Abstract

Folklore is an important source of regional cultural information as well as a cultural archive storing various data and information on regional culture. This study aims to analyze and to describe the functions and values ​​contained in the folklore of Tolaki Mekongga ethnic group in Wundulako District. This study uses a qualitative method. This research was conducted in Wundulako District, Kolaka Regency. Data collection was carried out through in-depth interviews, and document and literature study. The data analysis is carried out by transcription and translation procedures or stages, followed by heuristic and hermeneutic reading, and then ended by identifying the part (variant) of the story having a socio-cultural function and a variant of the story containing cultural values ​​with appropriate interpretation. Based on the results of the research, in the folklore Bende (Benteng) and Pokae (the name of the spring) there are social functions and cultural values. The social functions contained in these stories are: as a media for delivering information, as a means of preserving the language / dialect of the Mekongga area, as a means of preserving Tolaki Mekongga culture, as a means of legitimizing power, and as a source of local history. Meanwhile, these cultural values ​​consist of three values: religious, social, and moral values.

Abstract

Application Integration Services of Kendari (LAIKA) is an e-government application that supports the performance of public services based on technology. This program has been operated in several offices in the city of Kendari. This study provides a general description of the quality of public services in the Kandai village sub –district office where has used the application system. Conducted in a descriptive qualitative manner. Data collection through observation, interviews, and document reviews. This study reveals that the quality of public services based on the LAIKA application has not been running well. The measurement of quality is based on three indicators, namely transparency, participation, and efficiency. In the aspect of transparency, there is no clarity of information related to public services. Meanwhile, in the aspect of public participation, it was found that community involvement was not optimal in utilizing this application. In reality, the hope of making public services accessible and easier has not yet been realized

Abstract

The research aims to analyze the effectiveness of public services through the application of the e-Government of the Investment Office and One Stop Integrated Licensing Service, East Kolaka Regency. The study is done using descriptive qualitative research, by taking 8 informants with related positions. The results of the study show that the DPMPTSP of East Kolaka Regency has been carrying out existing related regulations to provide public services and ensuring it follows service operational standards. The constraints of public service effectiveness and delivery process are caused by the lack of infrastructure and facilities due to the regional budget. The obstacles to the SICANTIK application are the lack of community capability in terms of technology and the constraint of the internet network. Optimizing e-government through public service standards according to the East Kolaka Regency regional regulation number 16 of 2018 is considered good because the service is carried out based on SOPs. However, there are still shortcomings in terms of personnel competence, communication infrastructure, community readiness, and limited capital.

Abstract

This research describes the implementation of the KLA policy in the Bende sub-district, Kadia sub-district, Kendari city. Describe the implementation of KLA policy in the Bende sub-district based on four factors in implementing public policy. The research method used is a qualitative descriptive research method with data collection through interviews, observation, and documentation. The results of the data collection will be presented descriptively. The results of research conducted were based on 4 factors that influence KLA policy, including: 1) KLA policy outreach and campaign activities in Bende sub-district are still not carried out so that many people still don't know about KLA policy due to the Covid-19 outbreak which also hit Kendari City so that the budget socialization activities and KLA policy campaigns in the Bende sub-district were diverted; 2) None of the GT KLA members of Bende subdistrict have trained on children's rights, although GT KLA members of Bende subdistrict have shown a fairly high level of concern for educating children's rights, but GT KLA members must know and understand the substance of KLA policies; 3) GT KLA members and the Bende sub-district community show an attitude that supports KLA policies, making it easier to implement KLA policies; 4) The institutional structure of GT KLA, Bede sub-district is quite good because it is filled with capable personnel and resources who have qualifications that are appropriate to the fields involving children's rights. These fields have the duties and functions to prepare and carry out activities in the context of implementing KLA policies in the Bende sub-district. The conclusion of the results of this study is that the implementation of the KLA policy in the Bede village is still not optimal. Suggestions that can be given are the need for outreach and campaign activities for the community and child rights training for GT KLA members in the Bende sub-district. Apart from that, facilities supporting the implementation of KLA policies also need to be improved, one of which can be through social responsibility, private parties such as the business world and mass media as well as strengthening the GT KLA institution through SOP indicators or standards for implementing KLA policies in the Bende sub-district.
