Abstract

Sustainable tourism has emerged as a global strategy for promoting economic growth and poverty alleviation. This study aims to analyze the implementation of existing policies, identify the supporting and inhibiting factors affecting policy implementation, and assess the impacts of sustainable tourism development. A qualitative research method was employed, with data collected through interviews and observations, in an effort to understand the implementation of community empowerment policies through sustainable tourism as a solution for local economic development in Pangkep Regency.The data collected both through direct sources and online platforms—were analyzed using the “Concept Map” feature in the NVivo 12 Plus application. The findings indicate that the implementation of community empowerment policies through sustainable tourism in Pangkep Regency has made notable progress, although certain challenges persist, such as budget limitations and unequal access to training. Key supporting factors include effective promotional efforts, adequate infrastructure, simplified business licensing procedures, and human resource development programs. On the other hand, the main obstacles consist of limited financial resources, low public awareness, and bureaucratic inefficiencies. The policy has shown a positive impact on the tourism sector and the overall well-being of the local population by promoting cultural preservation, generating employment opportunities, and strengthening micro, small, and medium enterprises (MSMEs). The primary recommendations emphasize the importance of adequate funding, capacity-building programs, and strong collaboration among government entities, local communities, and relevant sectors to ensure the long-term sustainability of tourism development

Abstract

Pengelolaan sampah di Universitas Muhammadiyah Makassar menghadapi dua masalah utama, yaitu rendahnya partisipasi mahasiswa dalam pemilahan sampah dan terbatasnya visibilitas Sustainable Waste Solutions Center (SWSC) sebagai fasilitas edukasi pengelolaan sampah kampus. Kegiatan pemberdayaan ini bertujuan meningkatkan kesadaran lingkungan, keterampilan praktis pengelolaan sampah, serta literasi kewirausahaan hijau melalui produksi eco-media berbasis digital. Kegiatan melibatkan 30 peserta yang terdiri atas mahasiswa kelas IK5A, organisasi mahasiswa, duta kampus, dan relawan yang berkaitan dengan aktivitas SWSC. Metode pelaksanaan menggunakan pendekatan partisipatif melalui tahap persiapan, sosialisasi, pelatihan, praktik lapangan, produksi konten digital, publikasi, serta refleksi. Alat utama yang digunakan adalah telepon pintar peserta dan aplikasi penyuntingan video, sedangkan aktivitas bank sampah dan rumah kompos menjadi bahan utama pembelajaran. Hasil kegiatan mengindikasikan peningkatan pemahaman peserta tentang pengelolaan sampah berkelanjutan, tumbuhnya kepedulian dan komitmen terhadap pemilahan sampah kampus, serta tersusunnya konten video edukatif untuk kampanye digital. Jumlah pengikut Instagram SWSC juga meningkat dari 8 menjadi 23 setelah program dilaksanakan. Temuan ini menunjukkan bahwa produksi eco-media dapat menjadi strategi pemberdayaan yang efektif untuk menghubungkan aksi lingkungan, literasi digital, dan kewirausahaan hijau di perguruan tinggi. Kata kunci: Bank sampah, Eco-media, Kewirausahaan hijau, Pemasaran digital, Sustainable Waste Solutions Center

Abstract

The implementation of public service reforms through the Integrated Administrative Services (PATEN) policy aims to simplify administrative processes and enhance service quality at the sub-district level. In Sape Sub-district, Bima Regency, the policy has been adopted to provide fast and integrated services. However, challenges such as poor communication, limited resources, and overlapping bureaucracy hinder its effectiveness. This study evaluates the PATEN policy's implementation in Sape Sub-district, focusing on communication, resources, personnel placement, and bureaucratic structure. The research uses a qualitative descriptive approach with data collected through interviews, observations, and documentation. The findings aim to identify challenges and provide recommendations to improve the efficiency and quality of public services at the sub-district level.
