Abstract

This study examines the role of the Pekanbaru City General Elections Commission (KPU) in providing political education and encouraging the participation of persons with disabilities in the 2024 General Election. In accordance with Law Number 19 of 2011 on the Ratification of the Convention on the Rights of Persons with Disabilities, the state is obligated to guarantee the political rights of persons with disabilities. This research adopts Giesecke’s theory of political education, which includes four aspects: Educational Knowledge (Bildungswissen), Orientational Knowledge (Orientierungswissen), Behavioral Knowledge (Verhaltenswissen) — awareness to act, and Action Knowledge (Aktionswissen). A qualitative approach was used, with data collection techniques including interviews and observations. The findings show that the Pekanbaru City KPU has implemented various accessible election outreach programs to provide fundamental understanding (Bildungswissen) and has provided disability-friendly polling stations to support comprehension of the political system (Orientierungswissen). Training for election officers reflects the development of participatory awareness (Verhaltenswissen). However, the aspect of Aktionswissen remains constrained due to budget limitations and low public awareness. This study highlights the importance of collaboration between the KPU, disability organizations, and the broader community to achieve a more inclusive and democratic election process for all groups, including persons with disabilities. Abstract

This study aims to describe the implementation of the authority of the Pekanbaru City Communication and Information Service to prevent the spread of hoaxes in Pekanbaru City. This study aims to examine the implementation of the authority of the Pekanbaru City Communication and Information Service in monitoring and preventing hoax issues. Through an in-depth analysis of the strategies, efforts, and cooperation that have been carried out by the Communication and Information Service, this study is expected to provide a better understanding of the extent to which the institution is able to respond to the challenges of disinformation at the local level. This study is a descriptive study with a qualitative approach. The types of data are primary data and secondary data, primary data are obtained directly from informants. While secondary data is supporting data or strengthens primary data. Data collection techniques are carried out by interviews and documentation. There are 4 stages of data analysis techniques used, namely data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that describing the implementation of the authority of the Pekanbaru City Communication and Information Service to prevent the spread of hoaxes in Pekanbaru City as a whole is not yet effective. This is because several aspects have not run properly. The results of this study are based on the theory put forward by Dadang Surjanto. shows that there are shortcomings in the implementation of authority that has not been effective as it should be in handling the spread of hoaxes in Pekanbaru City. Abstract

This study examines the Strategy of Village-Owned Enterprises (BUMDes) Usaha Jaya, Rangsang Barat District, Meranti Islands Regency in 2022. Based on Government Regulation Number 11 of 2021 concerning the Establishment, Management, and Development of BUMDes at the Village Level. This study uses the strategy theory of Anatan and Ellitan which includes three aspects: Technology, Innovation, and Operations. The research approach used is qualitative with data collection techniques in the form of interviews and observations. The results of the study indicate that BUMDes Usaha Jaya Desa Bina Maju has implemented technology, innovation, and operational strategies for However, the Operational strategy still experiences obstacles in the marketing aspect of BUMDes product promotion funds, especially in the use of social media. This study emphasizes the importance of implementing strategies for good BUMDes management by paying attention to supporting factors so that the implementation of programs run by BUMDes will bring benefits that are directly felt by the community. Abstract

This thesis is motivated by the lack of attention, especially to the provision of facilities and infrastructure for vegetable farmers. There is a lack of outreach or outreach to vegetable farmers in Maharatu Village. The purpose of this thesis is to determine the role of the Pekanbaru City Agriculture and Fisheries Office on vegetable farmers in Maharatu Village and to determine the influence of the Pekanbaru City Agriculture and Fisheries Office on vegetable farmer empowerment in Maharatu Village. The researcher used a qualitative research approach. The research location was agricultural land in Maharatu Village, Marpoyan Damai District, and the Pekanbaru City Agriculture and Fisheries Office. The types and sources of data in this study were primary data in the form of interviews and observations conducted by the researcher, while secondary data supported the primary data, namely the Pekanbaru City Profile, the Pekanbaru City Police Profile, and information about the Tanjak Polresta Application. Data collection techniques used were interviews and documentation. Meanwhile, data analysis was carried out using qualitative analysis. Based on the research results and discussion, it can be concluded that the role of the Pekanbaru City Agriculture and Fisheries Office in empowering vegetable farmers in Maharatu Village, Marpoyan Damai District in 2021 is evident in the implementation of facilitator indicators, which provide assistance to vegetable farmers. Catalyst indicators include providing high-quality seeds at affordable prices. Regulatory indicators, however, are not implemented due to the lack of training programs for vegetable farmers, and dynamic indicators include the limited number of visits by the Pekanbaru City Agriculture and Fisheries Office to vegetable farmers. The influence of the Pekanbaru City Agriculture and Fisheries Office on empowering vegetable farmers in Maharatu Village includes conducting training, providing counseling, and providing seed and fertilizer assistance. Abstract

