Abstract

Tujuan dari penelitian ini adalah untuk mengetahui efektivitas Layanan Perpustakaan Keliling di Dinas kerasipan dan perpustakaan kota kupang. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan Kualitatif. Metode pengumpulan data menggunaka Observasi, Wawancara, dan dokumentasi, sedangkan teknis analisis data dilakukan dengan 3 (tiga) cara yaitu Triangulasi data, Triangulasi Metode dan Triangulasi Sumber. Penelitian ini berlokasi di Dinas kearsipan dan perpustakaan kota kupang Sumber data primer pada penelitian ini adalah data yang di dapat dari observasi langsung, data tentang informan dan wawancara kepada pegawai pemerintah terkait, pengelola dan serta pengunjung perpustakaan keliling. Dari Hasil penelitian ini menunjukkan bahwa Efektifitas layanan perpustakaan keliling Di dinas kearsipan dan perpustakaan kota kupang sejak covid-19 hingga sekarang, didapati bebrapa faktor penghambat yang menyebabkan layanan yang diberikan oleh perpustakaan keliling di dinas kearsipan dan perpustakaan kota kupang belum efektif dan layanan ini masih rendah jauh dari harapan. Pada kenyataannya masyarakat kota kupang yang merupakan konsumen atau penikmat layanan ini namun belum semuanya bisa menikmati layanan ini dalam 5 (lima) tahun terakhir sasaran layanan terdiri dari 119 sekolah sasaran dan 51 kelurahan namun tidak semuanya terlayani hanya beberapa lokasi saja yang bisa menikmati layanan perpustakaan keliling itupun juga belum maksimal karena jangkaun dan frekuensi kunjungan yang terbatas dan hanya berfokus pada wilayah yang berdekatan dengan kantor dinas kearsipan dan perpustakaan kota kupang. Sangat diperperlukannya anggaran yang cukup dan tidak boleh dipangkas, peningkatan upaya dalam memberikan sosialisasi dan informasi kepada masyarakat, konsistensi jangkauan dan jadwal kunjungan layanan, peningkatan sasaran lokasi atau wilayah.

Abstract

This research aims to describe the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua Regency. The method used in this research is qualitative with data collection techniques used, namely: interviews, documentation and observation. The theory used is the Performance Effectiveness theory from Agus Dwiyanto (2021). The results of this research indicate that the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua district has not been optimal in terms of indicators: 1) The productivity of public services by the civil service police unit has not been good enough. There are still complaints from traders regarding the control which affects their income and complain about economic losses due to the lack of market visitors, 2) Quality of Service in this case, the provision of facilities and infrastructure is still less than optimal due to unstable electricity in the Nataga market, resulting in traders' fish being damaged and not selling, 3) Responsiveness in controlling street vendors has been carried out through socialization and an agreement not to sell in Seba shops, however, there are still many sellers who return to selling after duty hours are over, 4) Responsibility implementation of responsibility in controlling street vendors still faces challenges such as the absence of specific regional regulations in regulating street vendors so that it is difficult to enforce order, 5) Accountability, Satpol PP's efforts in controlling street vendors in Sabu Raijua district show that there is a good application of accountability, namely by prioritizing polite communication and avoiding violence and Satpol PP is also trying to build harmonious relationships with street vendors and the local community.

Abstract

This study aims to analyze the compliance of two-wheeled motor vehicle taxpayers at the Samsat (Service Unit) of Kupang City, East Nusa Tenggara Province. Taxes are a major source of state revenue and play a vital role in financing development and public welfare. However, public compliance in paying motor vehicle taxes in Kupang City remains low, with many unpaid tax arrears. The theory used in this study is the OECD (Organization for Economic Cooperation and Development) compliance theory as cited in Pohan (2017:160). The aspects measured in this compliance theory are registration, reporting, and payment. This study used a qualitative approach with descriptive methods. The results show that taxpayer compliance in registering, reporting, and paying motor vehicle taxes is still suboptimal. The vehicle registration process is carried out according to procedure, but public awareness of registering vehicles and fulfilling their tax obligations remains low. Monthly and annual reporting is carried out well by the Samsat, however, there are obstacles in reporting caused by taxpayer non-compliance. Tax payments are also inadequate because some taxpayers still do not pay their taxes on time and have tax fines, resulting in arrears. Based on these issues, it is recommended that the Samsat (Vehicle Tax Office) conduct outreach on the importance of tax compliance, expand mobile Samsat services, and conduct raids to regulate motor vehicle registrations on the road in collaboration with the Kupang City Traffic Police. These efforts are expected to increase taxpayer awareness and compliance, thereby supporting increased local revenue and development in Kupang City.

Abstract

Animal quarantine policies are an essential instrument in preventing the spread of animal diseases, safeguarding animal health before distribution, and ensuring food safety and ecosystem security. This study aims to evaluate the implementation of such policies at the Animal, Fish, and Plant Quarantine Center in East Nusa Tenggara. Using a qualitative approach, this research employs a triangulation method that includes observation, interviews, and documentation to obtain in-depth data on the effectiveness of the policy and the challenges encountered in its implementation. The findings of this study indicate that the implementation of animal quarantine policies at the Animal, Fish, and Plant Quarantine Center in East Nusa Tenggara has not been optimal, despite the relevant regulations being in place. One of the main obstacles identified is the lack of effective socialization and communication to the public, especially to quarantine service users, resulting in a low level of understanding regarding the applicable quarantine procedures. This suggests that, while regulations exist, their effectiveness is heavily dependent on public understanding and active participation. Furthermore, limited access to clear and comprehensive information regarding quarantine procedures, as well as a lack of training for involved personnel, also serve as barriers to optimizing the policy's implementation. To enhance the effectiveness of animal quarantine policies, a comprehensive strategy is needed, which includes several key actions, one of which is strengthening socialization through direct engagement with the public, particularly quarantine service users. This aims to improve and deepen their understanding of quarantine procedures, ensuring more effective policy implementation. Additionally, these measures are expected to not only enhance service quality but also improve operational efficiency and monitoring accuracy. Thus, animal quarantine policies are expected to have a broader impact, not only on animal health but also on food safety and the overall well-being of society, which in turn will strengthen animal disease control systems and maintain ecosystem balance.
