Abstract

Qualitative methods are methods that focus on in-depth observation and analysis. Therefore, qualitative methods in research can produce a more comprehensive study of a fact. Descriptive research, the term "descriptive" comes from the English term to describe which means to describe or describe something, for example: circumstances, conditions, situations, events, activities and others. The results of the study show that special autonomy for Papua is seen as the central government's political commitment to the Papuan people (win win solution) in order to suppress the issue of radicalism and national disintegration and then fulfill their basic rights in life, including reducing social inequalities in society. The government tries to present statistical data on HDI, poverty rates and so on with classical reasons without being based on facts on the ground during the implementation of Special Autonomy in Papua in recent decades, people live backwards and are left behind and the poorest population ranks first in Indonesia. Research suggestions that the author can convey in the future, regardless of the type of policy made by the Government in Papua, must involve the participation of the public or the Papuan community, because according to the community the current policies have not fully involved the Papuan people in a comprehensive and holistic manner starting from policy formulation to evaluation. The Papuan People's Assembly as a cultural representative institution in the context of special autonomy does not function properly because during the hearing (RDP), the approach to security and welfare development with a massive population approach is also important so that the Papuan people do not feel excluded or marginalized from the center their own city center.

Abstract

Inadequate information technology facilities and infrastructure to support public services in DPMPTSP. In addition, various local legal products have not clearly accommodated the role of Dayak customary institutions and local wisdom values in public services, even though they have acknowledged the structure of Dayak customary institutions in writing as stated in the Central Kalimantan Provincial Regulation Number 16 of 2008 concerning Institutions. Dayak Customs in Central Kalimantan, Central Kalimantan Governor Regulation Number 27 of 2019 concerning Utilization of Peat Swamp Land through Local Wisdom. Regional Regulation of Gunung Mas Regency Number 33 of 2011 concerning Indigenous Dayak Institutions in Gunung Mas Regency, and Regional Regulation of Palangka Raya City Number 15 of 2009 concerning Indigenous Dayak Institutions in Palangka Raya City. This study was designed using a qualitative descriptive research method. This study is intended to analyze the transformation that occurs in public services at DPMPTSP in Central Kalimantan Province. This is done as an effort to find the truth with critical thinking about a problem that occurs and the innovation that has been carried out. Based on the results of the research above, the authors can explain that the performance of public services is influenced by the external environment in the form of hospitality (munificence), complexity and dynamism as well as regularity. Second, influenced by organizational characteristics such as planning, leadership, culture and human resources of the apparatus. Third, influenced by organizational strategy in the form of innovation, partnership and learning. The researcher will describe the transformations found in the components of the theory in question.

Abstract

This research is motivated by a change in the perspective of the administration of the bureaucracy from work orientation to a results-oriented bureaucracy with an emphasis on performance accountability. This study aims to determine and analyze the effectiveness of the Performance Accountability System of Government Agencies in increasing the accountability of local government in East Sumba Regency. The research design use descriptive qualitative with data collection techniques through interviews, documentation and observation. The selection of informants was done based on purposive sampling technique. The theory used is the theory of effectiveness according to Duncan, namely the achievement of goals, integration and adaptation. The results of the study indicate that the implementation of the Government Performance Accountability System in East Sumba Regency has not been effective, as shown in the following three dimensions: 1) the achievement of the objectives is not fully met in terms of timeliness and targets. which is the target in the performance indicators set out in the document; 2) Integration, from the process and procedure of socialization that has not been running as expected, namely from the quantity of activities and results to be achieved, the lack of response from regional officials and the lack of competence of the organizers in addition, consensus development occurs without performance evaluation; 3) Adaptation of the implementation of this system from the availability of adequate supporting infrastructure but in terms of the use of information technology there is no such thing and increasing the capacity of resources, it is not optimal. Abstract

Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini juga merekomendasikan dilakukannya penelitian khusus terkait OG dan pengayaan konsep partisipasi dan transparansi.