The government plays a very important role in increasing community participation in waste reduction. As a regulator, the government is responsible for formulating policies that support sustainable waste management. As a dynamizer, the government plays a role in encouraging community involvement through socialization and education. Meanwhile, as a facilitator, the government must ensure the availability of adequate facilities and infrastructure to support the waste management system. This study aims to analyze the extent of the government's role in increasing community participation in waste management in Marpoyan Damai District, Pekanbaru City. This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation studies. The results of the study show that the government has issued various policies, such as Regional Regulation No. 18 of 2008 concerning Waste Management and Pekanbaru Mayor Regulation No. 6 of 2023 concerning the Reduction of Plastic Bag Use. However, in its implementation, there are still various obstacles, such as a lack of policy socialization and low public awareness of sorting and managing waste. As a facilitator, the government has implemented various programs, such as awareness campaigns on reducing plastic waste, waste bank programs, awareness campaigns on reusing used items, awareness campaigns on Eco Enzymes, and others. However, public participation remains suboptimal due to insufficient education and lack of coordination with private sector entities and environmental communities. As a facilitator, the government has provided waste management facilities; however, in terms of reduction, these are still inadequate and do not fully meet community needs. Therefore, more innovative and collaborative strategies, as well as enhanced supervision and awareness campaigns, are needed to ensure that existing policies are implemented more effectively and encourage the community to be more active in waste reduction. The conclusion of this study is that the government's role in increasing community participation is still not optimal, as seen from the facilitator indicator. Abstract

Pekanbaru City is one of the largest economic centers on the island of Sumatra and is included as a city with a high rate of growth, migration, and urbanization. This growth has led to increasingly severe traffic congestion problems, especially in strategic areas such as the SKA Mall and Jalan Sudirman. Traffic congestion is a major problem faced by large cities, a common problem that occurs with high mobility is the problem of increasingly growing community activities. In an effort to address this problem, the local government has implemented the construction of flyovers as a solution to improve traffic flow. Through the Public Works and Spatial Planning (PUPR) Department of Riau Province, the construction of a flyover to overcome congestion. To determine the effectiveness of the policies that have been issued and using the theory from Riant Nugroho 2018 which consists of 5 indicators: appropriate policy, appropriate implementation, appropriate target, appropriate environment, and appropriate process. The research method for this thesis uses a qualitative descriptive approach. This study aims to provide a comprehensive overview of the effectiveness of the flyover construction policy and its impact on traffic congestion in Pekanbaru City The construction of flyovers in Pekanbaru City has had a positive impact in reducing traffic congestion. However, there are still aspects that need to be improved to achieve optimal effectiveness in infrastructure policies. By improving policy planning, implementation, and evaluation, it is hoped that future infrastructure development will be more effective in addressing congestion and improving the quality of life for residents of Pekanbaru City. Abstract

