of tourist destinations; (b) incremental policies in the development of tourist destinations; (c) collaborative development of rural tourism destinations. It is recommended that collaborative development of tourist destinations is not just an idea but should be implemented and also involve the community so that they can benefit from rural tourism activities. Collaboration Abstrak Pariwisata pedesaan merupakan salah satu alternatif destinasi wisata karena potensi daya tariknya, sehingga wilayah pedesaan banyak dikunjungi. Pengabdian kepada masyarakat yang dilakukan oleh tim PPM Prodi Magister Administrasi Publik Fisip Undana bertujuan memberikan Pendidikan kepada masyarakat berkaitan dengan pengembangan pariwisata pedesaan melalui kolaborasi antar berbagai pihak di kelurahan Buraen kecamatan Amarasi Selatan kabupaten Kupang. Berdasarkan hasil analisis situasi terhadap kolaborasi dalam pengembangan destinasi di kelurahan Buraen, masalah yang dihadapi adalah; (a) masih lemahnya perencanaan partisipatif dalam pengembangan destinasi wisata; (b) Kebijakan pengembangan infrastruktur destinasi wisata belum dilakukan secara sistimatis dan berkesinambungan; (c) pola kolaborasi masih terbatas pada kerjasama antar pemerintah, sektor lain yaitu swasta dan masyarakat belum dilibatkan. Solusi yang ditawarkan dari permasalahan mitra adalah dilakukan suatu kegiatan pengabdian masyarakat melalui bentuk Pendidikan. Bentuk kegiatan yang dilakukan adalah mensosialisasikan dan memberikan pengetahuan kepada audien tentang; (a) pentingnya perencanaan berbasis partisipatif dalam pengembangan destinasi wisata pedesaan; (b) kebijakan inkremental dalam pengembangan destinasi wisata pedesaan; (c) kolaborasi pengembangan destinasi wisata pedesaan. Sedangkan metode penilain program PKM adalah melalui evaluasi program dan evaluasi hasil. Hasil sosialisasi adalah seluruh peserta memahami tentang; (a) perencanaan berbasis partisipatif dalam pengembangan destinasi wisata; (b) kebijakan inkremental dalam pengembangan destinasi wisata; (c) kolaborasi pengembangan destinasi wisata pedesaan. Direkomendasikan agar kolaborasi pengembangan destinasi wisata tidak hanya merupakan suatu ide belaka tetapi seharusnya diimplementasikan dan juga melibatkan masyarakat agar mereka mendapat manfaat dalam kegiatan pariwisata pedesaan. Abstract

The purpose of effective transfers and promotions leads to increasing the effectiveness of local government organizations, but the good intentions of the regional leadership of Malacca Regency, in this case the Regent as PPK, to manage the performance of civil servants within the Malacca Regency Government, received criticism from several parties who stated that the transfer carried out violated procedures. not in accordance with the terms and conditions of KKN. This research is a qualitative research with primary and secondary data types collected through interviews, documentation and observation and then the data that has been collected is analyzed using data analysis techniques from Miles & Huberman (1992:16) consisting of three streams of activities that occur simultaneously, namely : data reduction, data presentation, conclusion/verification. Study's result found that the dynamics of mutation and promotion of structural positions of civil servants in Malacca Regency in terms of mutations were not effective because they were carried out as a form of sanction as a result of not supporting the elected Regent and Deputy Regent to win the 2020 Malacca Regional Election while promotions for PNS positions were carried out because there was a mechanism remuneration because the civil servants who will be promoted are the success team to win the elected regent in the 2020 Malacca regional elections, while the inhibiting factors for the effectiveness of the transfer and promotion of structural positions of civil servants in Malacca Regency are due to the patron client relationship and the promise of position compensation.

Abstract

In an effort to change the pattern of serving the public, the National Land Agency, especially in the Kupang City Land Agency, has been providing computer-based services since 1997. Land Office Computerization (KKP) or Land Office Computerization (LOC) creates orderly land administration, improving the quality of land information. Case studies in the field, the informants in this study are employees who work in the Head of General Affairs and Personnel Affairs, Head of Land Measurement and Mapping Sub-section, Plan and Budget Compilation Officer, and Land Infrastructure Officer. Next, the researcher will carry out the stages of data collection according to Creswell as qualitative observation, qualitative interviews, qualitative documents search and qualitative audio and visual material and visual materials). The implementation model that researchers will use is the George Edward model to analyze the process of implementing the National Land Information and Management System (SIMTANAS) policy at the Kupang City Land Agency. On the side, the disposition found that SIMTANAS has only been running in its implementation in the survey, measurement and mapping sections. From the side of human resources, the budget has been fulfilled.

