Abstract

This study aims to evaluate the level of responsiveness of green open spaces in the city of Surabaya, with a focus on the case study of Nginden Herbal Village, Surabaya. The research method used is descriptive with a qualitative approach. Research data were obtained through questionnaires to the herbal village community and interviews with related village officials. The results of the questionnaire show that the majority of people are satisfied with accessibility, availability of facilities, and environmental sustainability in the herbal village. This positive response indicates that efforts to manage the herbal village have been successful in meeting the needs and expectations of the community. Community participation in the management of herbal villages is also considered good, and this is important to create an inclusive and sustainable environment. Recommendations from this study include improving accessibility and increasing community participation in decision-making processes. This research provides a deeper understanding of how green open space management can be carried out in a more responsive manner, focusing on community participation, and ensuring accessibility and availability of adequate facilities. The results of this study can be a guide for other green area managers to increase the responsiveness and quality of green open spaces in order to improve the welfare of society as a whole.

Abstract

Nganjuk District has a high Gender Development Index (IPG) score. “Sapa Mama” was formed as an embodiment of Nganjuk Regency and is child-friendly and gender-responsive. This study aims to examine the implementation of empowering local communities through the Sapa Mama innovation, which focuses on child-friendly and gender-responsive village efforts. The research method used is qualitative research with an interactive analysis approach. The data was obtained through observation, documentation, and interviews with the public and institutions related to the Sapa Mama innovation, which was then evaluated, interpreted, and discussed according to the established theory. The outcomes of research on the advantages of Sapa Mama innovation, there are several activity programs within the Sapa Mama innovation in the form of formal programs specifically for children, women, and marginalized communities that have been put to good use by the community and have had a positive impact. Rejoso Village has attempted to run the Sapa Mama innovation program following the law on village innovation that has been stipulated and seeks to be gender-responsive in the Sapa Mama agenda. The practical implication is that the relevant government must pay more special attention to superior village products to broaden the spectrum of purchasing power and create new jobs, especially for rural women.

Abstract

The purpose of this study is to compare stakeholders from the existing community with the output or advantages and disadvantages of KatePay besides knowing the implementation of the KatePay Program in Surabaya City Schools by how the Government runs the program and what is felt by the community in implementing this program which has been running for one year. Data collection techniques in this study were interviews and Documentation. It then analyzed the data concerning the theory used. The theory applied by the author uses the Cost-Benefit Analysis method, which discusses the identification, benefits, implementation results, and conclusions of the programs being run. Results The first research shows that the KatePay program benefits students more than other stakeholders. Second, KatePay's performance is excellent because it can reduce money transfers and teach students to manage money. This program can also create intelligent and wise students in deciding or doing something. The research implies that it is necessary to socialize intent to all stakeholders so it is not misused.

Abstract

Sumber Maron Tourism Village Management is an innovative program implemented by Village-Owned Enterprises (VOEs) in Karangsuko Village, Malang Regency. This research aims to analyze the institutional development of VOEs in managing water resources in the Sumber Maron Tourism Village, Malang Regency. The data collection techniques used in this research are interviews and documentation. Data analysis was carried out qualitatively by interpreting data from interviews and various documents obtained in the research. Next, compare the data that has been presented with the theory of institutional development. The research results show that developing VOEs institutions in managing water resources can produce tourist villages that benefit the community, village government, and VOEs managers. Second, it was found that managers needed to prepare access to information about websites and social media optimistically. The recommendation is that in developing the Sumber Maron tourist village, a website should be immediately prepared for information access so potential visitors can quickly get information.

Abstract

This study aims to analyze the impact of organizational structure and bureaucratic governance on the workload of State Civil Apparatus (SCA) employees at the Secretariat of the Surabaya City RPRA. The workload of SCA employees is a major challenge in maintaining productivity and work balance, especially within a hierarchical organizational structure and suboptimal bureaucratic governance. The implementation of Surabaya Mayor Regulation Number 68 of 2021 has simplified the organizational structure at the RPRA Secretariat from four to three sections: the General Section, the Meeting and Legislation Section, and the Information and Protocol Section. This change has the potential to create workload imbalances and affect employee performance. This study employs a descriptive method with a qualitative approach through observations and document analysis. The results indicate that an overly hierarchical organizational structure slows down coordination and task distribution, while inefficient bureaucratic governance burdens employees with repetitive administrative procedures. The proposed recommendations include organizational restructuring, employee capacity development, and the implementation of digital technology to streamline administrative processes. Bureaucratic reforms focused on efficiency and effectiveness are expected to better manage the workload of SCA employees, create a conducive work environment, enhance productivity, and support the achievement of optimal organizational goals.

