Abstract

The political representation of women sticks out in the midst of domination and hegemony of patriarchal culture in various dimensions of life, especially in the political space. There is a kind of socio-political obstacle that forces women to double their capital and power, which must be spent more heavily and complicated than men when they enter politics. This study wants to see how far the role of women legislators in the NTT Provincial DPRD for the 2019-2024 period is in carrying Political parties and are in accordance with the interests of the categorization of women members of the legislature. The strategy for dividing positions for women is also quite diverse. Women have political hopes that are placed on increasing access power and opening up political opportunities to occupy strategic positions such as important positions or involvement in the decision-making process in political parties. The hope for increasing access is related to increasing the capacity of individual women and youth in political parties. Increasing women's access to strategic positions in political parties. This political hope emphasizes the importance of women and youth to have economic, social and political capacities. Economic capacity relates to financial resources, social capacity refers to social relations and networks, and political capacity relates to political knowledge and skills

Abstract

This study aims to explain the design of vanilla natural resource governance in Sikka Regency, explain the configuration and roles of actors in vanilla natural resource governance in Sikka Regency and explain the implications of vanilla natural resource governance design in Sikka Regency on farmers' welfare. The benefit of this research is as a reference material for the government, entrepreneurs and farmers as actors in vanilla natural resource governance in Sikka Regency in vanilla management. This research uses a qualitative approach with descriptive method with observation, interview and documentation study techniques. The results showed that vanilla governance design in the form of production, distribution and benefits currently implemented in Sikka Regency has not yet obtained optimal results and there are actors who have their respective positions and roles in governance that still need to be coordinated to optimize the benefits of governance. In addition, the design of vanilla governance in Sikka Regency has not been able to improve the welfare of vanilla farmers in Sikka Regency.

Abstract

The performanceof the Village Head is the level of success of the village head in carrying out his duties andfunctions as the head of the village government, which in the management of the village budget the village head must be able to maximize the existing budget and utilize the existing human resources in the village to support village development. In this case, the performance of the village head is measured using the theory of performance indicators put forward by Prof. DR. Prasojo Eko. Which discusses related to Transparency, Accountability, Community Engagement, Effectiveness, Efficiency, and Regulatory Compliance. This research uses a qualitative approach by using a qualitative descriptive method with data collection techniques such as observation, interviews, and documentation.The results of the study show that the performance of the village head is still less effective which is where the lack of information disclosure to the community so that many people do not know about the management of the village fund budget, the responsibility of the village government related to the management of the village budget is also not satisfactory for the community, low community participation also affects the process of managing the village fund budget, the lack of equitable distribution of development in every Gorontalo village area, Lack of utilization of existing human resources and lack of time utilization so that it causes significant financing, the village government in managing the village fund budget is in accordance with the existing rules in the management of the village fund budget.

Abstract

Penelitian ini membahas koordinasi dalam penertiban peredaran minuman keras tradisional di Kota Kupang. Fokus penelitian mencakup tiga aspek utama: (1) buruknya koordinasi antarinstansi dalam pengawasan, (2) pendekatan represif dalam bentuk penghancuran usaha dibandingkan pembinaan, dan (3) maraknya usaha ilegal akibat minimnya pendataan oleh aparat. Hasil penelitian menunjukkan bahwa koordinasi antara instansi seperti Dinas Perindustrian dan Perdagangan, Satpol PP, Kepolisian, dan BPOM masih lemah. Komunikasi yang tidak terstruktur menyebabkan kebijakan yang tidak sinkron, sementara pembagian tugas yang tidak jelas mengarah pada tindakan penertiban yang bersifat sporadis dan tidak strategis. Pendekatan yang lebih banyak menekankan penghancuran usaha tanpa pembinaan turut memperparah masalah, mendorong pelaku usaha tetap beroperasi secara ilegal. Selain itu, keterbatasan sumber daya dan minimnya pencatatan usaha ilegal menjadi tantangan dalam pengendalian peredaran miras tradisional. Dalam konteks ini, pemerintah tidak sedang memberdayakan masyarakat, melainkan justru merusaknya melalui pendekatan penertiban yang tidak solutif dan destruktif. Studi ini merekomendasikan peningkatan koordinasi melalui komunikasi yang lebih efektif, pembagian tugas yang jelas, serta pendekatan penertiban yang lebih terstruktur dan berorientasi pada pembinaan.

