Abstract

This study analyzes the underlying factors that shaped the formation of digital economic cooperation between Indonesia and China during the period of 2022–2023, within the broader context of global digital transformation and evolving bilateral relations. Amid the rise of China as a digital power and Indonesia’s strategic efforts to modernize its economic infrastructure, digital cooperation has emerged as a pivotal component of both countries' foreign policy and economic agendas. The research adopts a qualitative explanatory method, using literature studies and documentary analysis to trace causal linkages between domestic drivers, foreign policy orientations, and structural factors in international cooperation. The theoretical framework integrates the concept of national interest, international cooperation theory, and digital economy strategy. Findings reveal that the convergence of Indonesia’s infrastructure priorities under President Joko Widodo and China's Digital Silk Road initiative created a conducive environment for bilateral digital partnership. Key enabling factors include aligned economic interests, regulatory openness, and the strategic use of digital diplomacy. The study concludes that digital cooperation reflects a pragmatic adaptation of Indonesia’s foreign policy to leverage economic opportunities while navigating the regional digital ecosystem shaped by China’s technological rise.

Abstract

This study analyzes the implementation of the New Manufacturing Industry Development Center (New MIDEC) within the bilateral cooperation framework between Indonesia and Japan under the Indonesia–Japan Economic Partnership Agreement (IJEPA) from 2019 to 2023. The research primarily focuses on human resource development in the industrial sector as part of a broader capacity-building strategy. A qualitative descriptive method was employed, utilizing document analysis and secondary data to assess the program’s implementation effectiveness. Theoretical frameworks include National Interest Theory to explain the strategic motivations of both countries, Economic Interest Theory to explore industrial impact, and Effectiveness Theory to evaluate program execution. Findings reveal that the New MIDEC program has not been fully effective in enhancing Indonesia’s industrial competitiveness and productivity. Key shortcomings include weak evaluation mechanisms, limited technology transfer, and inadequate monitoring by stakeholders. The program has largely emphasized basic training without yielding substantial improvements in national manufacturing performance. Strengthening institutional oversight, establishing clear performance indicators, and aligning stakeholder interests are essential to ensure the program contributes meaningfully to Indonesia’s industrial capacity development.

Abstract

This research examines the commercial diplomacy conducted by the Consulate General of the Republic of Indonesia in Karachi to support Indonesia’s palm oil exports to Pakistan, using Naray’s FAR — facilitation (F), advisory (A), and representation (R) — commercial diplomacy framework. The method used in this research is a descriptive qualitative approach, employing literature studies and interviews as data collection techniques. Findings demonstrate that the Consulate General supported Indonesian palm oil exporters through business facilitation efforts, such as organizing business matching sessions to foster trade interactions. Additionally, the Consulate General provided advisory services through market intelligence and research-based reporting to exporters and government stakeholders. Lastly, its participation in promotional events and advocacy campaigns illustrates the representation role in enhancing Indonesia’s commercial presence in Pakistan. This study highlights how the 'FAR' framework effectively operationalizes commercial diplomacy in supporting export strategies.

Abstract

Abstract

This study presents a normative juridical analysis of Constitutional Court Decision Number 58/PUU-VIII/2010, which addresses the constitutional right to education and the principle of non-discrimination in Indonesia. The decision represents a significant advancement in Indonesian constitutional jurisprudence, affirming the state’s obligation to ensure equal access to education as mandated by Article 31 of the 1945 Constitution. Using a normative legal approach, this study examines the Court’s reasoning, relevant constitutional provisions, and the decision’s broader implications for human rights and educational equity. The findings show that the Constitutional Court emphasized education as a fundamental and universal right, requiring the state to adopt affirmative measures to eliminate structural inequalities and discriminatory practices in educational policy. The decision aligns national law with international human rights instruments such as the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. Overall, this study concludes that Decision Number 58/PUU-VIII/2010 strengthens Indonesia’s constitutional framework for protecting the right to education and reinforces the state’s responsibility to promote equality, inclusivity, and social justice within the education system.
