Abstract

Penyelenggaraan Mal Pelayanan diatur melalui Peraturan Presiden Nomor 89 Tahun 2021 menjelaskan mengenai penyelenggaraan Mal Pelayanan Publik (MPP). Sebagai bentuk respon dari peraturan tersebut Pemerintah Daerah Kabupaten Indramayu pada Tahun 2023 mendirikan Mal Pelayanan Publik sebagai upaya memberikan pelayanan yang efektif, efisien, cepat dan nyaman. Penelitian ini bertujuan untuk mengetahui efektivitas pelayanan pada Mal Pelayanan Publik Kabupaten Indramayu. Metode penelitian yang digunakan yaitu menggunakan metode deskriptif kualitatif melalui pengumpulan data yang berasal dari observasi ,wawancara, dan dokumentasi. Berdasarkan hasil penelitian menunjukan bahwa efektivitas pelayanan pada mal pelayanan publik Kabupaten Indramayu yaitu: 1. Sumber Daya Manusia yang dimiliki telah menjalankan dengan baik dan pelayanan yang diberikan sudah sesuai dengan SOP yang ada, 2. Sarana, dalam hal ini yang dimiliki pada mal pelayanan publik Kabupaten Indramayu memiliki kondisi yang nyaman, dan aman, 3. Prasarana, yang dimiliki juga sudah cukup baik, dengan demikian bahwa efektivitas pelayanan pada Mal Pelayanan Publik Kabupaten Indramayu sudah berjalan dengan cukup baik namun perlu adanya suatu inovasi-inovasi baru agar dapat lebih mempermudah masyarakat untuk mendapatkan pelayanan melalui penambahan sarana dan prasarana.

Abstract

The realization of good governance is the hope of all parties. Government and development processes will be more effective, efficient and accountable if supported by high participation from the community. This paper seeks to explain the role of public participation in the preparation of regional budgets so far.  The success of preparing/planning regional budgets and their implementation depends on active community involvement. Regional budget planning has so far not been fully able to stimulate and expand the active involvement of these communities. The preparation of regional budgets should reflect and be aimed at achieving goals in accordance with community interests.

Abstract

This research discusses political movements and civil disobedience which can be seen from the abstention behavior of the Bumi Segandu Indramayu Hindu-Buddhist Dayak Indigenous Community. This research aims to explain the behavior of the Bumi Segandu Indramayu Hindu-Buddhist Dayak Indigenous Community for abstention from the 2004 elections to the 2008 West Java regional elections and the factors that influenced it. This research uses descriptive research methods with a qualitative approach with ethnographic types. The results of this research reveal that the abstention behavior of the Bumi Segandu Indramayu Hindu-Buddhist Dayak Indigenous Community in Losarang District is a social movement that has developed into civil disobedience. There are two factors that influence the community's abstention, namely: 1) the existence of cultural values that influence the existence of the community, namely belief in nature which prioritizes elements of justice; and 2) the community's dislike for the conditions created during the New Order era until now. For this reason, the Bumi Segandu Indramayu Hindu-Buddhist Dayak Traditional Community dares to face all forms of challenges that oppose its existence and continues to carry out its activities with the aim of making their existence and form of existence acceptable to society.
