Abstract

Regional Head Elections (Pilkada) are crucial for upholding popular sovereignty and realizing democracy. This research aimed to examine the level of political participation among voters with disabilities and the factors contributing to their low engagement in the 2024 Pilkada in Baregbeg District. The research method used was qualitative with a descriptive approach, involving field studies, literature reviews, and data analysis. The results showed that while the 2024 Pilkada in Baregbeg District, Ciamis Regency, was successfully executed, the participation of voters with disabilities was very low, at only 29.93% of the 294 registered voters. This low participation was caused by external micro factors such as non-inclusive socialization (lack of assistive tools), suboptimal voter education, budget limitations, ineffective 'jemput bola' mechanisms, insufficient family support, unfriendly polling station locations, and minimal initiatives from stakeholders and disability organizations. Additionally, internal macro factors of disabled individuals also played a role, including communication limitations (for those with hearing, visual, speech, and intellectual impairments), differences in information access and mobility, varying levels of understanding, low organizational awareness, and limited scope of movement and social interaction. The socialization efforts already undertaken have not been able to significantly increase participation, indicating the need for a more comprehensive and inclusive approach.

Abstract

Penelitian ini dilatar belakangi oleh Implementasi Program Lembur Berseka Oleh Pemerintah Desa Selamanik Kecamatan Cipaku Kabupaten Ciamis belum optimal. Adapun tujuan penelitian ini adalah untuk mengetahui Implementasi Program Lembur Berseka Oleh Pemerintah Desa Selamanik Kecamatan Cipaku Kabupaten Ciamis. Metode yang digunakan dalam penelitian ini adalah deskriptif analisis. Informan sebanyak 7 orang. Teknik pengumpulan data adalah studi kepustakaan, studi lapangan (observasi dan wawancara) dan dokumentasi. Penulis mengunakan teknik analisis data kualitatif melalui pengolahan data hasil wawancara dan observasi untuk ditarik kesimpulan sehingga dapat menjawab permasalahan dalam penelitian. Berdasarkan hasil penelitian diketahui bahwa: Implementasi Program Lembur Berseka oleh Pemerintah Desa Selamanik Kecamatan Cipaku Kabupaten Ciamis belum berjalan secara optimal dilihat dari indikator Ukuran dan tujuan kebijakan yang belum sepenuhnya jelas dan terukur. Ketidakjelasan indikator keberhasilan program menyebabkan para pelaksana kesulitan dalam menentukan arah dan tolok ukur kinerja, sehingga pelaksanaan program tidak dapat dievaluasi secara objektif dan terstruktur. Keterbatasan sumber daya baik dari aspek materiil maupun sumber daya manusia, menjadi hambatan signifikan. Sarana dan prasarana yang tidak memadai serta kurangnya tenaga pelaksana yang kompeten menyebabkan program tidak berjalan secara maksimal. Dalam banyak kasus, pelaksana harus mengandalkan kemampuan seadanya, sehingga berbagai target kegiatan tidak tercapai secara optimal. Karakteristik agen pelaksana belum optimal karena kurangnya komunikasi yang efektif antar organisasi serta lemahnya koordinasi antar pelaksana menyebabkan terjadinya tumpang tindih tugas, ketidaksesuaian informasi, hingga rendahnya sinergi antar pihak yang terlibat. Padahal, implementasi program desa semestinya melibatkan kerja sama yang erat antara perangkat desa, lembaga masyarakat, dan kelompok sasaran program. Faktor lingkungan seperti kondisi ekonomi masyarakat yang masih lemah, dinamika sosial yang cepat berubah, serta minimnya dukungan politik dari berbagai pihak, juga menjadi hambatan dalam pelaksanaan Program Lembur Berseka. Ketika masyarakat mengalami tekanan ekonomi, partisipasi mereka dalam program desa cenderung menurun. Begitupula ketika tidak ada dukungan yang memadai dari aktor politik lokal, maka legitimasi dan keberlanjutan program menjadi kurang kuat.

Abstract

Tourism is a strategic sector for boosting the village economy. Kertayasa Village, Cijulang District, Pangandaran Regency, has significant tourism potential, both in terms of nature and culture. However, this potential has not been optimally managed due to a lack of synergy between the parties involved. This study aims to analyze multi-sectoral village collaboration in enhancing the potential of tourist destinations in Kertayasa Village. This research used a qualitative descriptive method. Data were collected through interviews, observation, and documentation. Informants came from the village government, tourism stakeholders, local communities, academics, business actors, and the media. The results indicate that although collaboration between the pentahelix elements has been established, it has not been optimally implemented. Institutional strengthening, capacity building, and integrated tourism planning and governance are needed to ensure sustainable development of tourism potential. Abstract

This study aims to determine the effectiveness of social media used by the Ciamis Regency Communication and Informatics Office (Diskominfo) in conveying information and education to the public. The media analyzed included the Hello Ciamis application, Instagram, Facebook, the website, and Twitter. The method used was descriptive qualitative through field and library studies, as well as data collection techniques such as observation, interviews, and documentation. The effectiveness analysis refers to Campbell's five indicators: program success, target success, program satisfaction, input-output level, and achievement of overall objectives. The results of the study indicate that the effectiveness of Diskominfo's use of social media is not optimal. The main obstacles include a lack of socialization, low community participation, limited internet network, low digital literacy, and a lack of utilization of interactive features. Nevertheless, several information and education programs have successfully reached the public and generated satisfaction. Efforts undertaken by the Communications and Informatics Office (Diskominfo) include increasing digital outreach, conducting digital literacy training, strengthening two-way interactions, partnering with community leaders, and adapting content to the community's literacy level. The Office also expanded information reach to remote areas, accelerated information updates, and established a public feedback system. This study recommends strengthening digital communication strategies, increasing the dissemination of the Hello Ciamis application, and utilizing analytical features to evaluate the effectiveness of information delivery to ensure more equitable and targeted distribution.
