Abstract

This research aims to determine the application of good governance in improving the quality of public services at the Fatuaruin Village Office, Sasitamean District, Malaka Regency. This research uses descriptive research methods with a qualitative approach. The number of informants was seven people using purposive sampling techniques. Data collection techniques include observation, interviews and documentation. Data reduction, comparative analysis, and conclusion are the data analysis techniques used. This research indicates that implementing good governance to improve public services at the Fatuaruin village office, Sasitamean subdistrict, Malaka district can be improved from aspect (1). Several services still need to be maximized in delivering information (2). Responsiveness. The community assesses that village officials have yet to respond optimally to services. (3). Regarding fairness, the community believes that village officials must be fairer in providing services because people often receive unequal services, and illegal levies occur to get maximum service from the authorities. (4) Effectiveness and efficiency: The community believes that village officials must be more effective and efficient in providing services because the community is often slow to receive services and must comply with predetermined standards, thus making the community feel disadvantaged regarding time and costs. The obstacles faced by the Fatuaruin Village government, Sasitamean District, and Malaka Regency in implementing good governance are Limited resources, lack of awareness and understanding of village officials about good governance, lack of community involvement, Corruption and nepotism.

Abstract

Purpose: This research, conducted at the Regional Secretariat of the Malacca Regent's Office, aims to assess the impact of Leadership Style and Organizational Culture on Employee Performance, both partially and simultaneously.Methodology:The method used in this research is a survey method with a quantitative approach. The data collection method used is the questionnaire method. Data was gathered through a survey of 284 Civil Servants (PNS), selected through simple random sampling. A Likert scale questionnaire was distributed, with 74 responses suitable for analysis.Findings:Multiple linear regression using SPSS version 26 revealed that leadership style (1) and organizational culture (2) individually have a significant positive effect on employee performance. Simultaneously (3), these factors positively and significantly influenced employee performance (F = 25.256, p = 0.000).Implication:The Coefficient of determination (R2) is 0.794, indicating that the combined impact of leadership style and organizational culture strongly influences variations in employee performance at the Malacca Regent's Office Regional Secretariat, accounting for 79.40%. In comparison, other unexamined factors influence 20.60% of this research.

Abstract

The regulation regarding the designation of customary villages is a form of formal juridical recognition by the government of the existence and rights of indigenous peoples who are spread throughout Indonesia, especially in Rote Ndao District. This research is a qualitative descriptive study with primary and secondary data sources collected through qualitative observation, qualitative interviews, qualitative documents search and qualitative audio and visual materials. ) then the data that has been collected is analyzed using the data analysis steps proposed by Miles, Huberman and Saldana (2014: 14) The results of the study found that the structuring of villages into traditional villages in Rote Ndao Regency does not fulfill several elements, namely; (a) customary territories and customary assets no longer function according to community development, (b) customary government institutions, solidarity of indigenous peoples and instruments of customary law norms that still exist and do not conflict with applicable laws and regulations, (c) solidarity indigenous peoples and instruments of customary law norms that still exist and do not threaten the sovereignty and integrity of the state and (d) customary territories, solidarity of indigenous peoples, customary government institutions, customary assets and instruments of customary law norms have partially disappeared and have not been recognized by the state while the inhibiting factors in village management, especially changing the status of a village to a traditional village in Rote Ndao Regency, namely; (a) bad policies and (b) the will of regional heads.

Abstract

Every ASN who holds this position must be equipped with adequate competencies in order to be able to answer a number of opportunities and challenges in realizing bureaucratic reform and increasing effectiveness in the delivery of public services and one of the regional institutions that carries out human resource training and development activities is the Resource Development Agency Human (BPSDMD) East Nusa Teggara Province. The type of research used in this research is a case study. Informants in this research will be selected purposively. In analyzing the data, the author uses the Miles and Huberman analysis model (1992:16) which states that qualitative data analysis is carried out interactively and continues continuously until completion, so the data becomes saturated. Activities in data analysis, namely data reduction, data display, verification/conclusion drawing. The results of the research found that on side (1) the input for the implementation of the 2021 Batch VI Administrative Leadership Training Training by BPSDMD NTT province includes supporting resources and basic materials needed to implement the 2021 Batch VI Administrative Leadership training policy, it is stated (1) Regulations (2) Availability of Budget (3) Organizers (4) Teaching Staff (5) Participants and (6) Facilities, while on side (b) The process of implementing the 2021 class VI Administrative Leadership Training training by BPSDMD NTT province includes (1) Methods learning and training (2) Effectiveness during the learning and training process as well as in (c) Output from the implementation of the Adminsitrator Leadership Training Training class VI in 2021 by BPSDMD NTT province.

Abstract

This research aims to assess the Application of Good Governance in Enhancing Public Service Quality at the Fatuaruin Village Office, Sasitamean District, Malacca Regency, utilizing descriptive research methods with a qualitative approach. A total of 7 informants were purposively sampled for data collection through observations, interviews, and documentation analysis. The theoretical framework employed is based on the work of Ramdani et al (2022). The findings reveal challenges in the implementation of good governance at the Fatuaruin Village Office. Transparency is compromised, particularly in disseminating information related to business licensing services, leading to public perception that transparency efforts are not fully optimized. Responsiveness falls short as officials are frequently unavailable when needed, causing delays in service. The fairness of services provided is questioned, with instances of unequal treatment and illegal levies. Effectiveness and efficiency are criticized due to slow services that deviate from predetermined standards, resulting in community dissatisfaction with time and cost implications. Several obstacles impede the effective implementation of good governance in the village, including limited resources, insufficient awareness among officials, a lack of community involvement, and instances of corruption and nepotism. Recommendations include optimizing the principles of good governance—transparency, responsiveness, fairness, and efficiency—considering local contexts. This optimization is expected to enhance the quality of services provided, ensuring satisfaction within the community.

