Abstract

Keimigrasian berperan penting dalam mendukung pembangunan daerah melalui pengaturan, pengawasan, dan pelayanan terhadap Warga Negara Indonesi serta orang asing. Di Indonesia, Direktorat Jenderal Imigrasi berperan sebagai leading sector dalam pengelolaan fungsi keimigrasian berupa pemberian pelayanan keimigrasian, penegakan hukum, keamanan negara, dan fasilitator pembangunan kesejahteraan masyarakat. Masuknya orang asing ke wilayah Indonesia memberikan dampak positif yang dapat mendorong sektor ekonomi, sosial, dan budaya daerah demi mendukung kepentingan nasional. Selain itu peningkatan lalu lintas orang masuk ke suatu negara membuka peluang bagi daerah, terutama dalam sektor industri, teknologi, dan pariwisata. Namun demikian di sisi lain juga menghadirkan berbagai tantangan seperti ketegangan sosial, persaingan tenaga kerja, serta timbulnya Transnational Organized Crime. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan fungsi keimigrasian dalam pembangunan daerah serta mengidentifikasi faktor-faktor yang mempengaruhi efektivitas kebijakan imigrasi. Metode penelitian ini menggunakan metode kualitatif. Hasil penelitian diharapkan memberikan rekomendasi kebijakan untuk memperbaiki pengelolaan keimigrasian dan mendukung pembangunan yang berkelanjutan serta menjadi arah tata kelola keimigrasian yang berbasis kepada pelayanan publik yang efektif dan efisien.

Abstract

Pencari suaka yang datang ke Indonesia, khususnya di Aceh, terus meningkat seiring dengan dinamika politik dan konflik di negara asal mereka. Sebagai wilayah yang sering menjadi tujuan awal bagi para pencari suaka, Aceh menghadapi tantangan kompleks dalam penanganan mereka. Penelitian ini membahas kolaborasi antara Pemerintah Aceh dengan berbagai pemangku kepentingan, termasuk pemerintah pusat, Imigrasi, organisasi internasional, dan masyarakat sipil dalam menangani pencari suaka di Indonesia. Dengan menggunakan pendekatan kualitatif deskriptif, penelitian ini menganalisis kebijakan, tantangan, serta efektivitas kerja sama dalam penyediaan perlindungan dan bantuan bagi pencari suaka. Hasil penelitian menunjukkan bahwa meskipun terdapat upaya koordinasi dan sinergi antaraktor, masih ada kendala dalam hal regulasi, kapasitas sumber daya, serta keberlanjutan dukungan bagi para pencari suaka. Oleh karena itu, diperlukan strategi kolaboratif yang lebih komprehensif untuk memastikan penanganan pencari suaka yang lebih efektif dan berkelanjutan.

Abstract

Immigration policy is an integral part of governance that aims to maintain state sovereignty and public order. In the midst of the dynamics of globalization and increasingly intensive cross-border human mobility, Indonesia faces major challenges in implementing immigration policies effectively. This article aims to analyze the implementation of the Indonesian government's policies in the field of immigration, focusing on the surveillance of foreigners as a vital instrument in ensuring national security and public order. This paper uses a descriptive qualitative approach with the method of literature study and policy analysis, this article reveals that even though the legal and institutional framework has been formed, policy implementation still faces various challenges such as inter-agency coordination, human resource capacity, and the use of information technology. These findings show the need to strengthen policy integration, synergy between actors, and digitize the immigration surveillance system. Policy recommendations are focused on institutional capacity building, immigration digital reform, and strengthening multi-stakeholder collaboration.

Abstract

Indonesia is highly vulnerable to natural disasters due to its geographical location at the convergence of three major tectonic plates. This study aims to analyze how the government implements policies to address disasters, particularly in the context of national-level Search and Rescue (SAR) operations. Using a qualitative descriptive method and a literature review approach, this research evaluates data from national policy documents, academic references, and Warfield’s (2008) disaster management theory. The findings reveal that although legal and institutional frameworks are in place through Law No. 24 of 2007 and the existence of BNPB and BASARNAS there are still major challenges in implementation. The main issues include weak inter-sectoral coordination, disparities in regional capacities, limited Search and Rescue (SAR) technology, and low levels of community preparedness. The integration of the six stages of disaster management proposed by Warfield (mitigation, preparedness, emergency response, recovery, capacity building, and adaptation) into Search and Rescue (SAR) policy has not been effectively implemented. There is a need to strengthen policies that are risk-based, sustainable, collaborative, and responsive to social and environmental changes. This study recommends improving inter-agency coordination, investing in Search and Rescue (SAR) technology, and empowering local communities as a strategic approach to disaster management in Indonesia. These findings highlight the need to strengthen inter-agency coordination and implement collaborative governance that can directly support the effectiveness of SAR policies at the practical level.

Abstract

Study. This aim is to analyze the implementation of innovation management in a rubbish-based community to support achieving the Low Carbon City in Bogor Regency and study inequality between policy macro and conditions in the field. Although the National Policy and Strategy for Management of Garbage (Jakstranas) targets a 75% reduction in rubbish to 75%, realization in Bogor Regency is still in the range of 44%. This is caused by structural obstacles like TPST/TPAS infrastructure limitations, lack of transport fleet, and not yet optimal regulations and zoning. Research This study uses cases in three subdistricts (Cibinong, Bojonggede, and Cileungsi), and found that innovation communities, such as digital waste banks, maggot composting, and eco enzymes, are capable of reducing organic waste volume by 20–30% and increasing sorting up to 35%. Projection impact on emission shows that if innovation is replicated all over House households in Bogor Regency (±600 thousand), then potential subtraction of GHG emissions can reach 48,000–72,000 tons of CO₂-e / year. Research This produces an integrative model for managing rubbish based on a community that can support the reduction of emissions concretely and strategically to realize a low-carbon city. Findings: This confirms the importance of multi-actor synergy and supports policy adaptive areas​ to initiate locally.
