Abstract

This study aims to analyze the institutional role of the Buluttana indigenous community in rice farming (Oryza sativa) in Gowa Regency, South Sulawesi. Qualitative data analysis method by studying or analyzing and describing the role of institutions in increasing rice productivity. This study uses the Likert scale method, which is a method used to measure a person's attitude, opinion, or perception of a statement. The sample in the study was taken using the purposive sampling method or by taking samples intentionally. The number of samples taken was 10% of the population or 60 farmers. The results of the study based on the filling of the Likert Scale instrument showed that the involvement of indigenous peoples was very high with an index of 94.3%; the role of preserving Buluttana indigenous culture is very high in rice farming with an index of 93.6%; the role of teaching traditions is very high in rice farming with an index of 92%; the role of conflict resolution and mediation of Buluttana customs is very high with an index of 92.3%; the role of natural resource management by the Buluttana custom is very high with an index of 91.3% and the role of the Buluttana custom community in the relationship between farmers and the government (stakeholders) is very high in rice farming efforts with an index interpretation of 90.3%. The conclusion of this study is that customary institutions have been proven to have a major influence on community participation in agricultural activities, maintaining the sustainability of local culture, passing down agricultural traditions from generation to generation, conflict resolution and mediation, regulating natural resource management, and being an effective liaison between farmers and the government.

Abstract

AbstrakPenelitian ini bertujuan untuk mengurai peningkatan kinerja penyuluh kehutanan pada program pengembangan hutan kemasyarakatan (HKm) melalui kompetensi penyuluh dalam berkomunikasi dengan kelompok tani perhutanan (KTH), pengetahuan teknis penyuluh pada pengelolaan hutan, kompetensi interpersonal, serta keterampilan penyuluh memecahkan masalah terkait pengelolaan HKm di Kecamatan Tinggimoncong Kabupaten Gowa. Metode penelitian yang digunakan adalah survei kuantitatif yang melibatkan responden kelompok tani hutan (KTH) sebanyak 25 orang dipilih secara purposive sampling, dan 4 orang penyuluh kehutanan sebagai informan penelitian yang terlibat dalam pengelolaan hutan kemasyarakatan di Kecamatan Tinggimoncong. Hasil penelitian menunjukkan bahwa kinerja penyuluh kehutanan atas  pengelolaan hutan (HKm) ditinjau dari aspek kompetensi penyuluh dalam berkomunikasi, pengetahuan teknis, kompetensi interpersonal dan keterampilan penyuluh dalam memecahkan masalah, berada pada kategori  “sangat baik”, dengan skala rata-rata presentase (90,8%). Penelitian ini memberikan rekomendasi peningkatan kompetensi penyuluh melalui pelatihan berkala, peningkatan keterampilan pemanfaatan teknologi informasi (e-extension) upaya mendukung penyuluhan yang lebih efektif dan efisien.Kata kunci: Peningkatan Kinerja, Penyuluh  Kehutanan, Pengembangan Hutan Kemasyarakatan.AbstractThis study aims to analyze the improvement in the performance of forestry extension workers in the community forestry development program (HKm) through the extension workers' competence in communicating with forestry farmer groups (KTH), their technical knowledge of forest management, their interpersonal skills, and their problem-solving skills related to HKm management in Tinggimoncong Subdistrict, Gowa Regency. The research method used was a quantitative survey involving 25 forest farmer group (KTH) respondents selected by purposive sampling and four forestry extension workers as research informants involved in community forest management in Tinggimoncong Subdistrict. The results showed that the performance of forestry extension workers in forest management (HKm), in terms of their competence in communication, technical knowledge, interpersonal competence, and problem-solving skills, was in the “very good” category, with an average percentage scale of 90.8%. This study recommends improving the competence of extension workers through regular training, improving their skills in utilizing information technology (e-extension) to support more effective and efficient extension servicesKeywords: Performance Improvement, Forestry Extension Workers, Forest Development, Community Development.

Abstract

Penelitian ini bertujuan mendeskripsikan implementasi bantuan pompanisasi dalam Program Perluasan Areal Tanam (PAT) serta menganalisis peran kelembagaan pertanian dalam mendukung peningkatan produktivitas usahatani padi di Kecamatan Lappariaja, Kabupaten Bone. Metode kuantitatif deskriptif-komparatif digunakan dengan sampel 145 petani penerima bantuan pompa dan informan kunci dari instansi terkait. Data dikumpulkan melalui kuesioner, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi bantuan pompa telah dilaksanakan sesuai prosedur, mencakup tahap pendataan, verifikasi, dan penyaluran 54 unit pompa ke sembilan desa. Program ini berhasil meningkatkan intensitas tanam dan produktivitas padi, meski terdapat kendala teknis seperti ketersediaan bahan bakar dan keterampilan perawatan yang terbatas. Peran aktif Dinas Pertanian, BPP, dan kelompok tani terbukti krusial dalam keberhasilan program, sehingga mendukung peningkatan produktivitas usahatani padi dan ketahanan pangan wilayah. This study aims to describe the implementation of pumping assistance in the Planting Area Expansion Program (PAT) and analyze the role of agricultural institutions in supporting increased rice farming productivity in Lappariaja District, Bone Regency. A descriptive-comparative quantitative method was used with a sample of 145 farmers receiving pump assistance and key informants from related agencies. Data were collected through questionnaires, interviews, and documentation. The results showed that the implementation of pump assistance was carried out according to procedures, including data collection, verification, and distribution of 54 pump units to nine villages. This program successfully increased planting intensity and rice productivity, despite technical constraints such as fuel availability and limited maintenance skills. The active role of the Agriculture Service, BPP, and farmer groups proved crucial in the program's success, thus supporting increased rice farming productivity and regional food security.