Abstract

In accelerating the development of a number of disadvantaged areas, as a form of affirmative action, strategic steps are needed. This study aims to see how the form of affirmative policy in the alleviation of disadvantaged areas in NTT. This type of research used in this study is the study of literature as a collection technique, data by studying books, literature, notes, and reports that have to do with the problem of inequality and underdeveloped development in NTT. The results of the literature study indicate that the province of East Nusa Tenggara is ranked second after Papua, as a disadvantaged area. This is based on the level of the human development index (HDI) in NTT which is still below the national HDI standard and the low literacy rate in NTT. Affirmative Action as an effort to reduce regional disparity by the Central Government and the NTT Government is one of the national priorities and has a very important role. However, in its implementation, there is still a difference between the Central Government program and the character and needs of the region in NTT and a fairly long range of controls that results in the implementation of affirmative actions that are less effective in dealing with backwardness in NTT. Abstract

Tourism management in Kupang City requires significant attention from the local government due to its current low income from this sector. Given the city's promising tourism potential, it can be a vital avenue to boost local revenue, enhance the community's economy, and foster regional development. This qualitative research involved primary and secondary data sources collected via observation, interviews, and document searches with 40 informants. The data were analyzed using Creswell's (2016) methodology. Findings indicate that: (a) Both official and unofficial actors are involved in planning; (b) Economic reviews identify community mindset as a threat, economic development as an opportunity, budget constraints as a weakness, and the city's status as the provincial capital and gateway to Timor Leste as strengths; (c) Current tourism is limited to natural sites, with urban tourism development not yet optimal; (d) Goals and strategies are aligned with the city's vision and mission, requiring communication between stakeholders and the community; (e) The Kupang City Tourism Office is still developing the city tourism development plan.

Abstract

The tourism sector is the sector that has the most significant contribution in the world in every country. This research aims to examine and analyze the implementation of the hexa-helix principle in developing the tourism business and creative economy in West Sumba. The research was conducted using a descriptive qualitative model. The data collection method used interview and documentation mechanisms, then analyzed using triangulation-based qualitative methods. The results are classified, and coding is carried out to formulate data validation and reliability. This research found that academics, society and tourists answer that tourism in West Sumba has met the requirements in the context of education, meeting community needs and can attract quality tourists and has an impact on increasing local revenue. However, the hexa-helix concept in government, mass media and the business world is still being adjusted and needs to be fully operational. So, it has not reached the optimal level for marketing and developing sustainable tourism infrastructure.

Abstract

Stunting is a chronic nutritional problem that affects children's growth and development. This study aims to analyze the implementation of the stunting reduction acceleration program at Kapan Public Health Center. The method used is descriptive qualitative with data collection through interviews, observations, and documentation. The results of the study showed that although there was a decrease in stunting cases from 726 to 556 cases in 2023, the stunting rate increased again to 777 cases in 2024. Inhibiting factors include lack of public knowledge, limited supervision, and suboptimal policy planning. In seeing the success of policy implementation, policy implementation can be studied based on Merilee S. Grindle's theory by referring to 2 major variables, namely policy content and policy context. This study also looks at the success of the implementation of Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction in the working area of the Kapan Health Center, North Mollo District, South Central Timor Regency. This study recommends increasing cross-sector collaboration and community education to prevent stunting.

Abstract

Penelitian ini membahas koordinasi dalam penertiban peredaran minuman keras tradisional di Kota Kupang. Fokus penelitian mencakup tiga aspek utama: (1) buruknya koordinasi antarinstansi dalam pengawasan, (2) pendekatan represif dalam bentuk penghancuran usaha dibandingkan pembinaan, dan (3) maraknya usaha ilegal akibat minimnya pendataan oleh aparat. Hasil penelitian menunjukkan bahwa koordinasi antara instansi seperti Dinas Perindustrian dan Perdagangan, Satpol PP, Kepolisian, dan BPOM masih lemah. Komunikasi yang tidak terstruktur menyebabkan kebijakan yang tidak sinkron, sementara pembagian tugas yang tidak jelas mengarah pada tindakan penertiban yang bersifat sporadis dan tidak strategis. Pendekatan yang lebih banyak menekankan penghancuran usaha tanpa pembinaan turut memperparah masalah, mendorong pelaku usaha tetap beroperasi secara ilegal. Selain itu, keterbatasan sumber daya dan minimnya pencatatan usaha ilegal menjadi tantangan dalam pengendalian peredaran miras tradisional. Dalam konteks ini, pemerintah tidak sedang memberdayakan masyarakat, melainkan justru merusaknya melalui pendekatan penertiban yang tidak solutif dan destruktif. Studi ini merekomendasikan peningkatan koordinasi melalui komunikasi yang lebih efektif, pembagian tugas yang jelas, serta pendekatan penertiban yang lebih terstruktur dan berorientasi pada pembinaan.
