Penelitian ini bertujuan untuk menganalisis pelaksanaan pelayanan Surat Keterangan Tempat Tinggal bagi Warga Negara Asing di Dinas Kependudukan dan Pencatatan Sipil Provinsi Daerah Khusus Ibukota Jakarta. Fokus penelitian ini adalah mengetahui proses pelaksanaan serta kualitas pelayanan yang diberikan kepada pemohon asing. Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi literatur. Hasil penelitian menunjukkan bahwa pelayanan administrasi kependudukan bagi Warga Negara Asing telah berjalan sesuai prosedur, namun masih terdapat beberapa kendala yang memengaruhi efektivitas layanan. Hambatan tersebut meliputi keterbatasan sistem digital, seperti aplikasi layanan daring yang belum optimal digunakan melalui perangkat telepon genggam dan sistem yang belum terintegrasi dengan basis data kependudukan. Selain itu, sistem belum mengakomodasi kebutuhan Warga Negara Asing pemegang izin tinggal jangka panjang tanpa sponsor. Kurangnya sosialisasi serta keterbatasan dalam penggunaan format dokumen juga menjadi penghambat. Berdasarkan analisis dengan teori implementasi kebijakan, aspek organisasi dan interpretasi sudah terpenuhi, tetapi aspek aplikasi memerlukan perbaikan agar pelayanan menjadi lebih efektif, efisien, dan responsif. This study aims to analyze the implementation of the Certificate of Residence service for Foreign Nationals at the Population and Civil Registration Office of the Special Capital Region of Jakarta Province. The focus of this research is to examine the process of service implementation and the quality of services provided to applicants from abroad. The research employs a descriptive qualitative approach with data collection techniques through interviews, observations, and literature studies. The results show that the administration services for foreign nationals have been carried out according to established procedures; however, several obstacles still affect the effectiveness of service delivery. These obstacles include limitations in digital systems, such as online service applications that are not yet fully optimized for mobile device use, and systems that are not integrated with the population database. In addition, the system does not yet accommodate the needs of foreign nationals holding long-term residence permits without sponsors. The lack of public outreach and restrictions on the required document formats also hinder the service process. Based on the analysis using the policy implementation theory, the organizational and interpretative aspects have been fulfilled, but the application aspect still requires improvements to achieve more effective, efficient, and responsive public services.
