Abstract

This study aims to provide an in-depth overview of the implementation of the E_BMD system in the Kendari City Agriculture Service using qualitative descriptive methods. The results of the study indicate that the implementation of the E-BMD system significantly increases efficiency in the management of Regional Property (BMD). Starting from identification to asset disposal. This system facilitates real-time asset recording, increases accuracy, and transparency and facilitates a more transparent and accountable asset procurement process. Although there are obstacles to employee understanding of technology, E-BMD also allows automatic maintenance scheduling, although limited human resources and budget constrain its implementation. In asset disposal, this system helps accelerate the process of eliminating unusable assets, although employee training still needs to be improved. Overall, E-BMD has great potential to increase efficiency, transparency and accountability in regional asset management. However, optimization requires increased human resource competency and improved coordination between agencies. Recommendations include ongoing training for employees and increased budget allocation to support the operation and maintenance of the system on an ongoing basis. These findings indicate that with the right steps, E-BMD can be optimized to support more effective and efficient asset management in the future.

Abstract

This study analyses the quality of public administration services in population administration in Bou Village, Lambandia District, East Kolaka Regency. Using a descriptive qualitative approach, this research aims to explore the factors influencing the quality of public services in the village, with a particular focus on essential administrative processes for residents. Data were collected through direct interviews and observations involving six informants, including village officials and community members. The results indicate that Desa Bou has made efforts to improve public service quality but faces several challenges. The Tangibles dimension lacks adequate facilities, such as breastfeeding rooms and disability-friendly services. Reliability is hindered by the absence of clear SOPs, leading to procedural inconsistencies. Responsiveness and Courtesy are rated positively, as village officials are attentive and friendly. However, issues remain in Competence, with limited training for staff affecting service efficiency.

Abstract

This study aims to analyze the leadership style of the Rahandouna Village Head in supporting the improvement of employee performance at the Rahandouna Village Office, Poasia District, Kendari City. The focus of the research is directed at four leadership indicators, namely as innovators, communicators, motivators, and controllers. The research method used is qualitative with data collection techniques through observation, in-depth interviews, and documentation. The results of the study show that the role of the Rahandouna Village Head as an innovator is not optimal. The lack of new ideas and innovations hinders improving creativity and work efficiency. On the contrary, as a communicator, the village head shows good communication skills, creating a harmonious and conducive working atmosphere. In the motivator aspect, the village head consistently encourages, and guidance, and emphasizes the importance of discipline, which supports the improvement of employee morale. However, in its role as a controller, the village head has not been effective, characterized by low supervision of employee performance and attendance, which harms work discipline.
