Abstract

The construction work of the Tukad Unda Reservoir is located in a former sand quarry area characterized by water-filled pits and unstable coral aggregates. This area also serves as a lahar flow path during eruptions of Mount Agung, which remains active. This condition was identified through geological and geotechnical sampling tests. The aim of this study is to analyze the Occupational Health, Safety, and Environment (HSE) risks that can be identified in this project. Data were collected through interviews, brainstorming sessions, and field observations. Risk coefficients were scored based on risk acceptability. The assessment focused on dominant risks that require management actions, specifically those categorized as “high” and “very high” risk levels. The final identification results revealed a total of 75 risks based on the type of work, consisting of 28 risks (37%) in sub-structural work, 41 (55%) in structural activities, and 6 (8%) in architectural activities. Based on the sources of risk, 26 risks (35%) originated from equipment, 27 (36%) from materials, and 22 (29%) from environmental factors. In terms of impact targets, 64 risks (85%) affect humans, 10 (13%) affect both humans and the environment, and 1 (1%) affects the environment alone. Based on the analysis using the AS/NZS 4360:2004 standard, 17 risks (23%) were classified as low risk, 39 (52%) as medium risk, and 19 (25%) as high risk. Risk ownership was predominantly allocated to the contractor's HSE supervisors (56%), followed by site managers (35%) and technical staff (9%). It is recommended that competent and authorized personnel at the project site conduct safety briefings before commencing any work activities to minimize the potential for unwanted incidents. Workers are also advised to pay more attention to occupational health and safety by wearing appropriate personal protective equipment (PPE) and complying with all established regulations and standard operating procedures (SOPs).

Abstract

The creative economy has become a key foundation for sustainable economic development worldwide, combining culture, creativity, and technology to drive innovation and growth. In Indonesia, this sector has gained significant momentum, contributing substantially to the country's Gross Domestic Product (GDP), creating job opportunities, and enhancing cultural preservation. This study employed a library research method, a data collection approach that involved reviewing various written sources, including scientific journals, books, official reports, and online articles, all of which were relevant to the topic discussed. This method was used to gain a deep understanding of the creative economy's role in driving local economic growth in the digital era. The study found that the creative economy plays a strategic role in driving local economic growth, particularly in the digital era, which opens up various opportunities through the use of technology. Digital transformation enables creative entrepreneurs to reach broader markets, enhance competitiveness, and promote local cultural identity through products rooted in creativity and innovation. This sector's contribution to the national economy is becoming increasingly significant, particularly for MSMEs that can effectively adapt to digital platforms. However, its development still faces challenges, including limited internet access, low digital literacy, and capital constraints. Therefore, a collaborative strategy is needed between the government, the private sector, and the community through digital skills training, infrastructure improvements, and providing access to financing.

Abstract

The empowerment of MSMEs was implemented to encourage business actors to adapt to technological developments through digital transformation and social media-based marketing strategies. The implementation of the activities was carried out through the stages of preparation, implementation, mentoring and implementation, as well as evaluation and reporting. The results of the activity showed that the digital transformation training for MSMEs successfully improved participants' understanding and skills in utilizing technology and social media. During the two months of implementation, there was a significant increase in participant capabilities, with the level of understanding of digital transformation increasing from 45% to 82%. In addition, the number of MSMEs that maintain structured financial records increased from 26.6% to 90%, reflecting a shift from traditional management patterns to modern, technology-based management. In terms of marketing, MSMEs were able to develop more professional visual content, implement storytelling strategies, and utilize paid advertising. As a result, the social media engagement rate increased from 1.8% to 6.5%, accompanied by an average increase in sales of 35%.

Abstract

This study aims to determine efforts to develop tourism villages based on local wisdom and the creative economy. The implementation of activities is carried out through several stages, including preparation, data collection, program planning, activity implementation and mentoring, development and implementation, monitoring and evaluation, and dissemination of results and program sustainability. The results of this activity indicate that the program for developing tourism villages based on local wisdom and the creative economy has succeeded in increasing community capacity, strengthening institutions, and fostering village economic growth. Through training and mentoring, communities gain skills in tourism destination management, digital promotion, and creative economic production based on local potential. The formation of Pokdarwis and creative economy groups creates synergy in developing independent, inclusive, and competitive tourism. In addition to producing various tourism products based on local culture and crafts, this program also fosters a sense of togetherness, awareness of environmental conservation, and pride in cultural identity. The economic impact is seen in increased income, the creation of new jobs, and the growth of a sustainable local economy.