Abstract

Program e-Kelurahan bertujuan untuk meningkatkan efektivitas pelayanan kepada masyarakat, sehingga bisa mempermudah pemerintah dalam memberikan pelayanan kepada masyarakat terutama di Kelurahan Sekaloa, Kecamatan Coblong, Kota Bandung. Masalah yang terjadi masyarakat yang menggunakan pelayanan publik secara manual selalu dua kali lebih banyak daripada yang menggunakan elektronik kelurahan dalam empat tahun terakhir. Masyarakat merasa bahwa pelayanan melalui e-Kelurahan lebih lambat dibanding secara manual. tenaga IT yang kurang menjadi penyebab lambatnya pelayanan melalui e-Kelurahan. Tujuan dari penelitian ini yaitu untuk mengidentifikasi kualitas pelayanan Kelurahan Sekeloa Kecamatan Coblong Kota Bandung dalam mencapai penerapan program Elektronik Kelurahan dan mengidentifikasi strategi untuk peningkatannya. Teori yang digunakan dalam penelitian yaitu pelayanan publik menurut Satibi, kesuksesan sistem informasi menurut Delone & McLean, dan analisis SWOT oleh Rangkuti. Metode yang digunakan dalam penelitian yaitu teknik analisis kualitatif yang bersifat deskriptif dengan pengumpulan data yang dilakukan melalui wawancara, observasi dan dokumentasi. dalam pengumpulan data. Dalam menganalisis data, penulis menggunakan cara pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil observasi dan wawancara yang dilakukan tentang berbasis elektronik di Kelurahan Sekaloa Kecamatan Coblong Kota Bandung sudah berjalan dengan efektif, meskipun masih belum dimanfaatkan oleh masyarakat secara optimal, aplikasi e-Kelurahan telah memberikan akses kemudahan yang penggunaannya telah dianggarkan oleh pemerintah Kota Bandung melalui dana APBD Kota Bandung, aplikasi e-Kelurahan masih perlu adanya sosialisasi dan penyuluhan agar mudah dipahami oleh semua masyarakat. Perlu adanya beberapa saran untuk terus diupgrade supaya dapat optimal dalam pelaksanaan pelayanan publik bagi masyarakat.

Abstract

Penelitian ini berjudul Efektivitas Sistem Perencanaan Pembangunan Daerah Berbasis E-Government di Kabupaten Belu Provinsi Nusa Tenggara Timur. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis tentang Efektivitas Sistem Perencanaan Pembangunan Daerah Berbasis E-Government di Kabupaten Belu dan untuk mendeskripsikan dan merumuskan strategi dalam meningkatkan Efektivitas Sistem Perencanaan Pembangunan Daerah Berbasis E-government di Kabupaten Belu. Penelitian ini menggunakan teori dari Wilkinson terkait efektivitas sistem yang dilihat dari 11 indikator sistem, yaitu relevan, efisien, ketepatan waktu, aksesibilitas, akurat, keamanan, kapasitas, eleksibilitas, keandalan, ekonomi dan kesederhanaan. Pendekatan yang digunakan dalam analisis data adalah analisis SWOT dan Litmus Test yang digunakan untuk menganalisis strategi-strategi yang dapat dilakukan dalam meningkatkan efektivitas sistem perencanaan pembangunan daerah berbasis e-government di Kabupaten Belu. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Dalam mengumpulkan data, peneliti melakukan observasi, wawancara, dokumentasi. Hasil penelitian menunjukkan bahwa efektivitas Sistem Perencanaan Pembangunan Daerah Berbasis E-Government di Kabupaten Belu belum efektif. Hal ini tampak dari 11 indikator sistem informasi dari Wilkinson di mana masih mengalami kendala, terutama pada aspek indikator, yaitu: relevan, aksesibilitas, kapasitas, keandalan, eleksibilitas, dan ekonomi. Strategi yang digunakan untuk meningkatkan Efektivitas Sistem Perencanaan Pembangunan Daerah Berbasis E-Government di Kabupaten Belu Provinsi Nusa Tenggara Timur, yaitu: (1) Menggunakan laboratorium Komputer untuk mengadakan pelatihan kepada semua Operator SIMREDA setiap OPD di Kabupaten Belu (2) Mendorong penyusunan program/kegiatan yang mengacu pada upaya pemanfaatan potensi daerah yang ada (3) Pemanfaatan teknologi informasi dan aplikasi SIMREDA dalam perencanaan pembangunan daerah (4) Melakukan analisis, penelitian, pengembangan dan optimalisasi pengelolaan data/informasi perencanaan (5) Peningkatan koordinasi dan komunikasi perencanaan antar OPD (6) Peningkatan perencanaan partisipatif (7) Peningkatan kualitas pelaporan dan capaian akuntabilitas kinerja, dan (8) Terbitkan Standar Operasional Prosedur.

