Abstract

Tlontoraja Village, Pasean District, Pamekasan Regency is one of the villages where the majority of the people are entrepreneurs in making products based on marine raw materials, such as petis, crackers, and rengginang. This type of entrepreneurship is classified as a micro and small enterprise (MSE). The free halal certification program for MSE products created by the government is not yet known to business actors in this village. Therefore, existing MSEs do not have halal certificates. The aim of this service activity was to socialize the halal certification program and provide assistance in its management. The method applied in the service is conducting outreach and discussions about halal certification, and then identifying MSEs who are willing to be accompanied in processing halal certificates. The result of the service that has been carried out is the socialization of the free halal certification program for MSEs delivered by the Halal Product Process (PPH) companion from the Agribusiness Study Program. Students have assisted in processing halal certification requirements, uploading documents to the halal website, and the MSEs accompanied have received halal certificates.

Abstract

Desa Tlontoraja Kecamatan Pasean Kabupaten Pamekasan memiliki potensi pertanian dengan jumlah petani sebanyak 5.076 jiwa. Pertanian tanaman pangan mendominasi usahatani di desa tersebut, khusunya usahatani jagung.  Produktivitas jagung lokal yang diusahakan oleh petani sekitar terbilang rendah. Disisi lain sudah terdapat inovasi benih jagung MH-3 yang merupakan hasil persilangan antara benih jagung lokal dengan jagung hibrida. Mahasiswa yang sedang melakukan kegiatan MBKM Magang Desa, melakukan kegiatan sosialisasi inovasi tersebut pada petani Desa Tlontoraja. Kegiatan dilakukan pada tanggal 7 November 2023 di Kantor Desa Tlontoraja, dengan narasumber dari staf PT. Agro Giri Raya yang juga merupakan staf di Prodi Agroekoteknologi Fakultas Pertanian Universitas Trunojoyo Madura. Sosialisasi dilakukan dengan tujuan untuk mengenalkan inovasi benih jagung Madura MH-3, mengajari petani teknis budidaya jagung MH-3, dan memberikan bantuan benih pada petani untuk dapat melakukan uji coba penanaman jagung MH-3. Kegiatan diikuti oleh 22 orang yang terdiri dari petani, ketua kelompok tani, BPP Kecamatan Pasean, dan Kepala Desa Tlontoraja beserta pamong / aparat desa. Rangkaian acara sosialisasi meliputi sambutan-sambutan, penyampaian materi sosialisasi, diskusi tentang jagung MH-3, dan pemberian bantuan benih jagung MH-3 yang dapat digunakan untuk uji coba.

Abstract

The fertilizer subsidy policy is a government program aimed at providing affordable fertilizer to enhance the productivity of domestic commodities, including corn. In 2022, there was a change in the fertilizer subsidy policy, specifically a reduction in the number of subsidized fertilizer types and commodities. This policy change caused farmers to bear higher production costs. In addition, the decline in corn productivity at the research site serves as an indicator of the ineffectiveness of the fertilizer subsidy policy implementation and a source of production inefficiency. This study aims to evaluate the effectiveness of the 2022 fertilizer subsidy policy implementation and analyze its impact on the technical efficiency of corn farming. The research was conducted in Kadur Subdistrict, Pamekasan Regency, East Java. The study employed a survey method involving 43 farmers who were selected using a purposive sampling technique. Data analysis was performed using a quantitative descriptive approach, incorporating effectiveness analysis and technical efficiency measurement through the Cobb–Douglas Stochastic Frontier production function. The findings indicate that the effectiveness of the 2022 fertilizer subsidy policy implementation falls within the “highly effective” category. Furthermore, improving the effectiveness of non-Farmer Card (non-Kartu Tani) usage and the distribution of subsidized fertilizers significantly enhances technical efficiency.
