Abstract

Perkembangan teknologi telah membawa perubahan pada sistem kerja pemerintah. Salah satu penggunaan teknologi yang diterapkan oleh pemerintah Kota Surabaya ialah e-health. Implementasi e-health di Puskesmas Kota Surabaya merupakan langkah strategis dalam meningkatkan efisiensi dan kualitas pelayanan kesehatan. E-health mengacu pada pemanfaatan teknologi informasi dan komunikasi untuk mendukung sistem pelayanan kesehatan, termasuk dalam pencatatan rekam medis elektronik, registrasi pasien, sistem antrian digital, hingga telemedicine. Penelitian ini bertujuan untuk menganalisis penerapan e-health di Puskesmas Kota Surabaya serta dampaknya terhadap pelayanan kesehatan. Tujuan penelitian ini adalah menganalisis penerapan layanan e-health pada pelayanan kesehatan Puskesmas Kota Surabaya. Metode pada penelitian ini mengunakan studi literature review. Aplikasi Publish on Perish digunakan pada pencarian Google Scholar. Pencarian jurnal atau artikel dari 2020-2024 (5 tahun terakhir) dengan menggunakan kata kunci “Implementasi Layanan E-Health Dalam Meningkatkan Kualitas Pelayanan Kesehatan Di Puskesmas Kota Surabaya”, “Analisis Efektivitas Dan Efisiensi Penerapan E-Health Dalam Pelayanan Kesehatan Di Puskesmas”, dan “E-Government Pada Layanan E-Health Pada Puskesmas”. Berdasarkan hasil tersebut peneliti menyimpulkan bahwa dengan adanya teknologi e-health yang diterapkan pemerintah Kota Surabaya di beberapa puskesmas dan rumah sakit dapat menjadi solusi dalam banyaknya antrian masyarakat, sehingga masyarakat dengan hanya menggunakan hp bisa mengakses tanpa harus antri, sehingga akses pelayanan dapat diakses dengan mudah serta menjadi efektif dan efisien.

Abstract

Primary health care is a very important first-level service in the health system, especially in remote and low-income areas. The development of digital technology has great potential to improve the effectiveness and efficiency of primary health care through integration in management strategies. This article is a literature study that aims to explore the role of technology in primary health care management strategies based on the results of recent research. Data were obtained from various national and international scientific journals between 2021 and 2025 through searches on databases such as Google Scholar, PubMed, Scopus, and ScienceDirect. The results of the analysis show that the use of technology such as electronic medical records, telemedicine, and mobile health applications can improve access, service quality, and managerial efficiency. However, challenges such as limited infrastructure, digital literacy, and human resource readiness are still major obstacles. This study recommends the need for contextual adaptive strategies to optimize the use of technology in primary health care, especially in developing countries like Indonesia.

Abstract

Early detection of cervical cancer through Visual Inspection of Acetic Acid (VIA) is an important strategy in reducing the incidence and mortality of cervical cancer in Indonesia. This study aims to describe the implementation of the VIA Test program at UPT Puskesmas Sei Mencirim and identify supporting factors and obstacles in increasing community participation through an advocacy approach. The study used a qualitative method with in-depth interviews with the Head of the VIA Test Program as a key informant. The results show that the program has been running for 12 years and is integrated in the Free Health Check (CKG) service, with IVA services every Wednesday at no cost for BPJS participants and local residents. Advocacy is conducted through collaboration with village heads and PKK mothers to increase participation, especially among women without clinical complaints. Constraints faced include social stigma and limited trained personnel. In conclusion, the implementation of the program is considered effective with the support of community-based advocacy, but needs to strengthen education and referral systems to increase screening coverage in a sustainable manner.
