Abstract

The purpose of this study is to describe the policy capacity in the operational sector of the Resort Police to control drug abuse in East Kotawaringin Regency. The research refers to the implementation scope by using the theory of policy capacity in the operational sector at the individual, organizational, and system levels. This study uses a qualitative method with a descriptive type. The research was conducted in 2022 at the Resort Police in East Kotawaringin Regency with data collection techniques sourced from primary data in the form of in-depth interviews with the Narcotics Investigation Unit and secondary data sourced from the media. The results showed several indicators running well, namely operational capacity at the individual and organizational levels. On the other hand, the operational capacity of policies at the system level has not run optimally. The police try to coordinate with local governments, communities, and other institutions. However, coordination between institutions is not going well, as one of which makes coordination difficult because there is no definitive institution, namely the Regency National Narcotics Agency, which is the axis for drug control.

Abstract

This study aims to analyze the implementation of good governance principles in the implementation of public information disclosure in Batu Kajang Village, Batu Sopang Sub-district, Paser Regency, East Kalimantan. Referring to Law No. 14/2008 on Public Information Disclosure, this study examines how the principles of transparency, accountability and participation are implemented in the context of village government. The approach used is descriptive qualitative with a case study strategy, where data is fully obtained through a literature study of official documents, government reports, trusted online news, and statutory regulations. The results showed that Batu Kajang Village has started the implementation of public information disclosure through digital channels such as the official village website that presents information about the APBDes, government structure, and development activities. Transparency is the most visible aspect, although the updating and completeness of information is still a challenge. Accountability is implemented through financial reporting and annual accountability meetings, but is not yet accompanied by adequate feedback mechanisms from the community. Community participation is facilitated through village meetings and DPRD recesses, but does not yet cover all levels of society, especially vulnerable groups. Meanwhile, PPID has been established in Batu Kajang Village, but still lacks a standard operating procedure that regulates the classification of information.

Abstract

Penelitian ini bertujuan untuk mengevaluasi dampak Program Desa Migran Produktif (Desmigratif) terhadap kesejahteraan ekonomi, sosial, dan mental Pekerja Migran Indonesia (PMI) yang telah kembali ke Indonesia. Program Desmigratif merupakan inisiatif pemerintah untuk memberdayakan PMI melalui pelatihan kewirausahaan, pendampingan usaha, serta penguatan kapasitas ekonomi dan sosial di desa asal mereka. Penelitian ini menggunakan pendekatan kuantitatif dan kualitatif dengan melibatkan 150 responden PMI dari lima desa yang terlibat dalam program. Hasil penelitian menunjukkan bahwa program ini memberikan dampak positif yang signifikan terhadap kesejahteraan ekonomi PMI, dengan rata-rata peningkatan pendapatan sebesar 71% setelah mengikuti program. PMI yang mengikuti program juga melaporkan peningkatan keterampilan kewirausahaan, terutama dalam manajemen keuangan, pengembangan produk, dan pemasaran. Selain itu, program ini berkontribusi pada peningkatan kualitas hidup PMI dan keluarganya, termasuk kemampuan untuk membiayai pendidikan anak dan kesehatan keluarga. Pada dimensi sosial, program ini berhasil memperkuat hubungan PMI dengan keluarga dan komunitas, serta menurunkan tingkat kecemasan dan stres yang mereka rasakan selama masa reintegrasi sosial.Namun, penelitian ini juga menemukan sejumlah kendala dalam implementasi program, seperti sulitnya akses modal usaha dan keterbatasan infrastruktur di beberapa desa. Untuk ke depannya, disarankan agar penelitian lebih lanjut fokus pada evaluasi akses modal yang lebih efektif serta pengaruh jangka panjang dari Program Desmigratif terhadap ketahanan ekonomi PMI dan desa.
