Abstract

The management of the Sultan Syarif Hasyim Grand Forest Park is carried out by the Technical Implementation Unit of the Minas Model Production Forest Management Unit, which is the technical task executor, established by the Riau Provincial Forestry and Environment Service. The SSH Forest Park (Tahura SSH) is also being prepared as a natural tourism destination for the surrounding community. The purpose of this study was to determine collaborative governance in the management of the Sultan Syarif Hasyim Grand Forest Park recreational object and to identify the inhibiting factors in the management of the Sultan Syarif Hasyim Grand Forest Park recreational object in Minas District, Siak Regency, Riau Province, in 2022-2023. This research method uses a qualitative descriptive approach. The data used in this study is descriptive, presenting the results of research on Collaborative Governance in the Management of the Sultan Syarif Hasyim Grand Forest Park Recreation Site in Minas District, Siak Regency, Riau Province, in 2022-2023. Data collection techniques used in this study included interviews, documentation, and observation. The results showed that Collaborative Governance has been implemented, but not optimally. Three indicators, namely face-to-face meetings, building trust, and commitment to the process, have not been fully implemented between the UPT KPHP Minas Tahura and other stakeholders. Other obstacles encountered in the Collaborative Governance process are a lack of quality and quantity of human resources, inadequate facilities and infrastructure, and minimal budget allocation for the Management of the Sultan Syarif Hasyim Grand Forest Park Recreation Site. Abstract

This research is motivated by domestic violence, particularly violence against children. This is because many child victims or other family members do not report the violence they experience. Children are a trust and a gift from God Almighty, who must always be protected because they are inherently endowed with dignity, and human rights that must be upheld. Child protection is not only the responsibility of the government, but also of parents and the community. Given the limited budget and human resources available in relevant agencies, it is hoped that the community and parents will also increase their awareness of providing child protection. This research was conducted at the Technical Implementation Unit for the Protection of Women and Children (PPA) in Pekanbaru City. The purpose of this study was to describe the implementation of the PPA Technical Implementation Unit's duties in handling child victims of domestic violence in 2023. This study used a qualitative approach and descriptive research. Data collection techniques were conducted through interviews and documentation. This study utilized George C. Edward III's Implementation Theory, with indicators of communication, resources, disposition, and bureaucratic structure. The research found that the implementation of tasks in handling reported cases is suboptimal. This is due to several obstacles, including a lack of human resources, inadequate facilities and infrastructure for program implementation, and limited budget. The implementation of the Technical Implementation Unit (UPT PPA) still faces challenges that require cross-sectoral attention. More intensive coordination is needed between the UPT PPA (Principal Implementation Unit) and related agencies to strengthen the protection system and expedite the response to each report of domestic violence. These findings are expected to provide evaluation material and considerations in formulating more effective and responsive policies for the protection of child victims of domestic violence. Abstract

The Family Hope Program is a program providing conditional social assistance to poor and vulnerable families registered in the Ministry of Social Affairs' integrated data on handling the poor. Whether or not this program is effective can be determined by the program management system. This study aims to (1) describe the implementation of the Family Hope Program in Siberuang Village, Koto Kampar Hulu District and (2) to determine the supporting and inhibiting factors faced by the organizers in implementing the Family Hope Program in Siberuang Village, Koto Kampar Hulu District. The approach used in this research is a qualitative descriptive approach. Respondents in this study were coordinators, assistants, and PKH participants. Data was collected through interview and documentation techniques. After the data is collected, it is then analyzed using Sheldon's qualitative analysis model. he conclusions obtained are: (1) The implementation of the PKH program at the planning, validation, determination of PKH KPM, data updating, mentoring, and monitoring and evaluation stages has been carried out in accordance with the PKH program implementation guidelines, while in the commitment verification element, not all members have shown a strong commitment because there are still PKH KPM who are not present if there are health services or routine meetings. (2) The supporting factors for the PKH program are: (a) The road infrastructure is quite good, (b) the telecommunications network is adequate, communication between the implementer and KPM is quite good, (c) assistance is received by the wife, (d) The ratio between companions and KPM members is quite proportional. Furthermore, the inhibiting factors found were (a) the commitment of PKH members is still low, (b) the understanding of PKH members regarding the PKH program is still relatively low, (c) the domicile of the companion does not match the work area, (d) PKH participants are dependent on assistance, (e) the PLN electricity supply often goes out, (f) the emergence of social jealousy, (g) KPM finds it difficult to coordinate with the bank, and (h) lack of support from the local government. Abstract

