Abstract

The high cost of higher education in Indonesia remains a major obstacle for students from low-income families to continue their studies at universities. This condition prompted the government to launch the Indonesia Smart College Card Program (Kartu Indonesia Pintar Kuliah or KIP-K) as an affirmative policy aimed at expanding equitable and inclusive access to higher education. The program is designed to reduce financial burdens by providing tuition waivers and living allowances for economically disadvantaged students with strong academic potential. Universitas Negeri Surabaya (UNESA) is one of the state universities with the highest number of KIP-K recipients in Indonesia, making it a relevant setting to examine the program’s effectiveness. This study aims to analyze the effectiveness of the KIP-K Program in fulfilling the educational needs of underprivileged students at UNESA and to identify its supporting and inhibiting factors. The study employs a descriptive qualitative approach, with data collected through in-depth interviews and observations involving four informants: two KIP-K recipients and two non-recipients. Data were analyzed using Miles and Huberman’s interactive model, which includes data reduction, data presentation, and conclusion drawing. The findings indicate that the KIP-K Program at UNESA is relatively effective based on Soetrisno’s (2016) five indicators of effectiveness: program comprehension, goal attainment, target accuracy, timeliness, and tangible change. The program has positively influenced students’ learning motivation, academic discipline, and financial independence. However, several challenges remain, including delayed fund disbursement, unequal dissemination of information, and insufficient monitoring of fund utilization. Strengthening the monitoring system, improving distribution mechanisms, and enhancing program outreach are recommended to ensure the program’s sustainability and to promote equitable access to higher education in Indonesia

Abstract

Abstract This study evaluates the policy implementation of the face recognition system at Surabaya Gubeng Station as a digital innovation in public service by PT Kereta Api Indonesia (Persero). Using a qualitative approach and the policy evaluation model by William N. Dunn, the study assesses six key indicators: effectiveness, efficiency, adequacy, responsiveness, accuracy, and equity. The findings indicate that the system is effective in accelerating the boarding process, reducing queues, and improving passenger convenience. Efficiency is achieved through reduced staff workload and automated identity verification. However, several challenges remain, including technical disruptions, data input errors, and low digital literacy among users. Personal data protection is also a concern as most users are not fully aware of how their biometric data is managed. Therefore an adaptive governance strategy is needed, involving infrastructure improvement, staff training, public education, and greater transparency in data policy. With these measures, the face recognition system can serve not only as a tool for technical efficiency but also as a form of inclusive and sustainable public service transformation.

Abstract

Community-Based Tourism (CBT) development aims to improve community welfare through active participation, equitable distribution of economic benefits, environmental and socio-cultural conservation, institutional strengthening, and destination sustainability. This study aims to analyze the implementation of CBT principles in the development of Sreseh Mangrove Tourism in Sampang Regency. The study employed a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation and were then analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings show that CBT principles have been implemented through community involvement in tourism management, the creation of economic opportunities, inter-institutional collaboration, mangrove conservation, and the preservation of local traditions and wisdom. However, implementation has not yet been optimal because community participation in decision-making remains limited, economic benefits have not been distributed evenly, institutional capacity needs to be strengthened, and challenges remain in accessibility, supporting facilities, promotion, tourism product development, and human resource capacity. Therefore, stronger collaboration among stakeholders, enhanced community capacity, and more inclusive destination management are required to support the sustainable implementation of CBT.