Abstract

This thesis discusses the Implementation of the Job Equivalency Policy at the Domestic Policy Strategy Agency of the Ministry of Home Affairs (BSKDN Kemendagri). BSKDN Kemendagri is an Echelon I Work Unit within the Ministry of Home Affairs that is affected by job equivalency in accordance with the regulation of PermenPANRB Number 17 of 2021 concerning the Equivalency of Administrative Positions into Functional Positions. The purpose of this study is to determine the implementation of the job equivalency policy at BSKDN Kemendagri along with the factors inhibiting the implementation and efforts of BSKDN Kemendagri to optimize the implementation of the job equivalency policy. The theory used in this study is the conception of Merilee S. Grindle (1980) which requires the success of a policy to be seen from two dimensions, namely the content of the policy and the context of implementation. The data obtained were analyzed using a descriptive research method with a qualitative approach with data collection techniques, namely interviews, observation, and documentation. The results of the study indicate that the implementation of the job equivalency policy at the BSKDN Kemendagri has generally been carried out well, but is still less than optimal because the hierarchical structural work pattern and organizational culture are still thick with the structural system. The efforts of BSKDN are to disseminate information and encourage the commitment of leaders to participate in the implementation process, so that employees have clear guidance in carrying out tasks under the work culture after the equivalency into functional positions.

Abstract

Village development in South Lampung Regency is still not optimal in empowering its people. As an effort to overcome this problem, the South Lampung Regency Government implemented public policy in the field of technology-based village development with the Smart Village Program. The purpose of the study was to analyze the influence of the Smart Village program on village community empowerment and to identify strategic solutions for the development of the Smart Village program. This study used a mixed method explanatory sequential design approach and SWOT analysis. The results of the study showed that the Smart Village Program had a significant influence on village community empowerment in South Lampung Regency with a significance value of the f test of 0.000, a t test of 0.000, and a coefficient of determination of 0.592 indicating that 59.2% of the variation in village community empowerment can be explained by the Smart Village Program. This is reinforced by the findings of the qualitative approach that the Smart Village Program has a significant contribution in empowering village communities, especially in providing access to information, encouraging active participation, and protecting local values ​​and resources. However, the success of program implementation still varies between villages, depending on the readiness of human resources, coaching facilities, and institutional strengths in each region. The resulting strategic solution recommendations include optimizing digital services, strengthening village capacity and mentoring, reducing inequality through independent initiatives, and ongoing monitoring and evaluation.

Abstract

This study examines the effectiveness of the Public Service Mall (MPP) in Depok City, West Java Province, with a focus on its ability to provide efficient and easily accessible public services to the public. With the rapid development of digital technology, public expectations for more transparent, efficient, and user-friendly public services are increasing. MPP, as an integrated public service center, aims to meet this need by combining various government and private service providers in one place, thereby improving the quality of service. This study uses the theory of effectiveness developed by Steers (1985), focusing on three main dimensions: goal achievement, integration, and adaptation. This study uses a qualitative method with data collection techniques in the form of direct observation, interviews, and document analysis. The data analysis technique used is thematic analysis. This method is used to evaluate the extent to which MPP has succeeded in achieving its goals and identifying factors that hinder its effectiveness, and efforts to explore strategies to improve the efficiency of services provided at MPP Depok City. The results of the study indicate that although MPP is still ineffective in achieving its goals despite having made significant progress in streamlining public services. There are still challenges, especially in terms of organizational structure, coordination between agencies and digital literacy of the community. Recommendations are given to improve service integration, strengthen communication between agencies, and increase the use of digital tools to optimize services. These efforts are essential to ensure that MPP can meet the growing demands of the community and contribute to increasing the effectiveness of public services in Depok.

Abstract

This research is motivated by the still less than optimal strategy for preventing early marriage carried out by the Women's Empowerment and Child Protection Service, as well as Population and Family Planning Control, Murung Raya Regency. The purpose of the study was to analyze and determine the Strategy of the Women's Empowerment and Child Protection Service, as well as Population and Family Planning Control in Preventing Early Child Marriage in Murung Raya Regency, Central Kalimantan Province. Then using a descriptive qualitative method. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis methods with data reduction, data presentation and drawing conclusions. The results of this study indicate that the Strategy of the Women's Empowerment and Child Protection Service, as well as Population and Family Planning Control in preventing early child marriage in Murung Raya Regency, Central Kalimantan Province. In the core strategy indicator, it is still not optimally carried out by the Women's Empowerment and Child Protection Service, as well as Population and Family Planning Control, Murung Raya Regency, this is evidenced by the results of the study that the strategy carried out has not been consistent in reducing the number of early marriages. In the consequence strategy indicator, Customer Strategy and control strategy have been implemented quite well. In the cultural strategy indicator, it has been implemented quite well, proven by the results of the study that the Women's Empowerment and Child Protection Service and Population and Family Planning Control of Murung Raya Regency strives to provide good services and can educate the community. The inhibiting factors in preventing early marriage in Murung Raya Regency, Central Kalimantan Province are limited human resources and lack of budget allocation.