Abstract

Stunting dapat terjadi karena tidak pahamnya perempuan akan pentingnya menjaga kesehatan. Perempuan yang memiliki pemahaman yang baik akan kesehatan diri khusunya pada usia subur, memiliki resiko kecil untuk melahirkan bayi stunting. PKM Strategi Perempuan Usia Subur Dalam Pencegahan Stunting di Kota Kupang, akan mencoba mengenalkan kepada perempuan usia subur pentingnya kesehatan diri demi pencegahan stunting. Tahapan dalam melakukan PKM ini ada dengan sosialisasi, pengukuran kondisi kesehatan perempuan usia subur serta pembagian tablet tambah darah atau vitamin. Pada proses pelaksanaan kegiatan ditemukan sebagian besar peserta mengalami kondisi dimana berpotensi untuk melahirkan bayi stunting. Sehingga sebagai strategi yang diberikan oleh tim pengabdian adalah dengan pemberian tablet tambah darah sebagai langkah untuk mencegah stunting.

Abstract

Abstrak: Policy paper merupakan alat penting dalam advokasi kebijakan publik, memberikan rekomendasi berbasis bukti secara ringkas untuk pembuat kebijakan. Namun, keterbatasan pengetahuan dan keterampilan dalam penulisan policy paper di kalangan peneliti Litbang Kabupaten Alor menjadi hambatan dalam mendukung pengambilan kebijakan yang efektif. Program Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk meningkatkan pemahaman dan keterampilan 30 staf Litbang melalui pelatihan yang mencakup ceramah, diskusi interaktif, dan simulasi. Peserta memperoleh hardskill, seperti teknik penulisan policy paper yang mencakup analisis masalah, formulasi opsi kebijakan, dan penyusunan rekomendasi berbasis bukti, serta softskill, seperti kemampuan berpikir kritis, komunikasi kolaboratif, dan pengambilan keputusan strategis. Hasil evaluasi menunjukkan peningkatan rata-rata skor peserta dari 48% pada pre-test menjadi 82% pada post-test, mencerminkan keberhasilan pendekatan partisipatif dalam pelatihan. Selain itu, lebih dari 75% peserta aktif terlibat dalam diskusi dan simulasi praktik, yang memperkuat keterampilan teknis dan kolaborasi mereka. Program ini menegaskan pentingnya pelatihan berkelanjutan dan pendampingan untuk menghasilkan policy paper yang inovatif dan strategis guna mendukung tata kelola pemerintahan yang efektif. Abstract: Policy papers are essential tools in public policy advocacy, providing concise, evidence-based recommendations for policymakers. However, limited knowledge and skills in policy paper writing among researchers at Litbang Kabupaten Alor have hindered effective policy decision-making. This Community Service Program (PkM) aimed to enhance the understanding and skills of 30 Litbang staff through training sessions comprising lectures, interactive discussions, and simulations. Participants acquired hard skills, such as policy paper writing techniques involving problem analysis, formulation of policy options, evidence-based recommendations, and soft skills, including critical thinking, collaborative communication, and strategic decision-making. Evaluation results indicated a significant improvement in participants' scores, from an average of 48% in the pre-test to 82% in the post-test, reflecting the success of the participatory approach employed during the training. Additionally, more than 75% of participants actively engaged in discussions and practical simulations, further strengthening their technical and collaborative skills. This program underscores the importance of continuous training and mentoring to produce innovative and strategic policy papers that support effective governance.

Abstract

Abstrak: Bencana alam belum bisa diduga secara ilmiah. Mengingat masih sangat rendahnya pengetahuan dan kemampuan masyarakat dalam menghadapi kebencanaan maka perlu diadakan PkM untuk melakukan pendampingan dan pelatihan mitigasi bencana kepada masyarakat. Solusi yang ditwarkan kepada 30 orang mitra adalah dengan melakukan pemetaan daerah/wilayah yang berpotensi bencana serta melatih bagaimana melakukan mitigasi bencana berdasarkan jenis bencana yang terjadi. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% merespon dengan positif adanya kegiatan ini meskipun dengan tingkat partisipasi yang hanya 20%. Serta 60% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Natural disasters cannot be predicted scientifically. Considering that the community's knowledge and ability to deal with disasters is still very low, it is necessary to hold a PkM to provide disaster mitigation assistance and training to the community. The solution offered to 30 partners is to map areas/regions that have the potential for disasters and train them on how to carry out disaster mitigation based on the type of disaster that occurs. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the result that 20% responded positively to this activity even though the participation rate was only 20%. And 60% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.