Poverty remains one of the major social issues in Pekanbaru City. As an effort to address this problem, the government implements the Family Hope Program (Program Keluarga Harapan/PKH), which is expected to improve the welfare of poor families through support in education, health, and social sectors. This study aims to examine and analyze the implementation of PKH by the Pekanbaru City Social Service during the period 2020–2022. This research employed a qualitative method with data collected through interviews, observation, and documentation. The data were analyzed using William N. Dunn’s policy evaluation theory, which includes effectiveness, efficiency, adequacy, responsiveness, and accuracy, in order to provide a comprehensive picture of the program’s implementation. The results show that PKH in Pekanbaru City has been carried out in accordance with general guidelines and has provided tangible benefits for beneficiary families, particularly in supporting children’s education and maternal and child health. However, the number of poor people increased from 30.40 thousand in 2020 to 35.96 thousand in 2022. This indicates that PKH functions more as a social safety net than as a primary instrument for poverty reduction. Overall, the program can be considered effective and efficient, although it still faces challenges related to data accuracy, limited facilitators, and delays in disbursement. Abstract

Village development efforts are a national goal to create independence and community welfare, making villages the subject of development as mandated by Law No. 6 of 2014 concerning Villages. In Rokan Hulu Regency, one example of this success is seen in Bonai Village, Bonai Darussalam District, which succeeded in improving its status from "very underdeveloped" to "developing" in the 2020-2024 period. This success is inseparable from the active role of the Bonai Village Government in implementing the three main functions of village government According to Ryass Rasyid. The purpose of this study is to describe the process and results of the implementation of development, service, and community empowerment functions by the Bonai Village Government during that period. This study uses a descriptive approach to describe various initiatives and their impacts. The research results show that: the development function has been successful through various physical projects such as road cementing, public facility construction, and active community participation in mutual cooperation. The service function has shown significant improvements in the quality of administration, health services (including COVID-19 response and stunting prevention), and education management (early childhood education and Islamic boarding schools). Meanwhile, the community empowerment function has succeeded in increasing community knowledge through discussions and training (such as village-owned enterprise (Bumdes) governance and computer skills), as well as local economic development with investor support that produces superior products. Overall, the synergy of these three functions has resulted in an increase in the Village Development Index (IDM) of Bonai Village, although the sustainability and optimization of each aspect require further attention. Abstract

This research is motivated by the importance of community participation in the success of village-level development. The objective is to identify the level of community participation in development in Rawang Sari Village, Pangkalan Lesung District, Pelalawan Regency in 2022. This study uses a descriptive mixed methods approach, with data collection techniques including questionnaires, interviews, documentation, and literature review. The theoretical framework used is Cohen and Uphoff's participation model, which divides participation into four main stages: planning, implementation, acceptance, and development evaluation. The results of the study show that the level of community attendance in the Village Development Deliberation in 2022 is still relatively low, namely only 33 people out of 80 invitees (41.25%). However, community participation is present in various forms at each stage of development: At the Planning stage, the most dominant form of participation is in the form of money (24%). At the Implementation stage, the most dominant form of participation is in the form of ideas (26%). At the Acceptance stage, the most dominant form of participation is in the form of expertise. At the Assessment stage, the most dominant form of participation is in the form of ideas. Keywords: Community Participation, Village Development, Planning.

Abstract

This study was motivated by a government policy regarding a program called the Waste Bank. This study was conducted in Tebing Tinggi District, Meranti Islands Regency, Number 2 of 2020 concerning Waste Management. The formulation in this study is how the government plays a role in managing the Waste Bank, which is one of the alternatives for waste management in Indonesia. The research used by the author is field research. This study uses the theory of the Role of Government by Ryaas Rasyid (2010), which includes 1) the role of government as a regulator, 2) the role of government as a dynamizer, 3) the role of government as a facilitator, and 4) the role of government as a catalyst. This study uses a descriptive qualitative approach. The data collection techniques used by the author are interviews, documentation, and literature study. In this study, the data analysis technique used is qualitative, based on the data obtained. The data collection techniques are conducted through interviews and document searches. Meanwhile, the data analysis techniques used are data collection, data reduction, data presentation, and conclusion drawing or verification. The results of this study found that the Meranti Islands Regency Regional Regulation No. 2 of 2020 concerning waste management is an amendment to Meranti Islands Regency Regional Regulation No. 8 of 2018, The implementation of Regional Regulation No. 2 of 2020 concerning waste management in Tebing Tinggi District, Meranti Islands Regency, in 2023 shows that the local government has carried out these four roles, although there are still various obstacles in its implementation. As a regulator, the government has issued a decree on the establishment of a waste bank, but it has not been accompanied by clear guidelines, technical guidelines, and SOPs. As a facilitator, the government provides infrastructure, but not comprehensively, especially in the procurement of the main equipment, namely shredders. As a dynamizer, socialization and recycling competitions are held, but they are not yet carried out regularly and comprehensively. As a catalyst, the government strives to build collaboration with the community and educational institutions, although cross-sector partnerships are not yet optimal. Abstract