Abstract

Increasing exposure of infrastructure systems to extreme hazards, aging effects, and climate-induced uncertainties has revealed fundamental limitations of conventional strength- and safety-oriented design approaches. Structural performance can no longer be evaluated solely in terms of damage prevention, but must also account for functionality loss, system interdependencies, and recovery capacity. This study aims to reengineer the concept of structural resilience by developing a multiscale framework that integrates resilience explicitly into performance-based infrastructure design. The research adopts an analytical and framework-oriented methodology, combining critical synthesis of performance-based design theories, structural resilience metrics, and systems engineering concepts. Multiscale linkages are established among component-level behavior, system-level functionality, and network-level performance, with explicit consideration of temporal recovery processes. The results demonstrate that resilience is an emergent and time-dependent system property that cannot be inferred directly from component-level performance indicators. Local strengthening strategies are shown to yield limited resilience gains unless supported by system redundancy, connectivity, and recovery-oriented design. The proposed framework reveals hidden vulnerabilities and recovery bottlenecks that remain unaddressed in conventional performance-based approaches. The study concludes that effective resilience-oriented infrastructure design requires a paradigm shift toward multiscale, system-aware, and recovery-informed performance objectives. Embedding these principles into performance-based design provides a robust foundation for enhancing infrastructure reliability, functionality, and societal resilience under extreme and uncertain conditions.

Abstract

Public construction projects frequently encounter challenges related to schedule delays and cost overruns, which can reduce overall project performance. These conditions require an integrated project control system to ensure that implementation remains aligned with planned schedules and budgets. One approach that can be applied is Earned Value Management (EVM), a performance evaluation method that integrates cost and schedule analysis simultaneously, enabling early detection of project deviations. This study aims to evaluate time and cost performance in the Acceleration Project of the Tual District Attorney Office Building Construction and to assess the effectiveness of the acceleration strategy implemented during project execution. The research method uses secondary data analysis consisting of the Bill of Quantities (BOQ), S-curve, weekly progress reports, and actual cost data. These data are analyzed using Planned Value (PV), Earned Value (EV), Actual Cost (AC), and performance indicators including the Cost Performance Index (CPI), Schedule Performance Index (SPI), and Critical Ratio (CR). The results indicate that the project was completed in 26 weeks compared to the planned 33 weeks, resulting in a time efficiency of 7 weeks with an SPI value greater than 1. Although cost inefficiency occurred during the early stages of implementation (CPI < 1), effective cost control measures successfully stabilized expenditures by the end of the project, resulting in CPI and CR values reaching 1. Based on these findings, the application of EVM is recommended as a routine monitoring method for accelerated construction projects to ensure more accurate, systematic, and data-driven control of project time and costs.

Abstract

The rapid growth of the construction industry in Jakarta has driven an increasing need for an effective quality control system in high-rise building projects. Project complexity, the involvement of many parties, and the demands for construction efficiency and quality have made the implementation of Total Quality Management (TQM) increasingly relevant. This study aims to examine the implementation of TQM in quality control of high-rise building projects in Jakarta and identify challenges and solutions to its implementation. The study used a qualitative approach with a library research method that analyzed reputable international literature, construction quality standards (SNI, ASTM, BS, ISO), and case studies of high-rise building projects in Indonesia. The results showed that the implementation of TQM is still hampered by a lack of top management commitment, limited competent human resources, and a low understanding of TQM tools such as Statistical Process Control, Quality Circles, and Continuous Improvement. Based on a gap analysis between theory and practice, this study developed an integrated TQM framework that takes into account organizational culture, local regulations, and the conditions of the Indonesian construction market. The study concluded that the implementation of an adaptive and sustainable TQM framework can improve the quality of construction results, reduce rework rates, and increase client satisfaction in high-rise building projects in Jakarta.