The village government plays a role in facilitating the community and providing appropriate guidance regarding the development and empowerment objectives to be implemented. The community contributes ideas, energy, and even material resources to ensure the success of empowerment and development. The village government plays a role in implementing community empowerment activities. An example of this empowerment is goat farming. The problem in this research is the suboptimal performance of the Tapung Jaya village government in carrying out its role as a village government. The purpose of this study was to determine the role of the Tapung Jaya village government in optimizing the village community empowerment program through goat farming and to identify the supporting and inhibiting factors in implementing its role as a village government. This study refers to the theory of the role of village government according to Isbandi Rukmianto (2013), namely community empowerment through the Preparation Stage, Assessment Stage, Alternative Planning Stage, Action Plan Formalization Stage, Implementation Stage, Evaluation Stage, and Termination Stage. This research is a descriptive qualitative study with primary and secondary data sources. Data collection techniques used were interviews and documentation. Data analysis techniques were Data Reduction, Data Presentation, and Conclusion Drawing. The results of this study indicate that the role of the Tapung Jaya village government as the main driver in community empowerment activities in Tapung Jaya Village is not optimal, such as the lack of funds and other infrastructure such as skills training, participation, unclear goat farming management, and the existence of inhibiting factors in implementing the government's role in Tapung Jaya Village, Tandun District, Rokan Hulu Regency. Abstract

Supervision of conversion forest areas aims to monitor and control changes in forest function to other land uses, such as plantations, settlements, or industry. The problem of this research is the conversion of converted forests to oil palm plantations in HPK forest areas. To address this problem, the Riau Province Environmental Agency (DLHK) has conducted patrols, outreach, and supervision of oil palm plantation companies that do not comply with regulations. The purpose of this study was to determine the supervision of the Environment and Forestry Service (DLHK) regarding oil palm plantation land conversion in the forest area of Tapung Hulu District, Kampar, in 2023-2024. Second, to identify factors hindering the Environment and Forestry Service's (DLHK) supervision of oil palm plantation land conversion. This research was conducted in Pekanbaru, specifically at the Riau Province Environmental and Forestry Service office. This study employed qualitative research methods, based on the theory of T. Hani Handoko, who outlined that the monitoring process has five indicators: establishing implementation standards, determining activity implementation measurements, measuring activity implementation, comparing implementation with implementation standards, and taking corrective action if necessary. Two data sources were used: primary and secondary data. Primary data was obtained through interviews and documentation. Secondary data was obtained through several reference sources, including books, journals, theses, regulations, social media, and official websites. The results of this study indicate that monitoring is not yet fully effective. This requires further improvement, including the monitoring function and following up on individuals in oil palm plantations who violate rules and regulations. Abstract

In the 2024 general election, the percentage of participation of persons with disabilities was 73%. Compared to the 2019 general election, their participation percentage was only 33%. This research aims to determine the methods used by the Pekanbaru City KPU in increasing the political participation of persons with disabilities. The theory used to examine this research is the theory according to L. Schur, M. Adya, and M. Ameri (2015) which states that there are four methods to increase the political participation of persons with disabilities. This research employs a mixed-methods approach. KPU used several methods to increase the participation of persons with disabilities in the 2024 general election. First, improving the accessibility of polling stations and voting equipment. Second, mobile voting was implemented. Third, training for polling station officers. Fourth, socialization and political education for persons with disabilities. Abstract

This thesis was motivated by the fact that many ministries/regional governments have not yet established a task force to eradicate extortion, the lack of public support for the task force in carrying out its duties to eradicate extortion in public services, and the lack of public reports. The task force will operate if it receives reports from the public. The purpose of this thesis is to determine the efforts of the Dumai City government's anti-extortion task force in 2021-2023 and to identify the inhibiting factors in the task force's efforts. The researcher used a descriptive qualitative approach. The location of this study was the Dumai City Transportation Agency. The types and sources of data in this study were primary data in the form of interviews and documentation conducted by the researcher, while secondary data consisted of reports, as well as profile documents, organizational structures, and tasks related to the Dumai City government's anti-extortion task force in 2021-2023. Interviews and documentation were used as data collection techniques. Meanwhile, data analysis was conducted using qualitative analysis. Based on the research results and discussion, it can be concluded that the Dumai City Government's Saber Pungli Task Force efforts from 2021 to 2023 have not been successful. This is due to several inhibiting factors, such as lack of public awareness, lack of transparency, lack of synergy, local government support, an ineffective reporting system, and weak law enforcement.