Abstract

Abstract This study evaluates the policy implementation of the face recognition system at Surabaya Gubeng Station as a digital innovation in public service by PT Kereta Api Indonesia (Persero). Using a qualitative approach and the policy evaluation model by William N. Dunn, the study assesses six key indicators: effectiveness, efficiency, adequacy, responsiveness, accuracy, and equity. The findings indicate that the system is effective in accelerating the boarding process, reducing queues, and improving passenger convenience. Efficiency is achieved through reduced staff workload and automated identity verification. However, several challenges remain, including technical disruptions, data input errors, and low digital literacy among users. Personal data protection is also a concern as most users are not fully aware of how their biometric data is managed. Therefore an adaptive governance strategy is needed, involving infrastructure improvement, staff training, public education, and greater transparency in data policy. With these measures, the face recognition system can serve not only as a tool for technical efficiency but also as a form of inclusive and sustainable public service transformation.

Abstract

This research aims to determine the extent to which social protection benefits contribute to maintaining the welfare of employees at Hoffment Cleanindo Persero Surabaya as users of the Institution of Social Security Employment (ISSE). The objective of this research indicates that increasing awareness and benefits are crucial to helping employees feel better and assisting the company in maintaining stability. The author employed a descriptive data analysis model supplemented by on-site observations. Interviews with employees and company executives were conducted, and direct observations were made. The collected data will be presented in graphical form with systematically structured explanations. The discussion findings reveal disparities and differences in perception between employers and workers. This research aids in identifying necessary improvements or changes to meet the needs and expectations of employees. The findings will provide better insights into how employees perceive, experience, and expect benefits from the ISSE program, thereby ensuring their welfare. The author recommends that with the ISSE program, employees can increase their awareness, and companies can pay more attention to the ISSE program to achieve the desired welfare for both employees and the company.

Abstract

The objective of this research is to analyze the implementation of the Uninhabitable House Program at the Department of Public Housing, Settlement Areas, and Land Affairs of Surabaya regarding the issue of uneven distribution of program beneficiaries. This study was conducted using qualitative methods and a descriptive approach. Data were obtained through interviews with information sources and documentation in the form of graphs and tables managed by the researchers. The research location is at the Department of Public Housing, Settlement Areas, and Land Affairs of Surabaya. The benefits provided by this research include giving the public insight into the implementation of the program by the responsible department and identifying the main problems and obstacles related to the Uninhabitable House Program in Surabaya. The results of the research indicate that the uneven distribution is due to community leaders who conduct the screening or selection of program beneficiaries not adequately assessing the eligibility for house repairs. Additionally, the program implementation team from the Department of Public Housing, Settlement Areas, and Land Affairs faces challenges in the field. These challenges include issues with beneficiaries who have land disputes or whose land ownership is still under family status. Such problems stem from the beneficiaries themselves, related to land status or personal issues with family members. The researchers recommend closer cooperation between stakeholders, increased socialization from both the DPHSALA and community leaders, and the resolution of individual issues for Beneficiaries.

Abstract

This research aims to evaluate the zoning system of education implemented by the Sidoarjo Regency government to accept students who live within the closest radius of the school. The zoning policy aims to provide equal opportunities for every child to receive quality education. This research employs a qualitative method, with data collection through interviews and documentation.  The results show that State Junior High School (SJHS) 1 Krian and State Junior High School 2 Wonoayu meet the indicators of effectiveness, adequacy, and accuracy in the zoning policy, but do not meet the indicators of equity and responsiveness. The indicators of accessibility and quality of education indicate that adequacy, responsiveness, and accuracy are appropriate, while effectiveness and equity are still lacking.  The education program is still in the adjustment process, which means that access for children with special needs is not yet optimal. Although the zoning policy has successfully improved accessibility and quality of education in both schools, there are still shortcomings due to parents' lack of understanding of this policy. Therefore, more in-depth education is needed to enhance public understanding of the zoning system.

Abstract

Increasing public demand for quality public services has placed the Immigration Office in Surabaya under scrutiny. As a provider of administrative services, this office must optimize its performance to meet public expectations. However, maintaining reliability, efficiency, and responsiveness remains a challenge. The Public Satisfaction Index (IKM) is used as a key indicator to measure service quality. This study aims to analyze the efforts to optimize IKM in improving service quality at the Surabaya Immigration Office. The research employs a qualitative method with a case study approach, collecting data through interviews with passport applicants and public satisfaction surveys. The aspects measured include reliability, assurance, tangibles, empathy, and responsiveness. The data were analyzed to determine how each aspect affects public satisfaction and to identify areas for improvement to enhance the IKM. The study results indicate that service reliability reached 85%, but internal efficiency still needs improvement. Assurance contributed 78%, with technical issues requiring attention. Tangibles were rated at 82%, though facility modernization is necessary. Empathy received 68%, highlighting the need for improved attention from staff during peak workloads. Responsiveness was rated at 70%, with a need for increased consistency in providing personal attention. Recommendations include regular training and performance evaluations to ensure consistent service standards. The Surabaya Immigration Office should consider increasing staff or utilizing technology, such as online applications, to handle applicant surges and expedite administrative processes. Additional staffing and resource allocation improvements are essential, especially in primary service areas, to maintain responsiveness and empathy.