This study is motivated by the persistent weaknesses in the implementation of election supervision during the 2024 General Election in Dumai City, as evidenced by the occurrence of Re-Voting (Pemungutan Suara Ulang/PSU) in nine polling stations. This phenomenon indicates that the preliminary supervision conducted by the General Election Supervisory Agency (Bawaslu) of Dumai City has not been fully effective, particularly in preventing early administrative and technical violations in the field. The purpose of this research is to analyze the implementation of Bawaslu Dumai’s supervisory duties and functions during the 2024 General Election, focusing on the effectiveness of supervision at each stage preliminary, concurrent, and feedback control. This study employs a descriptive qualitative approach with data collected through in-depth interviews and documentation. The analysis is based on Donnelly’s (1996) control theory, which includes three types of supervision: preliminary control, concurrent control, and feedback control, supported by Law Number 7 of 2017 and Bawaslu Regulation Number 5 of 2022 on Election Supervision. The results show that Bawaslu Dumai has generally performed its supervisory duties according to regulations, including prevention, implementation, and enforcement stages. However, preliminary control remains the weakest aspect due to the limited technical training (Bimtek) provided to ad hoc supervisors, weak coordination across supervisory levels, and suboptimal mapping of potential violations. These issues have led to administrative errors that triggered PSU. In conclusion, the implementation of Bawaslu Dumai’s duties during the 2024 General Election has been fairly effective but still requires improvement in preliminary control through capacity building, continuous training, and stronger coordination systems to ensure more credible, fair, and democratic elections in the future. Abstract

Service activities are the process of fulfilling service needs in accordance with the Law. Public services can be categorized as effective if the public gets easy service with short, fast, and precise satisfying procedures. The succes public of services is determined by the government's ability to improve the work discipline of service officers. In the Regulation of the Chief the Republic of Indonesia National Police Number 9 of 2012 Article 52 Paragraph 2 Concerning Driving Licenses, it is stated that the authority to issue SIM to the public is the Chief of Police in each respective region and is delegated to the Head of the Traffic Unit. The large number of people who not have a driving license when the Tualang District Police conducted a raid makes this matter need more attention from the Tualang District Satpas, are there any things in the service that make people not have a license when riding a motorbike. This study uses a Descriptive research method with a qualitative approach. This study use the theory of the principles of public service according to Dr.Drs.Ratminto,m.pol.admin, where there are principles that must be considered in the implementation of government services and licensing, namely: 1) Empathy, 2) procedural limitations, 3) clarity of service procedures, 4) minimizing requirements, 5) clarity of authority, 6) transparency of costs, 7) certainty of schedule, 8) validity period of permits, 9) clarity of rights and authorities and 10) complaint handling, according to the author's analysis based on the results of the study, the implementation of public services at the Tualang District Satpas has been fairly good, all of these points have been running quite well according to the theory of the principles of public service, but there are still several aspects that will be a reference for making changes to improve. Abstract

Public service is a crucial indicator for achieving effective, efficient, and accountable village governance. However, public service practices at the village level still face various challenges, including limited infrastructure, low information transparency, and public complaints regarding the speed and accuracy of administrative services. This study aims to analyze the quality of public services provided by the Kuapan Village government, Tambang District, Kampar Regency, in 2024. The study employed a quantitative approach with descriptive methods. Primary data were obtained through a Likert-scale questionnaire distributed to 60 community respondents who had received services at the Kuapan Village Office, supported by observation and documentation. Data were analyzed using descriptive statistics using SPSS software to obtain an overview of the frequency distribution and percentage of respondents' responses. The results indicate that the quality of public services in Kuapan Village is categorized as quite good based on five dimensions of service quality: tangibles, reliability, responsiveness, assurance, and empathy. Of the five dimensions of public service quality, the dimensions that most satisfied the Kuapan Village community were responsiveness, assurance, and empathy. However, weaknesses remain in information transparency, limited waiting rooms, and suboptimal utilization of infrastructure. In conclusion, public services in Kuapan Village have met most service quality indicators, but improvements are needed in terms of staff professionalism, facility provision, and service transparency to achieve higher quality public services. .Keywords: Public Services, Village, Quality
