Abstract

The development of the Politeknik Negeri Lhokseumawe area in Blang Mangat District, Lhokseumawe City, is expected to impact the surrounding transportation system and road infrastructure. This community service activity aims to assess the performance of several main road segments that may be affected to support smooth accessibility and traffic safety in the area. The study was conducted through field surveys with direct observation, including an inventory of road geometric conditions and manual traffic volume counts on four major road segments. The collected data were then analyzed using road capacity, degree of saturation (DS), and level of service (LoS). Results showed three road segments operated at Level of Service C (DS between 0.51 0.62), indicating stable traffic flow but approaching maximum capacity. The remaining segment was at Level of Service A (DS between 0.11 0.19), representing very smooth traffic conditions. The highest traffic volumes were recorded on the Sp. CundaBuket Rata and Buket RataCity Boundary segments, particularly during peak hours, with load capacities ranging from 1,327 pcu/hour to 3,844 pcu/hour. To anticipate the potential increase in traffic load due to future educational activities in the area, traffic management strategies were proposed, including transport scheduling, officer deployment, and control of roadside disturbances. This study highlights the importance of early planning and intervention to maintain safety, efficiency, and comfort for road users in the area.

Abstract

Kegiatan pengabdian ini bertujuan mendukung pengelolaan transportasi berkelanjutan di Universitas Teuku Umar (UTU) melalui analisis kebutuhan dan penataan fasilitas parkir berbasis data ANDALALIN 2023. Survei dilakukan dengan metode akumulasi dinamis selama 12 jam untuk memantau okupansi, durasi, dan indeks parkir. Hasil menunjukkan koefisien kebutuhan sebesar 0,19 SRP/mahasiswa untuk sepeda motor dan 0,03 SRP/mahasiswa untuk mobil, dengan defisit 46 SRP mobil pada kondisi eksisting. Proyeksi pertumbuhan mahasiswa 6% per tahun memperkirakan kebutuhan mencapai 2.795 SRP roda dua dan 441 SRP roda empat pada tahun 2033, serta 4.202 dan 663 SRP pada tahun 2041. Kapasitas rencana 3.551 SRP roda dua dan 1.110 SRP roda empat dinilai mencukupi hingga 2038. Rekomendasi meliputi penyediaan bus kampus, hunian mahasiswa, dan sistem parkir digital guna mendukung efisiensi ruang dan mewujudkan mobilitas kampus berkelanjutan.

Abstract

The Aceh Transportation Agency has introduced the Trans Koetaradja Feeder Bus as a public transportation facility for the community to reach residential areas or housing complexes. However, the Trans Koetaradja service still faces limitations in accessing settlements located in remote areas, making it difficult for residents to reach the available routes. To expand coverage to more evenly distributed residential areas, including remote regions, while simultaneously reducing passenger travel time to their destinations, the operation of Battery-Based Electric Motor Vehicles (KBLBB) is planned as a small-scale public transport mode. This study aims to identify the characteristics of travelers and the factors influencing preferences for using the Trans Koetaradja Feeder Bus and KBLBB through a Structural Equation Modeling (SEM) approach. Research data were obtained using the Stated Preference (SP) method by involving 200 respondents through questionnaire distribution. The questionnaires were distributed to Trans Koetaradja users and residents living around Feeder Route 7 (Masjid Raya Baiturrahman – Lambaro) via Lueng Bata. The results showed that accessibility was the most dominant factor influencing user preferences, reflecting public concerns about the considerable distance from homes to bus shelters/stops, which potentially causes delays in daily activities. Therefore, the community welcomed the presence of KBLBB as a solution. Furthermore, the SEM modeling results with Confirmatory Factor Analysis (CFA) produced a significant measurement model, in which the variable “accessibility” was proven to influence “comfort.” Indicators within the “accessibility” construct were identified as the main factors contributing to users’ perception of comfort.

Abstract

 AbstrakPersimpangan bersinyal memainkan peran penting dalam manajemen lalu lintas perkotaan, terutama di wilayah dengan karakteristik lalu lintas campuran seperti Banda Aceh. Studi ini bertujuan untuk menentukan nilai nilai Ekivalen Mobil Penumpang (EMP) berdasarkan data aliran jenuh aktual pada simpang bersinyal AMD Batoh. Data dikumpulkan melalui rekaman video selama 120 siklus waktu hijau pada empat pendekatan simpang, dengan klasifikasi kendaraan meliputi Sepeda Motor (MC), Kendaraan Ringan (LV), Becak Bermotor (MR), dan Kendaraan Berat (HV). Analisis regresi linier menghasilkan koefisien positif, yang menunjukkan bahwa setiap penambahan satu unit kendaraan meningkatkan waktu hijau efektif sebesar 0,14 detik untuk MC, 1,12 detik untuk LV, 0,73 detik untuk MR, dan 1,58 detik untuk HV. Model regresi juga menghasilkan nilai Adjusted R² sebesar 0,94, yang menunjukkan tingkat kesesuaian model yang sangat baik. Nilai EMP lokal yang diperoleh berbeda dari referensi standar dalam PKJI 2023, khususnya untuk kendaraan informal. Temuan ini menekankan pentingnya penyesuaian lokal dalam analisis kapasitas simpang guna mendukung perencanaan lalu lintas yang lebih akurat dan kontekstual.Kata Kunci: Simpang Bersinyal; Ekivalen Mobil Penumpang (EMP); Aliran Jenuh; Regresi Linier; Lalu Lintas CampuranAbstractSignalized intersections play a vital role in urban traffic management, especially in areas with mixed traffic characteristics such as Banda Aceh. This study aims to determine the Passenger Car Equivalent (PCE) values based on actual saturation flow data at the AMD Batoh signalized intersection. Data were collected through video recordings over 120 green time cycles across four intersection approaches, with vehicle classifications including Motorcycles (MC), Light Vehicles (LV), Motorized Rickshaws (MR), and Heavy Vehicles (HV). Linear regression analysis produced positive coefficients, indicating that each additional vehicle unit increases the effective green time by 0.14 seconds for MC, 1.12 seconds for LV, 0.73 seconds for MR, and 1.58 seconds for HV. The regression model also yielded an Adjusted R² of 0.94, demonstrating a strong model fit. The resulting local PCE values differ from the standard references in PKJI 2023, particularly for informal vehicles. These findings highlight the importance of localized adjustment in intersection capacity analysis to support more accurate and context-sensitive traffic planning. Keywords: Signalized Intersection; Passenger Car Equivalent (PCE); Saturation Flow; Linear Regression; Mixed Traffic
