Abstract

Disputes or problems that arise in human life often require resolution to maintain peace and social harmony. One of the ways of resolving disputes that is still applied in the people of Belu Regency is through Hakohik customary law, which is a tradition of fighting or struggle between two opposing parties. This customary law is used to resolve disputes, both criminal ones, such as insults or slander, as well as non-criminal disputes, such as land disputes or infidelity. In dispute resolution using Hakohik, both parties involved traditional elders to decide the case customarily, by involving certain rituals and procedures that have a deterrent effect. This process aims to restore the honor and dignity of those who feel aggrieved, as well as to maintain solidarity and peace in indigenous communities. Although this method has existed for hundreds of years, Hakohik is still accepted and used as a dispute resolution system that is considered effective by the Tetun people in Belu Regency. Through this research, it is hoped that it can provide a deeper understanding of the role and mechanism of Hakohik customary law in the indigenous people of Belu Regency, as well as its relevance in dispute resolution in the modern era

Abstract

Disaster prevention and management in the Ngada Regency area requires a comprehensive and coordinated approach to reduce the risks and impacts caused. Ngada Regency, located in East Nusa Tenggara Province, has its vulnerability to natural disasters such as floods, landslides, and forest fires. Prevention efforts involve increasing public awareness through disaster mitigation education and training, as well as building disaster-resilient infrastructure. In addition, coordination between local governments, disaster management agencies, and communities is essential to create an effective early warning system and clear evacuation procedures. Disaster management in Ngada Regency requires preparedness, adequate resource organization, and rapid response in emergency situations. This study aims to identify effective disaster prevention and management strategies and assess the role of the community and the government in disaster management in this region. The results of the study are expected to provide recommendations for policy makers to strengthen regional capacity and resilience to natural disasters.

Abstract

This study examines the role of the code of ethics in building a reputable profession and enhancing public trust. Through literature review, field observation, and interviews with experts and practitioners, it was found that the code of ethics is an important moral foundation in maintaining the integrity and professionalism of professional members. Strict enforcement of the code of ethics helps increase public trust and preserve professional dignity. This study also identifies challenges in the implementation of the code of ethics, such as low ethical awareness and weak ethical enforcement. Recommendations include increased socialization, development of an adaptive code of ethics, and strict enforcement of ethics.

Abstract

Tindak pidana penggelapan, diatur dalam KUHP Pasal 372 – Pasal 377, sering terjadi di berbagai lapisan masyarakat. Kejahatan ini muncul dari kepercayaan yang hilang akibat lemahnya kejujuran. Studi ini fokus pada kasus M, seorang sales elektronik yang menggunakan jabatannya untuk menggelapkan uang perusahaan tanpa seizin pemilik. Tujuan penelitian adalah memahami dasar diperberatnya pidana penggelapan, khususnya terkait Pasal 374 KUHP, dan menganalisis alasan hakim menjatuhkan putusan pidana bersyarat. Hasil penelitian menunjukkan dasar pemberatan pidana termasuk hubungan pekerjaan, jabatan, dan upah uang. Unsur subyektif dan obyektif menekankan peran manusia dalam delik pidana. Putusan bersyarat diberikan agar terdakwa tidak mengulangi tindak pidana, dengan harapan rehabilitasi bagi pelaku tingkat pemula. Pemidanaan bersyarat dianggap penting dalam pencegahan kejahatan, perlindungan masyarakat, dan pengimbangan hukuman. Pengawasan hakim terhadap pelaku yang mendapat hukuman percobaan selama 10 bulan diharapkan memastikan pelaksanaan pidana bersyarat yang bermanfaat bagi terpidana dan masyarakat umum.

Abstract

Domestic violence remains a problem affecting communities in Indonesia, including the community of Nian Village, TTU Regency, NTT Province. Therefore, it is necessary to conduct outreach activities on the PKDRT Law in order to raise public awareness of the PKDRT Law, including the negative impacts of domestic violence. In addition, this activity also aims to improve optimal protection for the community of Nian Village. The method used in this activity is outreach through discussion and question and answer sessions. This activity was held in Nian Village on 10-13 September 2025. The socialisation was carried out in stages in four hamlets, namely Hamlets A, B, C, and D, and was attended by the community, the Head of Nian Village, and village officials. During the activity, the speakers provided education on the PKDRT Law, specifically on the elements of domestic violence, types of domestic violence, criminal penalties for perpetrators of domestic violence, contributing factors, adverse effects, prevention efforts, protection and recovery efforts for victims as regulated in the PKDRT Law, as well as the role of the village government and the community in preventing and handling domestic violence. This was followed by a discussion and question and answer session. Through this activity, the community gained legal awareness to distinguish between behaviours that are considered violence and those that are not. Additionally, through this activity, the community learned about the criminal penalties for perpetrators of domestic violence and the adverse effects of domestic violence. Furthermore, this activity also contributed to optimising joint supervision between the village government and the community to be more sensitive and responsive to the surrounding environment.
