Abstract

This research aims to determine the factors that cause cockfighting gambling crimes to occur in the Bastem Police jurisdiction and to determine efforts to overcome cockfighting gambling crimes that occur in North Basse Sangtempe District, Luwu Regency. This research was conducted in North Basse Sangtempe District, Luwu Regency by selecting the agency related to this case, namely in the jurisdiction of the Bastem Police. The data collection methods used were the Interview Method and Documentation Method, then the data obtained was analyzed descriptively qualitatively to reveal the expected results. The results of the research show that the factors that cause the crime of cockfighting gambling are habits or hobbies, environmental or cultural factors, economic factors, as well as weak religious education and law enforcement. Efforts to overcome the crime of cockfighting gambling are taken through preventive measures carried out by the police by providing legal education to the community and increasing supervision, then through repressive efforts by carrying out raids, arrests and conducting investigations.

Abstract

In this case, the criminal act of extortion is committed by someone who feels he has the ability or power based on courage and claims in an area/territory that he has full authority. Perpetrators of criminal acts of extortion in this case in the Luwu area are termed thugs. Thugs carry out extortion because they think that they are someone who is brave (rewa) so they claim a place as their territory and anyone who carries out or seeks a livelihood in that place, is obliged to pay fees which in statutory regulations are called regional levies. The actions of these thugs are illegal because they are carried out by means of extortion accompanied by threats, unpleasant actions towards the local community, and irresponsibility. The fees collected by thugs are called thug quotas. This research was conducted with the aim of finding out the factors that cause the crime of extortion to occur and law enforcement efforts to overcome this problem.

Abstract

This study aims to analyze the strategic role of Ad Hoc election bodies in the implementation of General Elections in Luwu Regency, as well as to identify the challenges encountered throughout the election process. The research adopts a normative-empirical legal method, employing statutory, historical, comparative, and conceptual approaches. Data were collected through the examination of primary and secondary legal materials, which were systematically analyzed to address legal issues and practical conditions in the field. The findings reveal that Ad Hoc election bodies play a crucial and decisive role in ensuring the success and credibility of electoral processes. However, their legal status and authority are not yet explicitly and comprehensively regulated under Law Number 7 of 2017 on General Elections. Furthermore, budget limitations significantly affect various aspects of election administration, including the training of election officers, the quality of logistical arrangements, and the integrity of vote casting and counting processes. Therefore, it is necessary to revise the existing law to reinforce the legal framework governing Ad Hoc election bodies and ensure adequate budget allocation to support an efficient, transparent, and accountable election process. Legal protections must also be strengthened to prevent any form of intervention or intimidation against Ad Hoc election bodies during all election stages.