Abstract

Penelitian ini menganalisis efektivitas Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kelurahan Manulai II berdasarkan indikator input, proses, dan output menurut Sedarmayanti (2009). Hasil studi menunjukkan bahwa efektivitas program ini belum maksimal. Dari sisi input, ditemukan keterbatasan Sumber Daya Manusia (SDM) pada panitia ajudikasi BPN dan kelurahan, yang berdampak pada kinerja dan kualitas pelayanan karena harus merangkap tugas. Banyak masyarakat juga masih minim pengetahuan terkait prosedur dan persyaratan, menyebabkan pengembalian berkas tidak lengkap. Aspek Anggaran/Biaya meskipun secara teknis sesuai petunjuk, mengalami pemangkasan pasca-COVID-19 dan masyarakat masih dibebani biaya signifikan (sekitar Rp500.000 per bidang) yang menimbulkan keluhan karena program dianggap tidak sepenuhnya gratis. Fasilitas yang tersedia juga belum sepenuhnya memadai, dengan keterbatasan perangkat survei digital dan kondisi alat yang usang/tidak akurat, memperlambat proses pengukuran dan memengaruhi presisi data. Pada aspek proses, Penyuluhan/Sosialisasi program PTSL tidak dilakukan secara komprehensif dan kurang melibatkan masyarakat secara langsung, seringkali hanya dilakukan satu kali dan terbatas pada perangkat RT/RW. Hal ini menyebabkan banyak warga tidak mendapatkan informasi utuh, menimbulkan kebingungan, keraguan, dan menghambat partisipasi. Meskipun Pengolahan Data Yuridis dan Pembuktian Hak berjalan cukup baik, terdapat tantangan signifikan berupa 50 bidang tanah sengketa/adat dan 55 hektar tanah di kawasan hutan yang tidak dapat didaftarkan, serta kejelasan statusnya belum tuntas. Pemeriksaan Tanah juga menghadapi kendala masalah tumpang tindih kepemilikan pada beberapa bidang tanah akibat transaksi tanpa pembaruan data di BPN, yang hingga kini belum terselesaikan meskipun kelurahan aktif memfasilitasi mediasi. Pada sisi output, program PTSL di Kelurahan Manulai II belum sepenuhnya efektif. Meskipun 1.715 sertifikat telah diterbitkan dan memuaskan sebagian penerima, target awal penerbitan (3.353 sertifikat) belum tercapai, dengan 1.638 bidang tanah masih belum bersertifikat. Lebih lanjut, kualitas sertifikat yang diterbitkan bermasalah karena adanya kesalahan data (nama, luas, batas tanah), menimbulkan kekecewaan dan mengharuskan masyarakat menjalani proses perbaikan yang panjang. Sebagai saran, penelitian ini merekomendasikan penambahan jumlah panitia ajudikasi dan peningkatan fasilitas survei oleh BPN. Kelurahan Manulai II perlu melakukan sosialisasi berkala dan melibatkan masyarakat secara langsung, berkoordinasi dengan BPN terkait biaya, dan memperjelas status tanah bermasalah. Masyarakat diharapkan lebih proaktif mencari informasi dari sumber resmi (kantor lurah dan BPN) dan berpartisipasi aktif dalam program PTSL.

Abstract

Sarhunta assistance is government financial support for communities in the delineation of handling locations to improve the quality of houses, residential development for business functions, and environmental arrangements to support tourism or economic development. One form of activity is to provide tourism residential facilities (homestay) while improving the quality of settlements that meet the requirements of livable homes. The purpose of this study was to Evaluation of Sarana Hunian Pariwisata (Homestay) Assistance Program in Nampar Macing Village, West Manggarai Regency. The method used in this research is descriptive qualitative. The results showed that the utilization of Sarhunta as a business function in Nampar Macing Village, Manggarai Regency is not yet optimal. The lack of community understanding and the absence of technical guidance are factors in the failure of Sarhunta utilization.

Abstract

This research aims to describe the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua Regency. The method used in this research is qualitative with data collection techniques used, namely: interviews, documentation and observation. The theory used is the Performance Effectiveness theory from Agus Dwiyanto (2021). The results of this research indicate that the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua district has not been optimal in terms of indicators: 1) The productivity of public services by the civil service police unit has not been good enough. There are still complaints from traders regarding the control which affects their income and complain about economic losses due to the lack of market visitors, 2) Quality of Service in this case, the provision of facilities and infrastructure is still less than optimal due to unstable electricity in the Nataga market, resulting in traders' fish being damaged and not selling, 3) Responsiveness in controlling street vendors has been carried out through socialization and an agreement not to sell in Seba shops, however, there are still many sellers who return to selling after duty hours are over, 4) Responsibility implementation of responsibility in controlling street vendors still faces challenges such as the absence of specific regional regulations in regulating street vendors so that it is difficult to enforce order, 5) Accountability, Satpol PP's efforts in controlling street vendors in Sabu Raijua district show that there is a good application of accountability, namely by prioritizing polite communication and avoiding violence and Satpol PP is also trying to build harmonious relationships with street vendors and the local community.

Abstract

The Indonesian National Police is one of the institutions that provides public services, especially in the current era of globalization. With increasingly tight competition and numerous challenges, the police are required to deliver quality services that meet the needs of the community. Improving the quality of public services is absolutely necessary, considering the increasingly informed and responsive nature of society toward any deviations in public service, often voiced through print and electronic media. Data collection techniques used in this study include interviews, observation, and documentation. Data analysis in this research is carried out using triangulation techniques.Based on the research findings, it was concluded that the implementation of police services at Maulafa Sector Police has not yet developed efficiently and thus must strive to perform its duties in the best possible manner to provide comfort and satisfaction to the community. The police must offer effective services that result in excellent public service, which in turn would indicate that the service is productive. Therefore, in efforts to achieve high-quality service, it is only fitting that the police improve their service quality in accordance with regulations concerning the enhancement of public service quality by government officials.

Abstract

The struggle for gender equality in Indonesia is still constrained by perspectives that associate women primarily with domestic roles, thereby limiting their participation in the public sphere. This study aims to analyze the implementation and model of gender equality in public office at the Office of Population Control and Family Planning (DP2KB) of Kupang City, an institution with a balanced composition of employees—50% men and 50% women. The research applies a qualitative-descriptive method with a case study approach. Research informants consisted of 11 key individuals (ranging from the Head of Office to Section Heads) selected purposively. The analysis focuses on six indicators of female leadership: Direction Setting, Influencing Ability, Team Building, Risk Taking, Motivation, and Emotional Intelligence.The findings reveal that DP2KB Kupang City has achieved significant progress through female leadership in strategic positions. The leadership model practiced is proven to be transformative, inclusive, and adaptive. Specifically, this leadership is characterized by: Direction Setting through collaboration and inclusive team involvement; Influencing Ability based on empowerment; and the use of Emotional Intelligence (empathy and flexibility) as a key factor in fair decision-making. The presence of women in leadership positions at DP2KB represents a successful model that breaks down cultural and structural barriers while strengthening the organization’s commitment to gender equality in public bureaucracy.

Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.
