Abstract

Transformation in qualitative data collection methods through the use of mobile applications is now an important issue in public health research, especially in remote areas that face various infrastructure and information access constraints. This study aimed to evaluate the effectiveness and challenges of using mobile applications to collect qualitative data in resource-limited settings. This study used qualitative methods with a case study approach, involving 30 participants consisting of health workers, field researchers, and community members from three remote locations. Data were collected through in-depth interviews and participatory observation, and analyzed using thematic analysis to identify key patterns, barriers, and potential uses of mobile apps. The results showed that mobile apps can speed up the data collection process, improve the accuracy and security of information, and facilitate interaction between researchers and respondents. However, the study also found a number of challenges, such as low digital literacy, limited internet network, and resistance to new technology among the community. Overall, the implementation of mobile apps proved to have a positive impact in expanding the reach and efficiency of qualitative data collection in areas with limited access, while encouraging the adoption of technology in public health research. The findings make an important contribution to the development of research methods and offer practical recommendations for policy makers and implementers of health programs in remote areas.

Abstract

Ketidakmerataan akses terhadap pelayanan kesehatan hingga saat ini masih menjadi persoalan mendasar dalam upaya membangun sistem kesehatan yang berkeadilan, terutama di negara berpenghasilan menengah seperti Indonesia. Walaupun implementasi kebijakan jaminan kesehatan nasional telah meningkatkan perlindungan finansial bagi masyarakat, realitas di lapangan menunjukkan bahwa berbagai kendala non-finansial dan faktor struktural tetap membentuk pengalaman akses layanan kesehatan secara tidak setara pada kelompok masyarakat tertentu. Penelitian ini bertujuan untuk mengkaji tingkat serta faktor-faktor yang memengaruhi equity dalam akses pelayanan kesehatan dengan menyoroti dimensi ketersediaan layanan, akses fisik, keterjangkauan, mutu, kesinambungan pelayanan, dan penerimaan layanan oleh masyarakat. Penelitian dilakukan menggunakan pendekatan kualitatif dengan desain studi kasus eksploratif. Data diperoleh melalui wawancara mendalam, penelusuran dokumen, dan observasi terbatas terhadap 23 informan yang mencakup pengelola fasilitas kesehatan, pembuat kebijakan di tingkat daerah, serta pengguna layanan dari beragam latar belakang sosial ekonomi. Data dianalisis menggunakan thematic analysis dengan pendekatan induktif. Hasil penelitian mengungkapkan bahwa ketimpangan akses pelayanan kesehatan masih berlangsung secara nyata, terutama berkaitan dengan hambatan geografis, variasi kualitas layanan, dan beban keterjangkauan non-finansial, khususnya pada masyarakat di wilayah terpencil dan kelompok rentan. Temuan ini menunjukkan bahwa perluasan jaminan kesehatan belum secara otomatis memastikan tercapainya equity dalam akses pelayanan. Studi ini merekomendasikan strategi percepatan pemerataan melalui transformasi layanan primer, redistribusi tenaga kesehatan, dan digitalisasi layanan kesehatan sebagai langkah krusial dalam menyongsong visi Indonesia Emas 2045. Secara keseluruhan, penelitian ini memperkaya pemahaman teoretis.

Abstract

Accurate drug needs planning is an important component in ensuring the continuity of hypertension therapy as a chronic disease with high prevalence. However, the UPT Puskesmas Selat Baru still faces inaccuracies in the preparation of the Drug Needs Plan (RKO), which is marked by the occurrence of 27 incidents of stock-out of antihypertensive drugs and stock accumulation that causes expired drugs and state losses. This study aims to analyze the root causes of RKO inaccuracies and formulate alternative data-driven solutions to improve the effectiveness of drug management. The research uses a qualitative approach with a case study design through in-depth interviews, observations, and document review on purposively selected informants, including the Head of the Health Center, the Pharmacist in Charge, the Person in Charge of the P2PTM Program, and the Regency IFLK Pharmacist. Data validity is obtained through triangulation of sources, methods, and data. The analysis is carried out using the problem solving cycle and Fishbone Analysis to identify the main cause of the problem. The results of the study showed that the inaccuracy of planning was caused by the use of historical consumption methods without considering epidemiological trends, manual stock recording, low data accuracy, and low competence of officers in disease-based forecasting. The consequences are the instability of the availability of drugs, the non-achievement of Hypertension SPM, and budget losses. The study concluded that increasing human resource capacity through technical training "Epidemiology-Based RKO Management" is the most effective solution to improve planning accuracy and prevent recurrence of drug availability problems.
