Abstract

Insiden tubrukan kapal masih menjadi salah satu permasalahan serius dalam keselamatan pelayaran, khususnya pada perairan sempit dan area labuh jangkar dengan lalu lintas padat. Penelitian ini bertujuan untuk menganalisis faktor penyebab terjadinya tubrukan KM Leuser saat proses olah gerak labuh jangkar di Teluk Lamong, Surabaya. Penelitian menggunakan pendekatan deskriptif kualitatif dengan sumber data primer berupa wawancara dengan nakhoda dan awak kapal serta observasi langsung, dan data sekunder berupa dokumen, berita acara, serta literatur terkait keselamatan pelayaran. Hasil penelitian menunjukkan bahwa insiden tubrukan dipengaruhi oleh dua faktor utama, yaitu faktor alam berupa arus dan angin kencang, serta faktor human error yang meliputi perencanaan pelayaran yang kurang optimal dan pengambilan keputusan saat olah gerak. Selain itu, kondisi kepadatan area labuh jangkar turut memperbesar risiko terjadinya tubrukan beruntun. Penelitian ini menekankan pentingnya perencanaan olah gerak yang matang, peningkatan kompetensi sumber daya manusia, serta koordinasi yang efektif dengan pihak terkait untuk meminimalkan risiko kecelakaan. Hasil penelitian diharapkan dapat menjadi bahan evaluasi dan referensi dalam upaya peningkatan keselamatan pelayaran, khususnya pada proses labuh jangkar di perairan sempit. Ship collision incidents remain a critical issue in maritime safety, particularly in narrow waters and congested anchorage areas. This study aims to analyze the contributing factors to the collision involving KM Leuser during anchoring maneuver operations in Lamong Bay, Surabaya. A descriptive qualitative approach was employed, utilizing primary data obtained through structured interviews with the ship’s master and crew, as well as direct onboard and situational observations. Secondary data were collected from official incident reports, logbooks, regulatory documents, and relevant maritime safety literature. The findings reveal that the collision was primarily influenced by two major factors: environmental conditions, notably strong currents and high wind intensity, and human factors, including suboptimal voyage planning and inadequate decision-making during maneuvering operations. Additionally, high traffic density within the anchorage area significantly increased the likelihood of chain-reaction collisions. This study underscores the importance of comprehensive maneuvering and anchoring planning, enhancement of seafarers’ competence, and effective coordination with port authorities and related stakeholders. The results are expected to provide practical insights for improving navigational safety and risk mitigation during anchoring operations in narrow and congested waters.

Abstract

The port is the first link and gateway in a logistics distribution between countries and islands. By using ports, logistics distribution becomes faster and more efficient than being done through flight paths which require relatively more expensive costs and require more land. The port will connect several modes of transportation and several parties involved in the logistics management of goods. Every form of entry and exit of goods through the port must follow the procedures and SOPs applicable within the area. One procedure that has an important influence is the regulation on the management of Ship Anchoring in a port. Ship Anchoring Management is an activity to regulate the traffic of ships that will unload and / or load in a port. The Ship Anchoring management process is also an important process that deserves attention because the process is a process that will connect directly the land, namely the port with the ocean, namely ships. All forms of bureaucracy will be carried out by supervisory officers, namely Syahbandar and port management. The bureaucracy involves official and legal complete information and information about goods or cargo to be transported or unloaded on ships or to ports. With the management of Ship Anchoring, of course, all guide service activities afterwards will be carried out systematically and regularly. The ship's docking management process on ships will also affect the loading and unloading time by stevedoring companies (PBM), warehousing rental time, and other costs in the form of operational loading and unloading activities. This study uses data analysis, namely the Analysis Hierarchi Process (AHP) with respondents in the form of informants from the Indonesian port of Tanjung Priok, related Syahbandar parties, field officers, and stevedoring company managers. With the AHP method, it will produce a priority scale of several problems found from collecting facts in the field. This study produces the most influential party of the problem of ship anchoring management in a ship that will dock at Tanjung Priok port, namely by the Tanjung Priok Port Syahbandar, while the factors that cause these problems are law enforcement factors and rules that apply when carrying out ship anchoring management at Tanjung Priok Port Jakarta.

Abstract

Kemampuan olah gerak kapal dalam menghadapi cuaca buruk diperlukan untuk menjaga keselematan crew dan juga kapal. Pengetahuan, pengalaman, persiapan, serta pengaturan optimalisasi dari crew dan peralatan sangat diperlukan untuk mengolah gerak kapal dalam menghadapai cuaca buruk. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang menghasilkan data deskriptif berupa kata- kata terutulis dari orang-orang dan perilaku yang dapat diamati. Pengumpulan data menggunakan wawancara langsung terhadap subyek, data tertulis, dan observasi langsung di kapal. Hal ini akan meningkatkan kemampuan dalam bernavigasi saat menghadapi cuaca buruk di kapal. Praktek layar yang dilakukan penulis di kapal MV. Tanto Bersama mengenai upaya meningkatkan kemampuan bernavigasi dalam menghadapi cuaca buruk terjadi selama praktek layar. Pembahasan yang dibahas dalam kaya ilmiah terapan ini adalah Nahkoda memberikan pengarahan secara berkala terhadap para mualim dalam menghadapi cuaca buruk, mengenal karakter dan kemapuan kapalnya. Pekerjaan yang dilakukan mualim setelah mendapatkan arahan dari nahkoda. Crew yang diberi tugas oleh mualim saat terjadinya cuaca buruk yang dihadapi oleh kapal. Hal ini membuat gerak kapal menjadi optimal dan bahaya yang ditimbulkan menjadi lebih kecil dan terhindarnya dari kerusakan kapal. Simpulan yang dapat diambil adalah pengetahuan awak kapal dan kurangnya drill dalam mengolah gerak kapal saat cuaca buruk dapat mengakibatkan perbedaan pengetahuan, keterampilan terhadap awak kapal dan juga dapat menimbulkan bahaya terhadap awak kapal dan kapal. Adapun saran penulis adalah selalu diadakannya pengarahan, pelatihan atau drill terhadap seluruh awak kapal dalam menghadapi cuaca buruk.