Abstract

The mangrove forest at Litianak Beach, Holulai Village, Loaholu Subdistrict, Rote Ndao Regency, is a coastal ecosystem with high ecological and economic value. However, this area faces various challenges, including land conversion, overexploitation, and low community awareness of the importance of mangrove ecosystem conservation. This study aims to analyze the role of local institutions in the management of mangrove forest natural resources using a qualitative approach through field research methods. The research focuses on four key institutional aspects: context, structure, behavior, and performance.The findings indicate that mangrove management in Litianak Beach involves synergy between the village government, Village-Owned Enterprises (BUMDes), the Welaleo customary group, and the local community. This institutional structure has proven effective in raising public awareness and reducing illegal logging activities through customary regulations such as Papadak. However, challenges such as economic pressures, tourist waste, and uncertain access to mangrove resources remain obstacles that need to be addressed. The performance of the management shows positive results, marked by increasing community participation in conservation efforts and the development of sustainable mangrove resource utilization.This study highlights the importance of a participatory and culturally rooted local institutional approach in sustaining the mangrove ecosystem while improving the welfare of coastal communities. Strengthening institutional capacity and providing intensive environmental education are essential to ensure more effective and sustainable mangrove management in the future.

Abstract

This study aims to analyze the effectiveness of the implementation of personal Taxpayer Identification Number (NPWP) registration services through the E-Registration system at the Kupang City Pratama Tax Service Office. Along with the development of information and communication technology, the Directorate General of Taxes has implemented the E-Registration system as a form of modernization of tax administration. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observations, and documentation. The results of the study indicate that the E-Registration system provides convenience and efficiency, but is not yet fully optimal because there are still obstacles to technical understanding from the community and uneven infrastructure. This study shows that the use of technology in public services is positively related to increased taxpayer compliance and satisfaction.

Abstract

Penelitian ini bertujuan untuk mengkaji Kinerja Ombudsman RI Perwakilan Nusa Tenggara Timur dalam menangani pengaduan masyarakat di Kota Kupang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data melalui wawancara, juga melalui observasi dan dokumentasi. Jenis dan sumber data yang diperoleh adalah data primer dan data sekunder. Teknik analisis data yang digunakan dalam penelitian ini adalah: reduksi data, penyajian data dan penarikan kesimpulan.  Teori yang digunakan dalam penelitian ini menggunakan teori pengukuran kinerja menurut Agus Dwiyanto (2006) yang meliputi : Produktivitas, Responsivitas, Responsibilitas, Akuntabilitas dan Kualitas Layanan. Hasil penelitian menunjukkan bahwa dalam hal produktivitas belum sepenuhnya Optimal karena adanya variasi waktu dalam penanganan pengaduan dan capaian dari upaya-upaya yang dilakukan oleh Ombudsman yakni pengawasan dan sosialisasi di tingkat pemerintahan dan masyarakat belum dikatakan berhasil karena masih ada masyarakat yang belum mengetahui keberedaan Ombudsman sehingga Ombudsman belum bisa menjangkau seluruh masyarakat khususnya Kota Kupang, untuk responsivitas Ombudsman berupaya dengan baik untuk mendekatkakan diri dengan masyarakat dengan pengembangan program yang sedang dijalankan. Responsibilitas menunjukkan Ombudsman melaksanakan tugas dan fungsi sesuai undang-undang Ombudsman. Namun dalam proses pemberian layanan sesuai SOP masih mengalami kendala dalam penyesuaian di tingkat pusat dan daerah, akuntabilitas menunjukkan Ombudsman dapat mempertanggungjawabkan kinerjanya dalam laporan tahunan, Kualitas layanan dinilai sudah cukup baik oleh masyarakat dalam hal pemberian layanan dan hasil akhir yang memuaskan. Temuan ini menggarisbawahi Ombudsman RI Perwakilan Nusa Tenggara Timur dalam melakukan evaluasi dan peningkatan Kinerja yang lebih baik.

Abstract

This study investigates the implementation of the Family Hope Program (PKH) in East Flores Regency, which, despite over a decade of execution, has not yielded significant improvements in poverty reduction, behavioral change, or independence among beneficiary families. The research aims to evaluate the program’s effectiveness across key indicators, including targeting accuracy, service productivity, administrative performance, and resource utilization. Using a qualitative policy evaluation approach, the study collects both primary and secondary data through interviews, observations, and document analysis involving 96 informants. Data were analyzed using Creswell’s spiral analysis technique and assessed via the Discrepancy Evaluation Model. Findings indicate numerous challenges: delayed and misallocated aid, inadequate coordination, insufficient equipment, and irregular monitoring. While PKH has helped reduce short-term financial burdens, it has not yet achieved long-term goals such as empowering recipients or reducing poverty cycles. The study recommends enhancing data accuracy, decentralizing fund distribution, and improving infrastructure and stakeholder coordination. These findings contribute to policy refinements that can increase the relevance, efficiency, and impact of PKH, especially in remote and underserved regions like East Flores.
